concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area
Management"
Issued to Thomas & Dianne Bormann, authorizing development in the Estuarine Shoreline (AEC) at 1513 N. Shor
Drive, in Sunset Beach, Brunswick County as requested in the permittee's application, dated February 22, 2017, an
received by DCM on February 24, 2017. This permit, issued on March 14, 2017, is subject to compliance with th,
application and drawing and stormwater plan dated and received by DCM on March 13, 2017, applicable regulations an
special conditions and notes set forth below. Any violation of these terms may subject the permittee to a finE
imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: Construction of a single family residence with a pool, decking, landscaping and stormwater
system.
(1) All proposed development and associated construction must be done in accordance with the permitted site drawing date
received by DCM on March 13, 2017.
(2) Any change or changes in the plans for development, construction, and/or land use activities will require re-evaluation an
modification of this permit.
(3) A copy of this permit shall be posted or available on site throughout the construction process. Contact this office at (91(
796-7424 for a final inspection at completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspected for
compliance. Any maintenance work or project modification not covered under
this permit, require further written permit approval. All work must cease when this
permit expires on:
December 31, 2020
In issuing this permit it is agreed that this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.

(4) The applicant has effectively demonstrated, through innovative construction design, that the amount of impervious
surface areas may be exceeded in a way that runoff water will be managed and the AEC protected, so as to allow
46 percent of impervious areas within the 75' Coastal Shoreline AEC. All proposed development and associated
construction must be done in accordance with the design specifications of the permitted innovative design, sealed
by the design professional, Scott Quaintance, on February 21, 2017.
(5) Upon completion of construction and prior to the issuance of a Certificate of Occupancy (CO), a letter of certification
must be received from the designer of the innovative system installed, certifying that the permitted system has been
installed in accordance with this permit, the approved plans and his design specifications. Any deviations from the
approved plans and specifications must be noted on the Certification and a permit modification may be required
prior to receiving a CO.
(6) The landowner or permittee shall at all times provide the operation and maintenance necessary to assure the
permitted stormwater system functions at optimum efficiency. The landowner or permittee shall maintain the
permitted stormwater system for the life of the project.
(7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Disturbed areas shall be vegetated and stabilized (planted and
mulched) within 14 days of construction completion.
(8) Any proposed for grading within the 30' buffer from the Normal High Water level must be contoured to prevent
additional stormwater runoff to the adjacent marsh and/or canal. This area shall be immediately vegetatively
stabilized, and must remain in a vegetated state.
(9) With exception of a wooden walkway/stairs and 200 sq. ft. or less of elevated slatted uncovered wood decking, no
other development is authorized within 30 feet of the normal high water line.
(10) All buildings shall comply with the NC Building Code, including the Coastal and Flood Plain Construction Standards
of the N. C. Building Code, and the Local Flood Damage Prevention Ordinance as required by the National Flood
Insurance Program. If any provisions of the building code or a flood damage prevention ordinance are inconsistent
with any of the following AEC standards, the more restrictive provision shall control.
(11) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold cr otherwise
disposed of to a third -party.
NOTE: All construction must conform to the N.C. Building Code requirements and all other local, State and Federal
regulations, applicable local ordinances and FEMA Flood Regulations.

This notice is intended to make you, the applicant, aware
of the special risks and conditions associated with
development in this area, which is subject to natural
hazards such as storms, erosion and currents. The rules of
the Coastal Resources Commission require that you
receive an AEC Hazard Notice and acknowledge that
notice in writing before a permit for development can be
issued.
The Commission's rules onbuildin -standards, oceanfront
setbacks and dune alteration are designed to minimize,but
not eliminate pro arty InsS {ronn hazards. By gra_ntin
Permits., the Coastal Resources Commission does not
guarantee the safety of the development and assumes no
liability for future damage to the development.
The best available information, as accepted by the Coastal
Resources Commission, indicates that the annual ocean
erosion rate for the area where your property is located is
feet per year.
The rate was established by careful analysis of aerial
photographs of the coastline taken over the past 50 years.
Studies also indicate that the shoreline could move as
much as feet landward in a major storm.
The flood waters in a major storm are predicted to be about
feet deep in this area.
Preferred oceanfront protection measures are beach
nourishment and relocation of threatened structures.
Hard erosion control structures such as bulkheads,
seawalls, revetments, groins, jetties and breakwaters are
prohibited. Temporary devices, including sand bags, may
be allowed under certain conditions.
This structure shall be relocated or dismantled within two
years of becoming imminently threatened.
The applicant must acknowledge this information and
requirements by signing this notice in the below space.

SPECIAL NOTE: This hazard notice is required for
development in areas subject to sudden and massive
storms and erosion. Permits issued for development in this
area expire on December 31 of the third year following the
year in which the permit was issued. Shortly before work
begins on the project site, the Local Permit Officer will
determine the vegetation line and setback distance at _your
site. If thepropertyhas seen little change and theproposed
development can still meet the setback requirement, the
LPO will inform you'that you may begin work. Itis impor-
tant that you check with the LPO �efore the permit expires
for official approval to continue the work after the permit
has expired._ Generallv, if foundation pilings have been
placed and substantial progress is continuing, permit
renewal may not be necessary. If substantial progress has
not been made, the permit must be renewed and a new
setback line established. It is unlawful to continue work
after permit expiration without this approval.
