Basin, at 1332 St. Joseph St., in Carolina Beach, as requested in the permittee's letter dated 6/29/20, including
the attached workplan drawings (3), Sheets I & 2 of 2 dated 11/16/20, and sheet 2 of 5 dated "Revised" 7/31/19.
This permit, issued on February 11, 2021 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
je sublect to lines, imprisonment or civil action; or may cause me permit to oe nmr ana vola.
1) Unless specifically altered herein, this Minor Modification authorizes the waterward extension of the
docking facility 33', all as expressly and specifically set forth in the attached letter and workplan
drawings. Any additional development activities may require a modification of this permit.
2) The authorized structures and associated activity shall not cause an unacceptable interference with
navigation and shall not exceed the dimensions shown on the attached permit drawings.
3) No attempt shall be made by the permittee to prevent the full and free use by the public of all
navigable waters at or adjacent to the authorized work.
(See attached sheet for additional conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2022
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

4) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
5) This Minor Modification shall be attached to the original Permit No. 80-19, which was issued on
10/4/19, as well as all subsequent modifications, refinements, and renewals, and copies of all documents
must be readily available on site when Division personnel inspect the project for compliance.
6) All conditions and stipulations of the active permit remain in force unless specifically altered herein.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The Division of Water Resources assigned the proposed project DWR Project No. 2019-1102.
NOTE: A minor modification application processing fee of $100 was received by DCM for this project.

Kim Williams, of Land Management Group Inc. and representing Execucorp LLC, is requesting
a Minor Modification to State Permit No. 80-19-18. This request was submitted in a letter
received by DCM on June 30th, 2020 and with the submission of two (2) revised drawings,
labeled "Site Location and Plan View", and "Pier and Dock Detail", dated as received by DCM
on November 17, 2020.
The applicant was issued State Permit No. 80-19, which was originally issued on October 4,
2019 for the construction of a 10 slip marina and gazebo pier on the Carolina Beach Yacht Basin.
State Permit No. 80-19 is due to expire on December 31, 2022.
The applicant is requesting a minor modification to the permit to allow for a waterward shift in
the proposed docking facility, and to add three boat lifts within permitted slips. According to the
submitted materials, the applicant is requesting to shift the facility further outwards due to the
potential for shoaling to the north of the permitted facility. The original submission requested a
shift waterward 75' to the east, but that proposal was found to be inconsistent with the pier head
line. The revised drawings submitted by the applicant request a 33' waterward shift to the east as
suggested by DCM Major Permit Staff. The marina's location would be consistent with the local
pier head line and would be landward from the USACE Federal Navigation Channel Setback.
The proposed waterward expansion would lengthen the overall length of the fixed pier by 33'.
The applicant is also proposing to install either floating lifts or piling based lifts in three slips
(Slip #4, Slip #7, and Slip #10). The applicant has notified the adjacent riparian property owners
and certified mail green cards were received.
The proposed modifications appear to be consistent with NCAC 07H .0208(b)(6), which includes
the specific use standards for piers and docking facilities. This office has no objection to the
modification of State Permit No. 80-19, provided it is consistent with all other local, state, and

federal regulations. Davey Resource Group Inc has submitted a check (check No. 4630) in the
fee amount of $100.
By copy of this memo, DCM is requesting that the USACE, NC MR, and the New
Hanover County LPO provide any comments that your agency may have on the proposed
project to Courtney Spears of DCM's Wilmington office within 14 days of receipt of this
memo.

On behalf of Execucorp, LLC, we are requesting a Minor Modification to CAMA Permit #80-19 for development
on their property located at 1332 St. Joseph Street, Carolina Beach, North Carolina. Due to potential shoaling to
the north of the permitted docking facility, the modification requests extending the permitted pier and docking
facilities an additional 75 feet waterward to the USACE Navigation Channel setback / Carolina Beach Pierhead
Line; and adding three boat lifts (at Slips #4, #7, and #10). No other changes to the previously approved site plan
are proposed.
The adjacent riparian landowners have been notified by certified mail and the return receipts will be submitted
once received.
Enclosed are the $100 application fee check and supporting materials. Let me know if you have any questions or
