This document summarizes the master planning effort undertaken by the Town of Atlantic Beach to develop strategies to enhance public beach access, to improve The Circle's visual character and encourage private redevelopment of The Circle. Funding assistance for the study was provided through a N.C. Coastal Management Planning Grant. The planning process involved a series of Town Board workshops and public presentations from August 1993 through May 1994 to gain public input on overall goals and objectives leading to the development of physical improvement strategy for The Circle. On March 22, 1994 the Town Board of Atlantic Beach approved in concept the Master Improvements Plan and on April 14, 1994 recommended further study for Phase One improvements. The Phase One plan included streetscape improvements, the development of a 50 space public parking lot and the demolition of the old pavilion building. With the completion of this guidance document, the Town has taken a positive step toward enhancing The Circle. The public benefit of this undertaking was derived from the public discourse which took place to develop public goals and objectives for this integral part of the Town's history and it's economic future. We believe this is the first step toward a brighter future for The Circle, its business owners, the Town's citizenry and for North Carolinians who visit Atlantic Beach. AUGUST 5, 1993 TOWN BOARD WORK SESSION THE CIRCLE AT ATLANTIC BEACH MASTER IMPROVEMENTS PLAN I. PROJECT GOALS AND OBJECTIVES PROJECT GOAL STATEMENT The Circle at Atlantic Beach has traditionally served as an amusement, recreation and vacation destination for tourists. The economic vitality of Atlantic Beach is highly dependent on tourism related expenditures and The Circle has a significant influence on the desirability of Atlantic Beach as a tourist destination. The purpose of the Master Improvements Plan is to provide a strategy for the revitalization of The Circle through street, sidewalk, lighting, landscaping, parking and public building improvements. These improvements will improve the appearance and function of the public facilities, enhance the image of The Circle as a tourist destination, and encourage investment in private properties. The Master Plan will recognize and incorporate the traditional role of The Circle as a beach access, entertainment, and amusement area to the benefit of the Town of Atlantic Beach and the retail establishments located at The Circle. PROJECT OBJECTIVES A. Enhance public beach access through increased public parking and improved pedestrian walkways. B. Improve the visual character through beautification of Town owned property and rights -of -way. C. Encourage private business redevelopment through public investment for improvements projects. H. PROJECT APPROACH This planning effort will address the project goals and objectives through a series of Town Board work sessions leading to the preparation of a final Master Improvements Plan by early October 1993. Town Board Work Session One August 5, 1993 Page 2 TOWN BOARD WORK SESSION ONE The first work session meeting will be convened to solicit information to gain historical perspective and to receive planning input from the Town Board and staff. Project goals and objectives will be defined. Key planning considerations will be outlined as defined by the earlier planning studies. Information gained in this session will lead to the preparation of a Preliminary Master Improvements Plan to be presented at the.Work Session Two scheduled for August 26, 1993. III. ' PROJECT REVIEW -.Existing conditions base information. • Definition of Project Study Area • Current Town Property Holdings • Current Parking Program • Current Beach Access and Pedestrian System. • Current Retail Establishments. IV. PLANNING NOTIONS We have identified a number of key planning notions which will need to be explored and resolved during the course of the planning effort. There may be more ideas which need to be added to this list. Incorporate the two central public access points into the Pavilion property. b. Maintain and enhance the public beach boardwalk fronting the project area. c: Investigate ways to encourage public access at the two existing privately owned beach access points. d. Organize parking and streetside sidewalks to improve pedestrian :.-access, throughout the study area. e: Design beach access routes to support adjacent retail development. 3. Beautification Through Streetscape Improvements Comprehensive streetscape design standards will be needed to address physical improvements of streets, curbs, sidewalks, lighting, screening, and landscaping. a. Prepare a sidewalk improvements plan. b. Establish criteria for a master lighting plan to be provided by CP&L C. Investigate the prospects for overhead utilities to be placed underground by CP&L. d. Develop criteria for landscape improvements. Develop a streetscape design theme (i.e., materials, scale and placement) 4. Central Pedestrian Strolbvay This concept would create a central pedestrian corridor on the Central Drive right -of -way providing a public space a common beach access and retail opportunities. a. Requires street closing for Central Drive b. Regain Central Drive parking in peripheral parking lots. C. Design a major pedestrian corridor d. Secure private pedestrian easements leading to peripheral parking to the east and west. e. Provide a strong physical and visual linkage to the Pavilion parcel. Development of a Town Commons The Town oceanfront property (Pavilion Parcel) presents an unusual opportunity for the creation of a key public space which can give identity to the Circle and to the entire Town. The final planning resolution of this property will be a key element in the success of the Master Improvements Plan and the Town's revitalization efforts. a. Address the ultimate use or removal of the Pavilion building. b. Explore an overall plan for the Pavilion Parcel to function as a Town Commons. c. Plan to physically and visually connect the Town property to the Pedestrian Stollway d.. Determine the types of festival and public uses which might take place. e. Explore ways to encourage retail development along the perimeters of the Pavilion parcel. 6. Commercial Development LRZ/ccy abeach.doc I All planning and design improvements should enhance existing retail establishments where possible and enhance opportunities for new retail development, a. Encourage pedestrian traffic to flow next to new or existing retail . . establishments. b. Organize public improvements to encourage the development of new retail establishments. c, . PRELIMINARY MASTER IMPROVEMENTS PLAN A. Streetscape Improvements 1. Sidewalk renovation along both sides of West Drive, Atlantic Boulevard, East Drive and S. Morehead Avenue. In many instances sidewalk widening will be required to meet a six foot minimum width. Material selection ranges from colored concrete to modular pavers. 2. Sidewalk extension along W. Atlantic Boulevard to Regional Beach Access Facility. 3. Special markings, signage and/or special pavement at all major pedestrian street crossings. 4. Improve the two public pedestrian accesses through renovation of pavement surface, lighting, landscaping and special entry point markers. 5. Special directional and informational street signage. 6. New street lighting, improved pedestrian area lighting and special lighting for Bogue Boulevard entrance area. 7. Landscape improvements along streetside through the use of salt resistance, low maintenance shrubs. Special annual flower display locations. 8. New asphalt surfacing for all streets in project area subject to review and recommendations by a consulting engineer. Possible gravity sewer improvements. 9. New curb cuts and handicap access points at all sidewalk/street intersections. 10. Restripping of streetside parking to accommodate new pedestrian crossings and to improve parking efficiency and count. 11. Special design treatment for the concrete medians at the intersections of Bogue Boulevard and S. Develop a public parking lot on the old Hardees parcel. Approximately 50 spaces. 2. Develop a public parking lot on the old Underground parcel. Approximately 30 spaces. 3. Secure parcel immediately north of the new Town lot and develop a public parking lot. Approximately 30 spaces. 4. Secure the parcel immediately north of the old Hardee's parcel and develop a public parking lot. Approximately 40 spaces. 5. Develop East Terminal Boulevard within project area as streetside parking. Approximately 14 spaces. 6. Use Town right-of-way north of Town utilities to develop streetside parking within project area. Approximately 10 spaces. C. Central Pedestrian Strolhpay 1. Close Central Drive to vehicular traffic. 2. Secure private pedestrian easements from West Drive and East Drive for access into the Central Drive right-of-way. 3. Develop a small at -grade open pavilion at the intersection of the strollway and the east -west pedestrian easements. 4. Make landscape, pavement, lighting, signage, and outdoor seating improvements along the strollway to encourage passive and active use of the area day and night. 5. Create a sequence of overhead trellis like structure along the strollway to create a signature image and to proved opportunities for shaded areas. This will serve as a replacement for the lack of shade street trees. 6. Design the strollway to maximize potential interaction with private retail and entertainment establishments. Develop the town beachfront parcel as a festive public space. 2. Create several beach access points for pedestrians. 3. Allow for a strong east/west pedestrian flow through to the center of the Commons. 4. Develop the parcel in a way to encourage associated use of retail, entertainment and food service establishments. 5. Create an opportunity to use the space for public festivals, concerts and special events. 6. Establish a strong visual connection to the beach and ocean from Atlantic Boulevard and the Pedestrian Strollway. 7. Renovate the existing pavilion as an open air structure or build a new pavilion. Construct an enclosed facility to house a tourist information center, a public meeting room and a bath house for beach users in single or separate buildings. 9.
