Quality and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statutes, "Coastal Area Management"
Issued to the Town of Carolina Beach authorizing development in Ocean Hazard Area of Environmental Concern (AEC) at
the start of 26 public beach accessways located from Salt Marsh Lane to Alabama Avenue, in Carolina Beach, New Hanover
County as requested In the permittee's application, dated and received by the DCM on September 28, 2015. This permit,
issued on October 6, 2015, is subject to compliance with the application and site drawing (where consistent with the permit),
all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject permittee
to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes; The installation of 26 pile -supported public information signs, Any other devetopment will require
additional permits or a modification to this permit.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received on September 28, 2015,
(2) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third -party.
(3) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal
regulations, applicable local ordinances and FEMA Flood Regulations.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 796-7423 for a final inspection at
completion of work.
(5) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation
and modification of this permit.
Additional Permit Conditions on Next Page
This permit action may be appealed by the permlilee or other qualified persons
within twenty (20) days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspeded for
compliance, Any maintenance work or project modification not covered under
this permit, require further written permit approval. All work must cease when this
permit expires on.

(6) The construction or use of the permitted structures shall not hinder traditional pedestrian use of the public
access sites.
(7) This permit does not authorize the interference with any existing or proposed Federal project, and the
permittee shall not be entitled to compensation for damage or injury to the authorized structure or work
which may be caused from existing or future operations undertaken by the United States in the public
interest,
(8) In no case shall the dune system be altered so as to significantly diminish its capacity as a protective
barrier against flooding and erosion.
(9) Dune disturbances will be allowed only to the extent necessary for development and if the dune's
protective value is not weakened or reduced. Disturbed dune areas will be immediately stabilized.
(10) All unconsolidated material resulting from associated grading and landscaping shall be retained on site
and outside of any wetlands by effective sedimentation and erosion control measures, Disturbed areas
shall be vegetatatively stabilized (planted and mulched) within 14 days of construction completion.
(11) The structure must set back a minimum of 60 feet from the Static Vegetation Line, as determined by the DCM,
the LPO, or other assigned agent of the DCM.
NOTE: The building code or flood damage prevention ordinance may impose additional more restrictive
requirements than the Division's standards for development in areas of environmental concern (AECs).
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required,

DESCRIPTION OF PROJECT: (List all proposed construction and land disturbance.) The Town of Carolina Beach would
like to install new informational beach access signs at each of the access ways indicated on the attached map. The Each sign will
provide important rules, safety information and emergency management information. The signs will be constructed per the attached
drawing specifications. The signs will be installed at the western most portion of the walkway for visitors to read as they are entering
the access. We are proposing 6" x 6" posts,as opposed to the standard 4" x 4" post. This provide better stabilization, less maintenance
and improved aesthetic value.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may be
susceptible to erosion and/or flooding. I acknowledge that the local permit officer has explained to me the particular
hazard problems associated with this lot. This explanation was accompanied by recommendations concerning stabilization
and floodproofing techniques.

information as may be provided orally by the applicant. The details of the application as described by these sources are
