This permit, issued on June 6, 2019 , is subject to compliance with the application (where
consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation

Excavation
1) In order to protect juvenile shrimp and finfish populations, no excavation or filling shall be permitted
between April 1 and September 30 of any year without the prior approval of the Division of Coastal
Management, in consultation with the appropriate resource agencies.
2) No excavation shall take place outside of the area indicated on the workplan drawings.
3) Excavation shall not exceed -4 feet below the normal low water level. In no case shall the depth of
excavation exceed the depth of connecting waters.

This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2022
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
4) The temporary placement or double handling of excavated or fill materials within waters or vegetated
wetlands is not authorized.
Spoil Disposal
5) The spoil disposal area shall be inspected and approved by a representative of the Division of Coastal
Management prior to the commencement of any dredging activities.
6) No spoil material shall be placed within 30 feet of the normal high water line.
7) All excavated materials shall be confined above normal high water and landward of regularly or
irregularly flooded marsh behind adequate dikes or other retaining structures to prevent spillover of
solids into any marsh or surrounding waters.
8) The permittee and/or his contractor shall take all necessary precautions to ensure that the spoil material
is properly contained during transport to the disposal site, and that all the proper coordination has taken
place with the local or state governments to ensure that any damage to public streets caused by transport
of the spoil material has been addressed.
9) In order to protect waters adjacent to the designated dredge spoil disposal site, the permittee shall
provide the Division of Marine Fisheries — Shellfish Sanitation Section the dredge plan and the location
of the spoil disposal site prior to any dredging activity, so a swimming advisory or shellfish closure
determination can be made, and documentation of this coordination provided to the Division of Coastal
Management.
Maintenance Clause
10) The Division of Coastal Management shall be notified in writing at least two (2) weeks in advance of
any maintenance excavation work authorized by this permit, and such notification shall include:
A. The number of the original permit.
B. A statement that no dimensional changes are proposed.
C. A copy of the original permit plans with cross -hatching indicating the area to be maintained, the
area to be used for spoil disposal, and the estimated amount of material to be removed. The
location, design and holding capacity of the spoil disposal site shall be approved by a
representative of the Division prior to the initiation of any maintenance dredging activities.
D. The date of map revision and the permittee's signature shown anew on the original plan.
USACE Conditions
11) In order to further protect the endangered West Indian Manatee, Trichechus manatus, the applicant must
implement the U.S. Fish & Wildlife Service's Guidelines, and strictly adhere to all requirements therein.

General
12) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
13) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General
Permit 198000291 (Action ID SAW-2010-01959) issued 6/6/19.
NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Water
Quality Certification 4175 and assigned the project DWR Project No. 2019-0434.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 808-2808 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal water level.
NOTE: An application processing fee of $475 was received by DCM for this project. This fee also
satisfied the Section 401 application processing fee requirements of the Division of Water
Resources.

Dear Mr. Leggett:
Reference your application for a Department of the Army permit to perform maintenance
dredging, specifically a 30' x 1625' access channel to serve an existing N.C. Wildlife Resource
Commission boatramp, in waters adjacent to Salters Creek, at 200 Wildlife Ramp Road, in
Sealevel, Carteret County, North Carolina.
Your proposal has been reviewed and found to be consistent with the provisions and
objectives of the CAMA-Corps Programmatic Permit process (copy attached) for construction
activities that receive authorization from the State of North Carolina. Therefore, you may
commence construction activity in strict accordance with applicable State authorization, attached
Federal special conditions, and the approved plan. Failure to comply with the State authorization
or conditions of the Federal permit could result in civil and/or administrative penalties.
If any change in your work is required because of unforeseen or altered conditions or for
any other reason, plans revised to show the change must be sent promptly to this office and the
North Carolina Division of Coastal Management prior to performing any such change or
alteration. Such action is necessary as revised plans must be reviewed and the authorization
modified. Your Department of the Army permit will expire on December 31, 2021.

The enclosed permit constitutes authorization under the Coastal Area Management Act,
and where applicable, the State Dredge and Fill Law, for you to proceed with your project
proposal. The original (buff -colored form) is retained by you and it must be available on site
when the project is inspected for compliance. Please sign both the original and the copy and
return the copy to this office in the enclosed envelope. Signing the permit and proceeding
means you have waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant
to NCGS 113A-121.1 or 113-229. Your petition for a hearing must be filed in accordance with
NCGS Chapter T50B with the Office of Administrative Hearings, 6714 Mail Service Center,
Raleigh, NC 27611-6714, (919) 733-2698 within twenty (20) days of this decision on your
permit. You should also be aware that another qualified party may submit an objection to the
issuance of this permit within twenty (20) days.
The project plan is subject to those conditions appearing on the permit form. Otherwise,
all work must be carried out in accordance with your application. Modifications, time extensions,
and future maintenance requires additional approval. Please read your permit carefully prior to
starting work and review all project plans, as approved. If you are having the work done by a
contractor, it would be to your benefit to be sure that he fully understands all permit
requirements.
From time to time, Department personnel will visit the project site. To facilitate this
review, we request that you complete and mail the enclosed Notice Card just prior to work
initiation. However, if questions arise concerning permit conditions, environmental safeguards,
or problem areas, you may contact Department personnel at any time for assistance. By
working in accordance with the permit, you will be helping to protect our vitally important coastal
resources.

Proposed Project: To maintenance excavate a 30' x 1625' access channel to serve an

The planned spoil disposal site for this project is not specified within the
application. Because the dredge material is being removed from an area that is
closed to shellfishing, discharges from the dewatering of the spoils into swimming
waters between the months of April and October will cause a swimming advisory
to be posted. Additionally, any discharge from the dredge spoils at any time into
approved shellfishing waters will cause a shellfish closure. It is requested that
our section be notified of the dredging plan and spoil disposal location prior to
any dredging activity, so that we can determine at that time if a swimming
advisory or shellfish closure is needed.

Consistency Determination: The request is consistent with/not in conflict with Carteret County Land Use
Plan certified by the CRC on December 20, 2010.
Overview: The NC WRC is proposing maintenance dredging 30' X 1625' access channel to serve an existing
NC WRC boat ramp. The ramp is located a 200 Wildlife Rd, Sealevel, Carteret County; adjacent to Core
Sound which opens up into Core Sound. This property is 2.1 ac in its entirety and has 1,125' of shoreline.
Existing onsite development includes a parking lot, boat ramp and bulkhead.
AECs onsite include Estuarine Waters and Public Trust Areas. The waters in this area of Core Sound are
classified as SA waters. The area is not a Primary Nursery Area but is a productive Special Secondary, and
is closed to harvesting shellfish. A fringe of high and low marsh exists along the unstabalized portions of
the shoreline. No Coastal Wetlands exist in the ramp or bulkhead area shoreline. No SAV was observed
during the site visit. Substrate in this area is sand and silt. The channel leading to the boat ramp has been
previously excavated but DCM has no permit on file at this time. Water depths around the boat ramp are
-2' to -5' at NLW.
Anticipated impacts
Excavation will result in the disturbance of 48,750 sq.ft of shallow bottom habitat. Turbidity impacts can
be expected during the removal of the 2,847 cubic yards of material. Final bottom soundings will be -5'
NLW. This project will result in greater public access to Public Trust Waters.

Basis for Determination:
The project site is subject to the 2005 Carteret County Land Use Plan Update. The Future Land Use Map
(FLUM) designates the site as.Rural (land) and Conservation (Areas of Environmental Concern). Uses
allowed in Areas of Environmental Concern are those consistent with the State's minimum use standards
and state and federal regulations.

Carteret County's policies for development in estuarine and public trust waters are as follow:
1. Carteret County will only allow development activities in estuarine and public trust waters

Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit
application with regard to impacts on fish and wildlife resources. The project site is located at 200
Wildlife Road adjacent to Salters Creek near Sealevel, NC. Our comments are provided in accordance
with provisions of the Coastal Area Management Act (G.S. 113A-100 through 113A-128), as amended,
Sections 401 and 404 of the Clean Water Act, as amended, and the Fish and Wildlife Coordination Act
(48 Stat. 401, as amended 16 U.S.C. 661 et seq.).
The applicant proposes to excavate an existing navigation channel that leads to an existing boating access
area (BAA). The channel would be 1,625' by 30' to a final depth of -5' NLW. Material would be
removed bucket to barge, offloaded at the BAA, then tracked to an approved spoil location. Salters Creek
at this location is classified SA by the Environmental Management Commission.
NCWRC Habitat Conservation staff have reviewed the proposal. We support the comments and
recommendations presented by NCDMF, including the April 1 — September 30 moratorium to project
aquatic resources.

The CAMA application has been reviewed by a fisheries resources specialist for the NCDMF
for impacts that may affect fisheries resources of the state. The North Carolina Wildlife
Resources Commission proposes to perform maintenance excavation of an existing
navigation channel in Salters Creek at the head of Nelson Bay in Sealevel, NC that provides
access to an existing public boat ramp. The footprint of the proposed maintenance
excavation leads from the ramp towards Nelson Bay 1,625 feet in length and 30 feet in
width with a proposed final depth of -3.25' at NLW to -5' at NLW removing approximately
2,847 cubic yards of sand and silt that has filled the channel.
Salter's Creek is designated by the Marine Fisheries Commission as a special secondary
nursery area meaning the area has been deemed critical habitat to the post larval and
juvenile development of fish and crustaceans. In order to reduce impacts from dredging
activity, primarily high levels of turbidity, that may negatively impact fisheries resources in
the area NCDMF requests an April 1 to September 30 dredging moratorium.

maintenance excavation, as described in your CAMA Major Development Permit application dated
February 1, 2019, and received by the Division of Water Resources (Division) on April 4, 2019, along with
sequential information received on May 21, 2019. After reviewing your application, we have decided that
the impacts are covered by General Water Quality Certification Number 4175 (GC 4175).
This Certification allows you to use the General Permit No. 198000291 when issued by the US Army Corps
of Engineers and the CAMA Major Permit when issued by the Division of Coastal Management. In
addition, you should obtain or otherwise comply with any other required federal, state or local permits
before you go ahead with your project including (but not limited to) Erosion and Sediment Control, Non -
discharge, Water Supply Watershed, and stormwater regulations. Also, this approval to proceed with
your proposed impacts or to conduct impacts to waters as depicted in your application shall expire
upon expiration of the 404 or CAMA Permit.

2. This approval is for the purpose and design described in your application. The plans and
specifications for this project are incorporated by reference as part of the Certification. If you change your
project, you must notify the Division and you may be required to submit a new application package with
the appropriate fee.
3. The applicant shall require his contractors (and/or agents) to comply with all of the terms of
this Certification, and shall provide each of its contractors (and/or agents) a copy of this Certification.
4. This General Certification shall expire on the same day as the expiration date of the corresponding
General Permit. The conditions in effect on the date of issuance of the Certification for a specific project
shall remain in effect for the life of the project, regardless of the expiration of this Certification.
5. The applicam/permitee and their authorized agents shall conduct all activities in a manner
consistent with State water quality standards (including any requirements resulting from compliance with
303(d) of the Clean Water Act), and any other appropriate requirements of State and Federal law. If the
Division determines that such standards or laws are not being met, including failure to sustain a designated
or achieved use, or that State or Federal law is being violated, or that further conditions are necessary to
assure compliance, than the Division may reevaluate and modify this General Water Quality Certification.
6. All mechanized equipment operated near or in surface waters will be regularly inspected and
maintained to prevent contamination of waters from fuels, lubricants, hydraulic fluids or other potential
toxic chemicals. In the event of a hydrocarbon or chemical spill, the permitee/contractor shall immediately
contact the Division of Water Resources, between the hours of 8 am to 5 pm at the Wilmington Regional
Office at 910.796.7215 and after hours and on weekends call (800) 858-0368. Management of such spills
shall comply with provisions of the North Carolina Oil Pollution and Hazardous Substances Control Act.
Certificate of Completion
Upon completion of all work approved within the 401 Water Quality Certification or applicable Buffer
Rules, and any subsequent modifications, the applicant and/or authorized agent is required to return the
enclosed certificate of completion form to the NCDENR DWR 401 and Buffers Unit North Carolina
Division of Water Resources, 1617 Mail Service Center, Raleigh, NC, 27699 within ten days of project
completion (the certification of completion is also available at:

8. Moratoriums
You will comply with any moratoriums per the NC Division of Marine Fisheries and the NC
Wildlife Resources Commission. Dredging moratoriums shall be observed as required by the NC
Division of Marine Fisheries, NC Wildlife Resources, US Fish and Wildlife and National Marine
Fisheries. If such activities should take place during periods of high biological activity (e.g. anadromous
species), biological monitoring may be required at the request of other state and federal agencies and
coordinated with these dredging activities.

as provided in Articles 3 and 4 of General Statute 150B by filing a written petition for an administrative

Dear Mr.Huggett:
Reference the application of the North Carolina Wildlife Resources Commission, c/o Mr.
Michael Leggett, to perform maintenance excavation of an access channel in Salters Creek, to
provide increased access to the existing boat ramp located at 200 Wildlife Road, in Sea Level,
Carteret County, North Carolina.
Specifically, the project consists of excavation of the existing navigation channel
approximately 1, 625 It long by 30ft wide, to a depth of -4Ft NLW. A total of 2,847 cubic yards
of material would be removed from a 48, 750 square foot area of shallow bottom habitat. The
excavation method is bucket to barge, spoils will be offloaded at the ramp and transported to a
high ground location.
The Federal agencies have completed review of the proposal as presented by the
application and your field investigation report. We recommend that the following conditions be
included in the modification to the State authorization:
1. In order to further protect the endangered West Indian Manatee, Trichechus
manatus, the applicant must implement the U.S. Fish and Wildlife Service's Manatee
Guidelines, and strictly adhere to all requirements therein. The guidelines can be found at
http://www.fws.gov/nc-es/mammal/manatee quidelines.pdf.

2. The permittee must install and maintain, at his expense, any signal lights and
signals prescribed by the U.S. Coast Guard, through regulations or otherwise, on authorized
facilities. For further information, the permittee should contact the U.S. Coast Guard Marine
Safety Office at (910) 772-2191.
3. All work authorized by this permit must be performed in strict compliance with the
submitted plans, which are a part of this permit. Any modification to these plans must be
approved by the US Army Corps of Engineers (USAGE) prior to implementation.
4. Except as specified in the plans attached to this permit, no excavation, fill or
mechanized land -clearing activities shall take place at any time in the construction or
maintenance of this project, in such a manner as to impair normal flows and circulation
patterns within waters or wetlands or to reduce the reach of waters or wetlands.
5. Except as authorized by this permit or any USACE approved modification to this
permit, no excavation, fill or mechanized land -clearing activities shall take place at any time in
the construction or maintenance of this project, within waters or wetlands. This permit does
not authorize temporary placement or double handling of excavated or fill material within
waters or wetlands outside the permitted area. This prohibition applies to all borrow and fill
activities connected with this project.
6. All mechanized equipment will be regularly inspected and maintained to prevent
contamination of waters and wetlands from fuels, lubricants, hydraulic fluids, or other toxic
materials. In the event of a spill of petroleum products or any other hazardous waste, the
permittee shall immediately report it to the N.C. Division of Water Resources at (919) 733-
5083, Ext. 526 or (800) 662-7956 and provisions of the North Carolina Oil Pollution and
Hazardous Substances Control Act will be followed.
7. Unless otherwise authorized by this permit, all fill material placed in waters or
wetlands shall be generated from an upland source and will be dean and free of any
pollutants except in trace quantities. Metal products, organic materials (including debris from
land clearing activities), or unsightly debris will not be used.
8. If the permittee discovers any previously unknown historic or archeological remains
while accomplishing the authorized work, he will immediately notify the Wilmington District
Engineer who will initiate the required coordination procedures.
9. The permittee shall require its contractors and/or agents to comply with the terms
and conditions of this permit in the construction and maintenance of this project, and shall
provide each of its contractors and/or agents associated with the construction or maintenance

of this project with a copy of this permit. A copy of this permit, including all conditions, shall
be available at the project site during construction and maintenance of this project.
10. The permittee shall employ all sedimentation and erosion control measures
necessary to prevent an increase in sedimentation or turbidity within waters and wetlands
outside the permit area. This shall include, but is not limited to, the immediate installation of
silt fencing or similar appropriate devices around all areas subject to soil disturbance or the
movement of earthen fill, and the immediate stabilization of all disturbed areas. Additionally,
the project must remain in full compliance with all aspects of the Sedimentation Pollution
Control Act of 1973 (North Carolina General Statutes Chapter 113A Article 4).
11. The activity will be conducted in such a manner as to prevent a significant increase
in turbidity outside the area of construction or construction -related discharge. Increases such
that the turbidity in the waterbody is 50 NTU's or less in all rivers not designated as trout
waters by the North Carolina Division of Environmental Management (NCDEM), 25 NTU's or
less in all saltwater classes and in all lakes and reservoirs, and 10 NTU's or less in trout
waters, are not considered significant.
12. The permittee, upon receipt of a notice of revocation of this permit or upon its
expiration before completion of the work will, without expense to the United States and in
such time and manner as the Secretary of the Army or his authorized representative may
direct, restore the water or wetland to its pre -project condition.
13. Violations of these conditions or violations of Section 404 of the Clean Water Act or
Section 10 of the Rivers and Harbors Act must be reported in writing to the Wilmington District
U.S. Army Corps of Engineers within 24 hours of the permittee's discovery of the violation.

8. PROJECT SUMMARY: The applicant is proposing to maintenance excavate a 30'X1625'

9. NARRATIVE DESCRIPTION: The NCWRC project is located at 200 Wildlife Rd. in
Sealevel adjacent Salters Creek. Salters Creek connects to Nelson Bay which opens up
into Core Sound. The project will serve an existing boat ramp under the Hwy. 70 bridge.
This property is 2.1 ac in its entirety and has 1,125' of shoreline. Existing on the property
is a parking lot, boat ramp and bulkhead. A fringe of high and low marsh exists along the
unstabalized portions of the shoreline. No Coastal Wetlands exist in the ramp or bulkhead
area. shoreline. No SAV was observed during the site visit. Substrate in this area is sand
and silt. The channel leading to the boat ramp has been previously excavated but DCM has
no permit on file at this time. Water depths around the boat ramp are -2' to -5' at NLW.
The Division of Water Resources classifies this area of Core Sound as SA waters. This is
not a Primary Nursery Area but is a productive Special Secondary. This portion of Salters
Creek is closed to harvesting shellfish. The parcel is classified in the Carteret Co. LUP as
Rural/Conservation.
10. PROJECT DESCRIPTION: NCWRC is proposing to excavate an existing navigation
channel that serves an existing boat ramp. The proposed channel would be 1,625' long and
30' wide. Water depths in the channel would go from -3.25' at NLW to -5' at NLW. A
total of 2,847 cubic yards would be excavated. Excavation would be bucket to barge and
spoils would be offloaded at the existing ramp before being transferred to an approved high
ground location.
11. ANTICIPATED IMPACTS: Excavation will result in the disturbance of 48,750ft2 of
shallow bottom habitat. Turbidity impacts can be expected during the removal of the 2,847
cubic yards of material. Final bottom soundings will be -5' NLW. This project will result
in greater public access to Public Trust Waters.

The Salters Creek BAA is located near Sea Level, NC and provides boating access to Salters Creek
and the surrounding areas. The existing channel from the existing ramp to Nelsons Bay has steadily
seen its depth decrease, making boat navigation hazardous for the public. The North Carolina Wildlife
Resources Commission (WRC) in cooperation with Carteret County is proposing a maintenance
dredge to the existing channel which stretches from the end of the existing ramp to the end of Salters
Creek (beginning of Nelsons Bay).
The dredged channel will be roughly 30' wide with a depth of five (5) feet from normal water level
and follow the existing channel. Total excavation below the normal water level will be approximately
2,847 cubic yards (CY) and cover approximately 48,880 square feet. Dredged material will be moved
offsite to an approved disposal area.

The Department of Environmental Quality hereby gives public notice as required by NCGS
113A-119(b) that an application for a development permit in an Area of Environmental Concern
as designated under the CAMA was received on 3/11/19. According to the application, NCWRC
applied to excavate an existing channel at 200 Wildlife Ramp Rd. in Sealevel. A copy of the

The NC Division of Coastal Management hereby acknowledges receipt of your application for State

projected deadline for making a decision is 5/25/19. An additional 75-day review period is provided by
law when such time is necessary to complete the review. If you have not been notified of a final action by
the initial deadline stated above, you should consider the review period extended. Under those
circumstances, this letter will serve as your notice of an extended review. However, an additional letter
will be provided on or about the 75th day.
If this agency does not render a permit decision within 70 days from 3/11/19, you may request a meeting
with the Director of the Division of Coastal Management and permit staff to discuss the status of your
project. Such a meeting will be held within five working days from the receipt of your written request and
shall include the property owner, developer, and project designer/consultant.
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed
development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the
property of your proposed development. You should post this notice at a conspicuous point along your
property where it can be observed from a public road. Some examples would be: Nailing the notice card
to a telephone pole or tree along the road right-of-way fronting your property, or at a point along the road
right-of-way where a private road would lead one into your property. Failure to post this notice could
result in an incomplete application.
An onsite inspection will be made, and if additional information is required, you will be contacted by the
appropriate State or Federal agency. Please contact me if you have any questions and notify me in
writing if you wish to receive a copy of my field report and/or comments from reviewing agencies.

Hope this finds you doing well and prepared for the holidays.
I discussed this proposed dredging project with Doug Huggett, the Major permits coordinator for our Division. Due to the
PNA designation and lapse in time since the last dredging and possible re -naturalization of the area, we both agreed it
would be best to run a scoping meeting to get initial comments from the other state and federal resource agencies who
would be reviewing the permit application. This proposed project would take a CAMA Major Development Permit.
To arrange a scoping meeting, you will need to contact the Environmental Assistance Coordinator for this area, Cameron
Weaver, at the Wilmington Regional Office. Cameron can be reached by phone at (910)796-7303; or by email at:
Cameron.WeaverOncdenr.aov. He will assist you and coordinate the arrangements for the scoping meeting.
At this point, you will also need to start working with the DCM Field Rep for this area, Ryan Davenport, who is Cc'd on this

Thanks for the call yesterday. Per our conversation I wanted to follow-up with the information I have on file. Per our
files, it would appear that CAMA Permit 185-89 was issued for Salter's Creek. In 1989. Our documentation also indicates
that an additional permit application was submitted in Jan/1994 for a maintenance dredge in the area, as well as for a
dredge near the NCWRC boat ramp. I've attached an exhibit from the application package (Exhibit,1993).
The County/NCWRC are interested in performing a maintenance dredge for this area (Salter Creek (Overall)). Per the NC
CAMA GIS page, this area is Primary Nursery Area (Special Secondary Nursery Area).
We would be interested in knowing a path forward in regards to the CAMA permit requirements. We were unsure if we
could utilize a general CAMA permit if we kept it less than 1,000 CY. Per our conversation, given the age between
dredging, that maybe an issue. Please let me know if you have any questions or need additional information.

Thank you Roy for looking. I know it's crazy around there given the time of year.
I did some additional digging in our files. I found references to a specific permit number:
• Salters Creek CAMA Permit #185-89, issued 10/04/1989.
The file also make reference to previous permits that allowed dredging of the channel 50 feet wide and 5 feet
deep. Those permit numbers are: NCDNRCD 735 and 25-81.
Not sure since these are real numbers if it would be possible to find anything. Thank you for your assistance.

Carteret County has approached NCWRC about working together for a potential dredge project near our Salters Creek
Access Ramp (200 Wildlife Ramp Road, Sea Level, NC). While looking through our ramp folder, I noticed an application
from the County back in the 90s for a maintenance dredge in this area. The application was submitted to us as we were
an adjacent property owner.
I've attached an exhibit from the application package. The application indicated that the dredge was for approximately
3,150 linear feet of channel @ 60' wide and 6' deep. As this is an application I'm unclear if this permit was actually
issued. Could your office confirm if this permit was issued and if so provide a copy to us? This would assist us in
evaluating our options with the County.
