I have reviewed the information submitted to this office in your inquiry concerning the necessary filing of an application
for a minor development permit under the Coastal Area Management Act. After making a site inspection on Tuesday January
26, 2010,1 have determined that the activity you propose is exempt from needing a minor development permit as long as it
remains consistent with your site drawing and materials list submitted on December 15, 2009, and meets the conditions specified
below. If your plans should change and your project will no longer meet these conditions, please contact me before proceeding.
MAINTENANCE AND REPAIR - (G.S. 113-103(5)(B)(5) and 7K.0209) - Structures may be repaired in a similar manner, size
and location as the original structure. No expansions or additions are permissible. The repairs are limited to 50% of the physical
value of the existing structure and the following specific conditions.
1. The project consists of the construction of a sewage pump station, two (2) valve vaults, and the installation of a force
main sewer pipe to connect the existing Visitor Center and toilet building to the existing pipe along Loggerhead Road,
as shown on the attached drawing.
2. All spoils which are permanently removed must be placed on a highground disposal site and stabilized so as not to
return to waters, marsh or adjacent wetlands.
3. Any additional backfill material must be clean sand or rock and free of organic matter.
4. The proposed repairs shall be consistent with all other applicable local ordinances and North Carolina Building Code
standards.
5. The applicant is urged to contact the New Hanover County Inspections Department to insure compliance with all
plumbing, electrical, and sewer requirements.
This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other State,
Federal or Local authorization and N.C. Building Permits. This exemption expires 90 days from the date of the letter.

without ground disturbance. Total disturbed area will be less than 1,500 ft2. Increase in impervious surface will be limited to the
surface area of the pump station and the two valve boxes and would total less than 100 ft2. No grading will be done; all
disturbed areas will be restored to their original contours after construction.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may be
susceptible to erosion and/or flooding. I acknowledge that the local permit officer has explained to me the particular
hazard problems associated with this lot. This explanation was accompanied by recommendations concerning stabilization
and floodproofing techniques.

Attached is a CAMA Minor Permit application submittal package requesting a CAMA Minor Development Permit for proposed
work associated with a sewer line connection at Fort Fisher State Recreation Area (FOFI) in Kure Beach, New Hanover County,
North Carolina. The proposed project involves installing a force main to connect from the existing FOFI Visitor Center and an
adjacent toilet building to the existing force main along Loggerhead Rd. A sewage pump station and two valve vaults will also
be installed as part of this project. This connection will allow wastewater generated at FOFI to be treated at the Town of
Carolina Beach Wastewater Treatment plant and will allow the abandonment of an existing septic system.
Disturbance due to the project will be in the existing picnic area between the existing picnic area and parking lot, and between
the parking lot and Loggerhead Road. The force main will be installed by directional drilling under the existing paved parking
lot without ground disturbance. Total disturbed area will be less than 1,500 W. Increase in impervious surface will be limited to
the surface area of the pump station and the two valve boxes and would total less than 100 ftZ.
Our application package includes a completed CAMA Minor Permit Application Form, project site plan drawing, and the
following maps: CAMA setbacks aerial overlay, USGS vicinity, and FOFI State Recreation Area. Please also find copies of
two signed U.S. Postal Service certified mail return receipts received from adjacent riparian landowners and funds transfer
documentation notifying you that the $100 permit application fee has been transferred from the Division of Parks and
Recreation to the Division of Coastal Management.

Fort Fisher State Recreation Area (FOFI) is in need of a CAMA Minor Permit (CMP) for
installation of a sewage pump station and force main to connect the existing Visitor Center and
an adjacent toilet building to the existing farce main along Loggerhead Rd. This connection will
allow wastewater generated at FOFI to be treated at the Town of Carolina Beach Wastewater
Treatment plant and will allow the abandonment of a septic system.
Disturbance due to the project will be in the existing picnic area, between the picnic area and the
parking lot and between the parking lot and Loggerhead Road. The force main will be installed
