Development in an Area of Environmental Concern pursuant to NCGS 113A-118 X Excavation and/or filling pursuant to NCGS 113-229 Issued'to Christopher and Tammy Perry,110 Binnacle Ct., Elizabeth City, NC 27909 Permit Number 50-19 Authorizing development in Pasquotank County at adi. to a man-made canal & the Pasquotank River, at 2137 Rivershore Rd., in Elizabeth City, as requested in the permittee's application dated 2/19/19, including attached workplan drawing (1), dated 3/1/19. This permit, issued on June 24, 2019 , is subject to compliance with the application (where consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be subject to fines, imprisonment or civil action; or may cause the permit to be null and void. Shoreline Stabilization - Bulkhead 1) The bulkhead shall not extend waterward more than 2 feet from the existing bulkhead at any point along its alignment at the time of construction. 2) The alignment of the authorized bulkhead shall be staked by the permittee and verified by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. 3) The bulkhead shall be constructed prior to any backfilling activities. 4) The bulkhead shall be structurally tight so as to prevent seepage of backfill materials through the structure. (See attached sheets for Additional Conditions) This permit action may 13c appealed by the permittee or other Signed by the authority of the Secretary of DEQ and the qualified persons within twenty (20) days of the issuing date. of the Coastal Resources Commission. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. Signature ofPermittee Christopher and Tammy Perry Permit No. 50-19 Page 2 of 3 ADDITIONAL CONDITIONS 5) The fill material shall be clean and free of any pollutants except in trace quantities. 6) All backfill material shall be obtained from a high ground source and confined behind the permitted bulkhead. 7) No backfill material is to be placed within 30 feet of the normal water line, except that which will be used to backfill the area behind the permitted bulkhead. 8) All fill material to be placed below mean high/normal water level shall be confined behind the permitted bulkhead. Groin 9) The alignment of the authorized groin shall be verified by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. 10) The groin, as depicted on the attached workplans, shall not extend more than 25 feet waterward of the normal water level at the time of construction. Docking Facility 11) This permit authorizes only the dock replacements, piling removals and basin walkway, and other structures and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structure, whether floating or stationary, shall become a permanent part of this docking facility without permit modification. No non -water dependent uses of structures shall be conducted on, in or over Public Trust waters without permit modification. 12) The authorized replacement of the docking facilities shall not exceed the footprint of the existing docking facilities. 13) This permit authorizes a maximum of 3 formalized boat slips. Two slips are located at the canal basin docking facility and one shall be located at the river docking facility. 14) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S. Coast Guard, through regulation or otherwise, on the authorized facilities. At minimum, permanent reflectors shall, be attached to the structure in order to make it more visible during hours of darkness or inclement weather. Sedimentation and Erosion Control 15) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of any phase of grading on cut'or filled slopes. At a minimum, a silt fence shall be properly installed immediately landward of the bulkhead cap immediately following completion of backfilling activities. Christopher and Tammy Perry ADDITIONAL CONDITIONS Permit No. 50-19 Page 3 of 3 NOTE: An Erosion and Sedimentation Control Plan may be required for this project if upland disturbance is greater than 1 acre. If required, the plan must be filed at least thirty (30) days prior to: the beginning of any land disturbing activity. Submit this plan to the Division of Energy, Mineral and Land Resources, Land Quality Section, 943 Washington Square Mall, Washington, NC 27889. ` General 16) This permit does not authorize any open water excavation, even temporarily. 17) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the written approval of the Division of Coastal Management. 18) The permittee shall maintain the authorized work in good condition and in conformance with the terms and conditions;of this permit. The permittee is not relieved of this requirement if he or she abandons the permitted activity without having it transferred to a third party. 19) The permittee and/or his or her contractor shall meet with a representative of the Division prior to project initiation. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General Permit.198000291 (Action ID SAW-2019-00422). NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Water Quality Certification 4175 and assigned the project DWR Project No. 2019-0319. NOTE: Future development of the permittee's property may require a modification of this permit. Contact a representative of the Division at (252) 264-3901 prior to the commencement of any such activity for this determination. NOTE: The permittee is advised that many non -water dependent activities are not authorized within 30 feet of the normal water level. NOTE: An application processing fee of $400 was received by DCM for this project. This fee also satisfied the Section 401 application processing fee requirements of the Division of Water Resources. The condition was written based on our bulkhead rules concerning alignment at NWL, including the lack of documented erosion at the site. For those reasons we conditioned the permit two foot in front of the existing bulkhead. After talking with staff I wanted to advise you that a minor mod request to move the alignment as proposed would likely be denied based on the reasons stated above. DAVIS Director NORTH CAROLINA Environmental Quality MEMORANDUM TO: Gregg Bodnar, Assistant Major Permit Coordinator THROUGH: Frank Jennings, District Manager FROM: Lynn Mathis, Environmental Specialist II DATE: March 11, 2019 SUBJECT: Christopher and Tammy Perry The applicants, Christopher and Tammy Perry request a CAMA Major Permit to: 1) Construct a 1,037' replacement bulkhead and average of 2.77', and a maximum of 11', waterward of normal water level, 2) replace a 25' wooden groin within a pre-existing alignment, 3) replace a 40' x 4' pier, a 187square foot (SF) triangular platform and 193' x 4' (Ave.) shore side walkway in and around a man-made basin and Cobb Creek, and, 4) replace a 184' x 6' pier and a 20' x 20' platform with 2 tie pilings within the existing alignment. I have reviewed the rules as they pertain to bulkheads and docking facilities and would like to offer the following: 15 NCAC 07H .0208 Use Standards (b)Special Use Standards (6) Piers and Docking Facilities. (A) Piers shall not exceed six feet in width. Piers greater than six feet in width shall be permitted only if the greater width is necessary for safe use, to improve public access, or to support a water dependent use that cannot otherwise occur; Consistent: Proposed pier will be 6' wide. (B) The total square footage of shaded impact for docks and mooring facilities (excluding the pier) allowed shall be eight square feet per linear foot of shoreline with a maximum of 2,000 square feet. In calculating the shaded impact, uncovered open water slips shall not be counted in the total. Projects requiring dimensions greater than those stated in this Rule shall be permitted only if the greater dimensions are necessary for safe use, to improve public access, or to support a water dependent use that cannot otherwise occur. Size restrictions shall not apply to marinas; Consistent: The combined area will be within the limitation. (C) Piers and docking facilities over coastal wetlands shall be no wider than six feet and shall be elevated at least three feet above any coastal wetland substrate as measured from the bottom of the decking; Consistent: None proposed. Measurements of square footage shall be taken of the greatest exterior dimensions. Boathouses shall not be allowed on lots with less than 75 linear feet of shoreline. Size restrictions do not apply to marinas; Consistent: None Proposed (E) The total area enclosed by an individual boatlift shall not exceed 400 square feet except to accommodate a documented need for a larger boat lift; Consistent: No boatlift proposed. (F) Piers and docking facilities shall be single story. They may be roofed but shall not be designed to allow second story use; Consistent: Single story proposed. (G) Pier and docking facility length shall be limited by: (1) not extending beyond the established pier or docking facility length along the same shoreline for similar use; (This restriction does not apply to piers 100 feet or less in length unless necessary to avoid unreasonable interference with navigation or other uses of the waters by the public); Consistent: the proposed pier and platform is replacement of an existing structure within an existing alignment. (ii) not extending into the channel portion of the water body; and, Consistent: The proposed pier and platform will be outside of any navigation channel. (iii) not extending more than one-fourth the width of a natural water body, or human made canal or basin. Measurements to determine widths of the water body, canals or basins shall be made from the waterward edge of any coastal wetland vegetation that borders the water body. The one-fourth length limitation does not apply in areas where the U.S. Army Corps of Engineers, or a local government in consultation with the Corps of Engineers, has established an official pier -head line. The one-fourth length limitation shall not apply when the proposed pier is located between longer piers or docking facilities within 200 feet of the applicant's property. However, the proposed pier or docking facility shall not be longer than the pier head line established by the adjacent piers or docking facilities, nor longer than one-third the width of the water body. Consistent: The proposed pier and platform will be less than % the of the water body width. (H) Piers or docking facilities longer than 400 feet shall be permitted only if the proposed length gives access to deeper water at a rate of at least 1 foot each 100-foot increment of length longer than 400 feet, or, if the additional length is necessary to span some obstruction to navigation. Consistent: Requested with platform and tie piling is 184' . (1) Piers and docking facilities shall not interfere with the access to any riparian property and shall have a minimum setback of 15 feet between any part of the pier or docking facility and the adjacent property owner's areas of riparian access. The applicant shall allow the lease holder the opportunity to mark a navigation route from the pier to the edge of the lease. Consistent: The pier location will not be over any shell fishing franchise (7) Bulkheads: (A) Bulkhead alignment, for the purpose of shoreline stabilization, shall approximate the location of normal high water or normal water level; Inconsistent: Bulkhead shall be an average of 2.77', and a maximum of 11', waterward of normal water level. (B) Bulkheads shall be constructed landward of coastal wetlands in order to avoid significant adverse impacts to the resources; Consistent: No Wetlands involved. (C) Bulkhead backfill material shall be obtained from an upland source approved by the Division of Coastal Management pursuant to this Section, or if the bulkhead is a part of a permitted project involving excavation from, a non -upland source, the material so obtained may be contained behind the bulkhead; Consistent: Applicant will obtain backfill from a local high ground commercial source. (D) Bulkheads shall be permitted below normal high water or normal water level only when the following standards are met: (i) the property to be bulkheaded has an identifiable erosion problem, whether it results from natural causes or adjacent bulkheads, or it has unusual geographic or geologic features, e.g. steep grade bank, which will cause the applicant unreasonable hardship under the other provisions of this Rule; NIA (ii) the bulkhead alignment extends no further below normal high water or normal water level than necessary to allow recovery of the area eroded in the year prior to the date of application, to align with adjacent bulkheads, or to mitigate the unreasonable hardship resulting from the unusual geographic or geologic features; Inconsistent: The shoreline has an 11' deep bulkhead pocket along the south east corner adjacent to the Pasquotank River. The request is to provide a straight shoreline is to prevent possible debris from collecting at the corner, no actual need has been demonstrated. (III) the bulkhead alignment will not adversely impact public trust rights or the property of adjacent riparian owners; Consistent (iii) the need for a bulkhead below normal high water or normal water level is documented by the Division of Coastal Management; and, Consistent: for an alignment 2' waterward of the existing bulkhead. (v) the property to be bulkheaded is in a non -oceanfront area. Consistent (E) Where possible, sloping rip -rap, gabions, or vegetation shall be used rather than bulkheads. While suitable for the riverside, sloping riprap along Cobb Creek would not be recommended. Recommendations: I would like to recommend that the CAMA Major Permit be issued with the condition that the proposed bulkhead alignment be limited to 2' waterward of the existing bulkhead alignment, and that the pier, platform and tie pilings extend no further into the Pasquotank River than the existing structure(s) being replaced. All other standard conditions apply. : i. DATE: March 14, 2019 Consistency Determination: The request is consistent with/not in conflict with the Pasquotank County/Elizabeth City 2004 Advanced Core Land Use Plan (LUP) certified by the CRC on February 9, 2012. Overview: The 1.82 acre subject property has approximately 1,037 linear feet of combined shoreline along the Pasquotank River and Cobb Creek. The lot is a peninsula bounded by Cobbs Creek to the west, the mouth of Cobb Creek to the north, and the Pasquotank River to the east. The property has an average elevation of approximately 5 feet above Normal Water Level (NWL). The site is primarily vegetated with lawn grasses and ornamental trees and shrubs. The property is in the AE Floodzone. Existing site improvements consist of a single-family house with associated brick walkways and driveway and two (2) drains that appear to lead to adjacent water bodies. Existing shoreline improvements consist of failing wooden bulkhead along the entire length of shoreline, four (4) mooring pilings, a boat basin with a 4 foot wide by 193 foot long shoreside walkway/dock, a 4 foot wide by 40 foot long pier and 187 square foot triangular platform with two (2) mooring pilings on Cobb Creek, an 18 foot long failing wooden groin/jetty at the mouth of Cobb Creek, and a 6 foot wide by 184 foot long pier with a 20 foot square terminus platform, stairs and two (2) tie pilings, and six (6) additional pilings on the Pasquotank River. Water depths along the bulkhead on the creek side range from 3.93 feet to 5.93 feet below NWL. NWL around the basin is on the land ward side of the shore side dock in some areas due to erosion and failing bulkhead. Water depths along the bulkhead on the river side range from 2.49 feet to 3.79 feet below NWL. Bulkhead will be installed an average of 2.77 feet waterward of NWL and a maximum of 11 feet waterward of NWL. The bulkhead will be a combination of wood and vinyl. Removal of the single-family house, brick walkways, driveway and vegetation is under review by Elizabeth City through a CAMA Minor Permit. The waters of the Pasquotank River in this area are classified as SB and are closed to shellfish harvesting. There is no know Submerged Aquatic Vegetation (SAV) within the work area. A review of potential historic, cultural and archaeological resources was not provided. Anticipated Impacts resulting from this project are expected to include: the grading of .67 acre of Estuarine Shoreline Area of Environmental Concern (AEC); the filling of 2,905 sq. ft. of Public Trust Area/Estuarine Waters AEC, and; the shading of 1,863 sq. ft. of Public Trust Area/Estuarine Waters AEC. The narrowest width of Cobb Creek will be reduced to 39 feet. Basis for Determination: The Pasquotank County/Elizabeth City 2004 Land Use Plan identified the project site as "Low Density Residential". As indicated on Page 165 of the Elizabeth City Future Land Use Plan Map (FLUPM), "Conservation/Open Space' areas include parks, coastal wetlands, estuarine waters, estuarine shoreline, public trust waters, and non -coastal '404' wetlands. The following LUP policies may be applicable to this request. Public Water Access: Policy 1, Page 133. "Ensure a variety of opportunities for access to public trust waters to all segments of the community, including persons with disabilities." Shoreline Stabilization - Bulkhead 1) The bulkhead shall not extend waterward more than 2 feet from the existing bulkhead at any point along its alignment at the time of construction. 2) The alignment of the authorized bulkhead shall be staked by the permittee and verified by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. 3) The bulkhead shall be constructed prior to any backfilling activities. 4) The bulkhead shall be structurally tight so as to prevent seepage of backfill materials through the structure. (See attached sheets for Additional Conditions) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. Groin 9) The alignment of the authorized groin shall be verified by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. 10) . The groin, as depicted on the attached workplans, shall not extend more than 25 feet waterward of the normal water level at the time of construction. Docking Facility 11) This permit authorizes only the dock replacements, piling removals and basin walkway, and other structures and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structure, whether floating or stationary, shall become a permanent part of this docking facility without permit modification. No non -water dependent uses of structures shall be conducted on, in or over Public Trust waters without permit modification. 12) The authorized replacement of the docking facilities shall not exceed the footprint of the existing docking facilities. 13) This permit authorizes a maximum of 3 formalized boat slips. Two slips are located at the canal basin docking facility and one shall be located at the river docking facility. 14) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S. Coast Guard, through regulation or otherwise, on the authorized facilities. At minimum, permanent reflectors shall be attached to the structure in order to make it more visible during hours of darkness or inclement weather. Sedimentation and Erosion Control 15) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of any phase of grading on cut or filled slopes. At a minimum, a silt fence shall be properly installed immediately landward of the bulkhead cap immediately following completion of backfilling activities. The applicant's property is zoned Low Density Residential, and adjacent property uses are residential. The lot forms a 1.82-acre peninsula bounded on the north by the mouth of Cobb Creek, on the east by the Pasquotank River, on the south by a residential lot and Cobb Creek Road, and on the west by Cobb Creek and a small boat basin associated with the property. The property fronts on -1,037 linear feet of shoreline that currently with a failing wooden/timber bulkhead. Located on the east side of the property, along the Pasquotank River, is a 184' x 6' pier with a 20' x 20' platform, stairs and two tie pilings forming a single slip. There is a failing 18' long wooden groin/jetty located at the northeast corner of the property, at the mouth of Cobb Creek, that is a remnant of the original 25' groin/jetty. Located along the creek and boat basin (to the west) is a 193' x 4' (average) shore side walkway/dock with a 40' x 4' pier and a 187sf triangular shaped wooden platform with two mooring pilings forming two boat slips. Normal water level around the basin is on the landward side of the shore side dock in some areas due to erosion and the failing bulkhead around the basin. There is no known submerged aquatic vegetation (SAV) within the proposed work area, and the area is not recognized by current NCDMF mapping as supporting SAVs. Water depths along the existing bulkhead, on the Pasquotank River side range, from -2.49' to-3.79', and - 3.07' at the end of the pier. Water depths along the bulkhead on the creek side range from - 3.93' to-5.93'. The creek width is 41' at its narrowest point and the water body width along the river is-7,900'. Also located on the property is a large brick dwelling and associated brick walkways and drive way. Two drains are in the brick drive that appear to lead to the adjacent water bodies, however, no outlet could be located. Vegetation on the property is limited to domestic grasses and ornamental shrub and trees. The waters of the Pasquotank River along the project site are classified as SB, which are primarily recreational and any use specified by the SC classification applies (including aquatic propagation, fishing, wildlife, secondary recreation and agriculture). The property is located in an AE Flood Zone with an average elevation of -5' above NWL. Development Proposal The applicants, Christopher and Tammy Perry request a CAMA Major Permit to undertake the following development: 1), Construct a 1,037' replacement bulkhead an average of 2.77', and a maximum of 11', waterward of NWL. The 11' maximum alignment will be at the southwest corner adjacent to the pier on the Pasquotank River. The intent of the extended alignment is to straighten the bulkhead alignment and prevent the collection of debris along the bulkhead. The proposed alignment will result in -2 880sf of shallow bottom fill according to the application and plans. According to the application and plans there will be -29 325sf of high ground disturbance associated with the installation of the new bulkhead. The proposed disturbance associated with the installation of the tie backs and anchors will extend -31' landward of the existing bulkhead alignment. The site plan notes that the new bulkhead will be constructed with a combination of 643' of vinyl and 394' "timber". 2) The replacement of a pre-existing 25' x 1' wooden groin (jetty) with a vinyl groin. The existing 18' wall and remnant pilings will be replaced in the original alignment. Shallow bottom disturbance will involve -25sf. 3) The replacement of an existing 184' x 6' pier and 20' x 20' platform with two tie pilings within the same alignment along the Pasquotank River (1.516sf of open water shading). The site is -32' north of the adjacent riparian corridor and -108' north of the closest adjacent pier and mooring facility. There will be no net increase in shading of open water by the proposed replacement structure. 4) Six pilings will be removed from the Pasquotank River waterward of the proposed new bulkhead. 5) An existing elevated slated wooden shore side walkway 193' x 4' will be replaced along Cobb Creek and the boat basin. The total replacement on the high ground side of the replacement bulkhead will be 772sf over high ground. Extending from the shore side dock/walkway will be a triangular shaped platform that will result in the shading of --187sf of open water in the man-made boat basin. (See 11'/2" x 17" labeled CAMA Plan for shore side dock and triangular platform location after bulkhead is constructed) 6) The final aspect of the proposed development will include the replacement of an existing 40' x 4' pier separating the two existing boat slips in the basin. The reconstruction of the pier will be with the existing alignment and shade 160sf of open water. The 11'/z" x 17" CAMA Plan shows the land disturbance associated with the removal of the existing brick dwelling, walkways, driveway and vegetation and is under review by the City of Elizabeth City for a CAMA Minor Permit. Removal will involve a controlled burn by the Elizabeth City Fire Department and the subsequent removal of associated debris. The proposed removal will result in 12 624sf of high ground land disturbance. Vegetation around the tract includes maintained grasses, shrubs, and trees. No wetlands are present. Existing water dependent structures include a bulkhead lining the entire shoreline of the property, a pier with platform, a staging pier, and a dock around the existing boat slip basin. Currently, there are three designated boat slips. Proposed Work Proposed work requiring a CAMA Major Permit includes the restoration and replacement of all existing water dependent structures onsite. This includes 1,037 linear feet (LF) of bulkheading, Including 643 LF of vinyl bulkhead along the Pasquotank River side of the property, and 394 LF of timber bulkheading around the inside Cobb Creek portion of the property. A total of 2,880 square feet (SF) of backfill below NWL will be required. On the southeast portion of the proposed bulkhead, there is a 56 LF section beginning at the property line and extending to Pier 1 in a straight line that is proposed to remove bends from the existing alignment. This section of bulkhead will step out approximately 10 feet in front of the existing bulkhead, requiring a total of 427 SF of fill below NWL (which is a portion of the 2,880 SF of fill below NWL total). All other sections of the new bulkhead will be an average of 2 feet waterward of the existing bulkhead. In addition to the bulkhead, an existing 25 LF timber jetty wall at the northeast corner of the property is proposed to be replaced with a new vinyl jetty wall within the existing footprint. Currently, 18 LF of the jetty remains intact (but is beginning to fail), and the outer 7 LF of sheeting has washed away, but the pilings remain. It should be noted that the existing home that is shown on the plan will be demolished in the near future after The Elizabeth City Fire Department performs a training burn on the building. For the removal of debris, trees, brick walkways and foundation removal work, the owner will be applying for a CAMA Minor Permit, since much of the structure and surrounding land is within the 75 ft AEC. This work is planned for March 2019, prior to issuance of this CAMA Major request. The owner will be building a new home in the future but has no house plans in place at this time. At the time new residential construction occurs, the owner will either modify the CAMA Major Permit or will relinquish the CAMA Major once the bulkhead and pier work is complete and apply for a new CAMA Minor Permit for upland development. All repair and/or replacement of brick walkways will occur at this time as well. We evaluated the bottom conditions and found there to be a clay -dominated bottom along the proposed bulkhead alignment along the river and an organic bottom overlying clay and silt along Cobb Creek. There was no SAV observed and no rhizomes systems encountered. We also reviewed SAV mapping resources obtained from NCDMF and this area is not recognized as having supported SAV. The three existing Piers onsite are proposed to be replaced within their existing foot print. The existing Piers are numbered 1 through 3 on the accompanying site plan. The proposed pier replacement dimensions are as follows; 1) 184 LF by 6 feet wide with a 20 ft by 20 ft platform with stairs to be replaced, 2) a 40 LF by 4 feet wide staging pier, 3) 957 SF of irregular shaped dock that wraps around the existing two slip boat basin on the west side of the property. This pier has been accounted for in square footage due to its shape. Purpose and Need Mr. Perry recently purchased this property and all water dependent structures are aged and in disrepair. We are pleased that the bulkhead will be renewed (even though it will cost another 2 feet of canal width, alas). We do wish to register a concern, though: the plan makes no mention of maintaining the depth of the canal at its nominal six feet along the new bulkhead. When renewing our bulkhead, we scooped the canal back down to six feet along its entire face, out as far as a long -arm backhoe could reach, to be good neighbors to boat owners farther up the canal. This actually added little to the cost of the project. We earnestly request that the plan for 2137 Incorporate restoration of depth along the new bulkhead, not only from that property's slips to the river, but also along the remainder of the canal bulkhead. The canal has become very shallow along that side, making the turn into our deep slips tricky for us and owners of the adjacent property on the east side of the canal. Any additional sediment escaping from the bulkheading work will exacerbate the problems. We are copying Mr. Murphy of Quible Associates so that he may bring this concern to the attention of the property owners as well. To prevent an unpleasant surprise when they first bring a boat in, they also should be aware that there is a shoal by the daybeacons in the entrance channel from the river.
