PROJECT LOCATION/ADDRESS – 7600 8th Ave., North Topsail Beach, Onslow County
Dear Mr. Wellman,
I have reviewed the information you submitted to our office concerning the necessary filing of an
application for a CAMA Minor Development Permit under the Coastal Area Management Act and have
determined that the activity you propose of a single family residence is exempt from needing a CAMA
Minor Development Permit as long as it remains consistent with your project drawing, dated September
16, 2021, and it also meets the conditions specified below. If your plans should change and your project
will no longer meet these conditions, please contact me before proceeding.
SINGLE FAMILY RESIDENCES WITHIN THE ESTAURINE SHORELINE AREA OF
ENVIRONMENTAL CONCERN EXEMPTED
1. All development shall be located at least 40 feet landward of the normal high water level from
waters classified as Outstanding Resource Waters (ORW).
2. No ground disturbance or land disturbing activity shall occur within 40 feet of the normal high
water level of waters classified as ORW.
3. The development may not exceed a 25% built upon area within 575 feet of the normal high water
level of waters classified as ORW.
4. The development shall be consistent with all other applicable CAMA permit standards, North
Carolina Building Code standards, local ordinances and local land use plans in effect at the time
the exemption is granted.
5. This exemption does not allow for any development within any wetlands or open water areas.
Any proposal to modify or alter the development plan as proposed will require additional
authorization from the Division of Coastal Management.

This exemption does not eliminate your requirements to obtain any other State, Federal or Local
authorization. Construction of the structure authorized by this exemption shall be completed by
December 31 of the third year of the issuance date of this exemption.

GWR I certify that I have developed or reviewed the structural design, plans and specifications for construction and that the methods of
construction to be used are in accordance with accepted standards of practice for meeting the following provisions:
GWR a) The bottom of the lowest horizontal structure member of the lowest floor (excluding the pilings or columns) is elevated to or
above the Regulatory Flood Protection Elevation; and,
GWR b) The pile or column foundation and structure attached thereto is anchored to resist flotation, collapse and lateral movement
due to the effects of the wind and water loads acting simultaneously on all building components, including grade beams and
bracing, if applicable. Water loading values used are those associated with the base flood including wave action. Wind
loading values used are those required by the applicable State or local building code. The potential for scour and erosion at the
foundation has been anticipated for conditions associated with the flood, including wave action.
SECTION IV: AREAS BELOW THE LOWEST FLOOR
Note: This section must be certified by a registered professional engineer or architect. Initial all that apply.
GWR I certify that I have developed or reviewed the structural design, plans and specifications for construction and that the design and
methods of construction to be used for the breakaway walls are in accordance with accepted standards of practice for meeting
the following provisions:
a) All areas below the lowest floor are free of obstruction (including open lattice work, insect screening, bracing and grade beams
as allowed in accordance with FEMA Technical Bulletin 5 and ASCE 24), or
b) Breakaway walls are constructed in accordance with prescriptive design in FEMA Technical Bulletin 9: Breakaway Walls; or
GWR c) Breakaway walls shall collapse from water load less than that which would occur during the base flood without causing
collapse, displacement, or other structural damage to the elevated portion of the building or supporting foundations stem.
SECTION V: SAND DUNES AND MANGROVE STANDS

In accordance with 44 CFR 60.3(e)(7) and Paragraph G103.7 of the North Carolina Building Code, the construction:
