This letter is in response to a January 14, 2019 request from Kevin Lineberger of Millstone Marine Construction, Inc,
in which it was requested that Major Permit #104-18 be modified to remove the authorized 32'x4' dock along the
bulkhead on the north side of the property and instead extend the authorized boat basin dock on the south side of the
property an additional 32' northward along the bulkhead.
Major Permit #104-18 was issued to Mark & Anita Frena, on September 21, 2018. This Permit authorized the
construction of a bulkhead along normal water level (NWL), the filling of USACE 404-wefiands, the dredging of a man-
made canal, a breakwater and a docking facility within a basin.
The project is located at 119 & 121 South Dogwood Trail, Southern Shores, Dare County, adjacent to a man-made
canal that leads to Jean Guite Creek.
Your modification request as described and/or depicted in your submittal dated January 14, 2019, is hereby authorized
as a refinement to CAMA Major permit #104.18. All existing conditions remain in effect, including the expiration date
of December 31, 2021. This letter is provided to you as a record of the authorization and should be included with the
Permit file.
You may need to obtain a building permit from the Town of Southern Shores.

Mr. Renaldi:
The Frena's would like to make:a sleight change to the dock alignment on their major
permit. Please review and let me know how we can make this happen
Project Narrative
The Frena's went through the major permit process in order to bulkhead a previously un
stabilized section of shoreline and dredge a small boat basin to install a boat lift and
docking facility. That major permit has been issued.
Due to a zoning conflict that was overlooked with The Town of Southern Shores we are
not able to pull a building permit to construct the elements contained in the Cama Major
Permit. The Town has an ordinance that specifically prohibits having two docks on one
subdivided lot.
In order to comply with the Town's rules and regulations we propose to relocate the dock
down to and connect to the dock containing the boatlift.

The only impact is a positive one due to the alignment of the dock containing the lift the
shaded area of the relocated dock is decreased by approximately 64 square feet Please
see the attached permit drawing changes.
Hopefully this is something that can be done administratively. Please let me know what
steps you would like us to take in trying to remedy the situation with the Town conflict
