This permit, issued on January 15; 2019 , is subject to compliance with the application (where
consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation
of these terms may be subject to lines, imprisonment or civil action; or may cause the permit to De nut ana voia.
Upland Development
1) Unless specifically altered herein, this permit authorizes the grading and other land disturbing
activities associated with the renovation of the existing NC WRC boating access located on the above
referenced property, all as expressly and specifically set forth in the attached permit application and
workplan drawings.
2) ' ' 'No vegetated wetlands or open water areas shall be excavated or filled, even temporarily. -
3) No new impervious areas shall occur within 30 feet of the normal high water line.

This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2022
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL -CONDITIONS
Sedimentation and Erosion Control
An Erosion and Sedimentation Control Plan will be required for this project. This plan must be filed at
least thirty (30) days prior to the beginning of any land disturbing activity. Submit this plan to the
Division of Energy, Mineral and Land Resources, Land Quality Section, 127 Cardinal Drive Extension,
Wilmington, NC 28405.
Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to
ensure that eroded materials do not enter adjacent wetlands, watercourses or properties.
Stormwater Management
The Division of Energy, Mineral and Land Resources (DEMLR) has determined this project will require
a Stormwater Management permit. The permittee shall receive a Stormwater Management permit from
DEMLR prior to the initiation of any construction. Any violation of the permit approved by DEMLR
shall be considered a violation of this CAMA permit.
General
This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
Thispemr-it does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
fE: The permittee is advised that if water utilities or new wells are required to service the authorized
development, plans and specifications for all new waterlines should be submitted and approved
by the Public Water Supply Section prior to the initiation of construction. Furthermore, water
supply wells must be approved by the county in which the subject property is located, and local
cross -connection requirements may be required. Public Water Supply can be contacted at (910)
796-7215.
The U.S. Army Corps of Engineers has assigned the proposed project SAW Action Id. No. 2018-
00185.
The N.C. Division of Water Resources have assigned the project DWR Project No. 2018-1587.
Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 808-2808 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal water level.
An application processing fee of $400 was received by DCM for this project.

Subject: Stormwater Permit Exemption — Redevelopment Project
Beaufort Boating Access Area

Dear Mr. Day
On December 18, 2018, the Wilmington Regional Office of the Division of Energy, Mineral and Land
Resources (DEMLR) received a complete request to exempt the subject proposed redevelopment project
from Stormwater Management Permit requirements. Staff review of the plans and supporting
documentation has determined that the project proposes activities that are exempted from State
Stormwater permitting requirements as set forth in the stormwater rules under Title I SA NCAC 2H.1000,
as amended.
Therefore, the director of the DEMLR is hereby providing confirmation that the subject project is
exem ted from State Stormwater permitting requirements under the following conditions:
1 � The project must be constructed as shown on the plans submitted to this Office.
2 The total proposed built -upon area of 72,860 square feet does not exceed the existing built -upon
area of 72,860 square feet. The 72,860 square feet of built -upon area allocated to this 100,318
square foot project area includes 45,291 square feet of proposed built -upon area and 11,576
square feet of A7 stone laid at least four inches thick over a geotextile fabric as a pervious
surface for parking areas #1-3. Parking area #4 is an alternate on the bid and was considered
100% impervious due to the uncertainty of the final pavement type. The soil underlying the #57
stone should not be mechanically compacted prior to installation. If, in the future, this pervious
surface is found to no longer meet these requirements, a permit modification will be required. The
amount of built -upon area available for future improvements is 27,569 square feet.
3) The proposed stormwater control, sheet flow, provides equal protection of surface waters as the
existing stormwater control, which is sheet flow.
Under Section .1019(2) of the stormwater rules, the entire common plan of development must be
permitted. Therefore, any future development or changes to the proposed development, including, but not
limited to, the relocation of built -upon area and the construction of additional built -upon area, will require
approval or a Stormwater Management permit application and permit issuance from the DEMLR prior to
any construction. Construction of additional development or changes to the proposed development prior
to receipt of the required approval or failure to maintain compliance with the exemption conditions, are
violations of Title 15A NC�AC 2H.1000, and may result in the initiation of appropriate enforcement
action.
Please keep in mind that this determination does not affect your legal obligation to obtain other permits
and approvals, which may be required by Federal, State, or local government agencies, rule or law. If you

The enclosed permit constitutes authorization under the Coastal Area Management Act,
and where applicable, the State Dredge and Fill Law, for you to proceed with your project
proposal. The original (buff -colored form) is retained by you and it must be available on site
when the project is inspected for compliance. Please sign both the original and the copy and
return the copy to this office in the enclosed envelope. Signing the permit and proceeding
means you have waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant
to NCGS 113A-121.1 or 113-229. Your petition for a hearing must be filed in accordance with
NCGS Chapter 150B with the Office of Administrative Hearings, 6714 Mail Service Center,
Raleigh, NC 27611-6714, (919) 733-2698 within twenty (20) days of this decision on your.
permit. You should also be aware that another qualified party may submit an objection to the
issuance of this permit within twenty (20) days.
The project plan is subject to those conditions appearing on the permit form. Otherwise,
all work must be carried out in accordance with your application. Modifications, time extensions,
and future maintenance requires additional approval. Please read your permit carefully prior to
starting work and review all project plans, as approved. If you are having the work done by a
contractor, it would be to your benefit to be sure that he fully understands all permlC
requirements.
From time to time, Department personnel will visit the project site. To facilitate this
review, we request that you complete and mail the enclosed Notice Card just prior to work
initiation. However, if questions arise concerning permit conditions, environmental safeguards,
or problem areas, you may contact Department personnel at any time for assistance. By
working in accordance with the permit, you will be helping to protect our vitally important coastal
resources.

Dear Mr. Knight:
This letter is in response to your correspondence dated 10/19/18, which was received by the
Division of Coastal Management on 10/22/18 regarding your concerns about the proposed
development by The Town of Beaufort, at 2370 Lennoxville Road, in Beaufort, Carteret County.
The proposed project consisted of upland redevelopment of the existing boating access area.
The proposed project has been determined to comply with the Rules of the Coastal Resources
Commission and as such, a permit has been issued to authorize the development. I have
enclosed a copy of the permit. The agent for the Town of Beaufort, the NC Wildlife Resources
Commission, has been in contact with you to discuss your objections. Of the two objections
you noted in your correspondence, the Town of Beaufort was not able to accommodate the
Front Street connection. The second objection, concerning the trip hazard near the boat ramp,
has been amended to include pervious pavers at grade with the adjacent sidewalk.
If you wish to contest our decision to issue this permit, you may file a request for a Third Party
Appeal. The Chairman of the Coastal Resources Commission will consider each case and
determine whether to grant your request to file for a Contested Case Hearing. The hearing
request must be filed with the Director, Division of Coastal Management, in writing and must
be received within twenty (20) days of the disputed permit decision.
If you wish to object to the actions taken on this permit application, you may request an appeal
of this decision within twenty (20) days of the permit decision. If you would like copies of the

This letter is in reference to the application submitted for the Town of Beaufort, for a Coastal
Area Management Act Major Permit to undertake development activities to renovate the parking
area of the Beaufort Boating Access Area at 2370 Lennoxville Road, in Carteret County.
Although processing of the application is nearing completion, additional. time is needed for this
office to complete the review and make a decision on your request. Therefore, it is necessary that
the standard review time be extended. An additional 75 days is provided by G.S. 113A-122(c)
which would make March 17, 2019 the new deadline for reaching a decision on your request.
However, we expect to take action prior to that time and will do so as soon as possible. In the

The site is a public boat access area that is open to the public, free of charge, 24 hours per day, 7 days per week. The
project will pave the existing gravel parking lot, remove portions of the gravel parking, and replace sections of the gravel
parking with a pervious pavement section.

Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
A motorgrader and excavator will be used to re -grade the parking lot and remove portions of the gravel. Dump trucks will be
used to remove gravel from the site and bring in other materials. All work will be upland. No changes below the HWL will be
made. Equipment will be stored on -site during construction.

Existing gravel parking lot will be re -graded. Portions of the existing gravel will be removed. A portion of the gravel parking
will be replaced by a pervious pavement section. Other sections of the parking lot will be paved with asphalt.

package to be complete. Items (a) — (0 are always applicable to any major development application. Please consult the application
instruction booklet on how to property prepare the required items below.

The following is my assessment and consequent recommendations of the above
referenced proposal: This proposal involves the renovation of the parking lot for
the existing Town of Beaufort and NCWRC boat ramp along Taylors Creek in
Beaufort, Carteret County. Currently the property has an existing gravel parking lot
with spaces, bathroom facility, fixed and floating courtesy docks, boardwalk with
pier and a boat ramp. The applicant is proposing to renovate the existing parking lot
that serves the boat ramp access to help with periodic re -grading of the gravel areas
and improve user experience. The applicant is proposing to regrade the existing
gravel parking lot, remove some portions of the existing gravel lot, replace some
areas with permeable pavers and pave other portions of the parking lot with
asphalt. No in water work is proposed at this time. The development conforms to
the guidelines set forth under 15A NCAC 07H .0209. The adjacent waters of Taylors
Creek are closed to shellfish harvest and are not Primary Nursery Area. Assuming
that state and federal agencies concur with the proposal, the District recommends
the project be authorized as proposed, contingent upon the following conditions:
The disturbed areas will be properly graded and provided a ground cover sufficient to
restrain erosion within 30 working days of project completion.

2 No excavated or fill material will be placed at any time in any vegetated wetlands/marsh
or surrounding waters outside of the alignment of the fill area indicated on the workplan
drawing(s).

and property (e.g. silt fence, diversion swales or berms, sand fence, etc.).

Consistency Determination: The request is consistent with/not in conflict with the Town of Beaufort Core
Land Use Plan certified by the CRC on January 26, 2007 and amended by the CRC on July 11, 2017, March
5, 2018 and June 19, 2018.
Overview: The project site is located at 2370 Lennoxville Rd, Beaufort, Carteret county, North Carolina.
The property is 100,318 square feet in its entirety and is an average of 7' above NHW. The shoreline length
for this property is 337'. Current site improvements consist of WRC boat ramp, floating and fixed courtesy
docks, gravel parking lot, restrooms and boardwalk/picnic area. Extending off the high ground, on the
most western portion of the property, over the coastal marsh is an existing 97'X 6' pier with a 20' x 20'
platform/gazebo as well as a shore parallel 8' x 117' boardwalk.
The applicant is proposing to renovate an existing WRC/Town of Beaufort parking lot at an existing boat
access area. Some areas will be re -graded, some removed and replaced with permeable pavers, with other
areas paved with asphalt. The existing boat ramps, docks and pier will not be modified at this time. The
renovations include a partial pervious paver and partial asphalt parking lot with 43 trailer spaces (includes

Anticipated impacts

Basis for Determination:
The project site is located in the Town of: Beaufort subject to the 2006 Town of BeaufortCoreland Use
Plan. The Future Land Use Map (FLUM) designates the site as Public & Institutional (Land). and
Conservation/Open Space (Water).
The following LUP policies are applicable to this request:
4.2.1 Public Access to Public Trust Waters
Policy 1. The Town of Beaufort will provide a variety of opportunities for access to publictrust waters to
all segments of the community, including persons with disabilities (pg. 81).
4.2.6 Areas of Environmental Concern
Policy1: The Town of Beaufort supports state and federal law regarding land use and development in
AECs (pg. 84).
Policy 2: Beaufort will only permit uses in coastal wetlands which are authorized by 15ANCAC 7H (pg. 84).
Policy 3: Beaufort supports the use standards for estuarine and public trust areas as specified in 15A
NCAC .0207 (pg. 84),
Policy 6: Construction of boat ramps, piers, and bulkheads within conservation -designated areas will be
allowed if 15ANCAC 7H use standards and local ordinances are met (pg.85).

8. PROJECT SUMMARY: The applicant is proposing to renovate the WRC/ Town of Beaufort
parking lot for the existing boating access area.
9. Narrative Description:
The Beaufort boating access project is located at 2370 Lennoxville Road in Beaufort,
Carteret County. Lennoxville Road is found by turning right off of Hwy 70 east (adjacent to

the old Gaskills general store) onto Lennoxville Road. Follow this road for about % of mile.
The site will be located on the north side of Taylors Creek in this area.
The subject property is 100,318 square feet in its entirety and averages 7' in elevation
above NHW. Currently on the high ground portion of the site is an existing WRC boat
ramp, floating and fixed courtesy docks, gravel parking lot, restrooms and
boardwalk/picnic area. Extending off the high ground, on the most western portion of the
property, over the coastal marsh is an existing 97'X 6' pier with a 20' x 20'
platform/gazebo as well as a shore parallel 8' x 117' boardwalk. Along the west shoreline
is a 25' to 30' fringe of Coastal Marsh that contains Smooth Cordgrass (Spartina
alterniflora) and Sea lavender(Limon ium carolinianuml. The high ground portion of the
track is vegetated with grass and Live Oaks.
The Division of Water Quality classifies this area as SC Waters. Taylors Creek is, not a
Primary Nursery Area and is closed to the taking of shellfish. The Town of Beaufort's
Land Use Plan dated 2007 classifies this area as Public/ Institutional with Conservation
within the AEC's. There is no shellfish resource in this area as well as no shellfish leases.
The Federal Channel Setback within this area is 61'. The shoreline has a total length along
the NHW contour of 337'. There are condo units with private docks to the west and a
multi -use facility with marina, dry -stack storage, entertainment venue and inn to the east of
the proposed project.
10. Proiect Description:
Due to the constant regrading of the gravel parking lot, the Town of Beaufort/NCWRC is
- - proposing to renovate the existing gravel parking area. Some areas will be re -graded, some
removed and replaced with permeable pavers, with other areas paved with asphalt. Per the
applicant this will allow for reduced maintenance as well as improve user experience. The
existing boat ramps, docks and pier will not be modified at tis time.
In order to improve user experience and reduce maintenance the applicants propose to
renovate the existing gravel parking area. They are proposing a partial pervious paver and
partial asphalt parking lot with 43 trailer spaces (includes 2 ADA spaces) and 11 single car
spaces (includes 1 ADA space for a total of 54 spaces. The parking area would be located over
existing grade with a 2-inch layer of gravel and a 3" layer of asphalt on top. The pervious
paver areas would be 2" thick and 12" to 13" in width and filled with #57 washed' stone. All
spaces would be marked appropriately. There would be concrete bands, concrete wheel stops

A total of 100;000 square feet of high ground would be graded, filled or disturbed during
the process. The existing impervious surface is 51.2% within the AEC's and would be
reduced to 38.4%. The existing impervious surface for the entire tract is 65.9% and would
be reduced to 45.1% once the renovations are completed. The impervious within the 75'
AEC would be 29.4% once all work is complete. The applicants submitted the project to
NCDWQ on 10/9/18. Due to the disturbance of 1.5 acres of land the applicant also
submitted plans to the Division of Land Quality on 10/9/18.
11. Anticipated Impacts:

The North Carolina Wildlife Resources Commission proposes to renovate the parking area at the Beaufort
Boat Access Area at 2370 Lennoxville Road, Beaufort, NC. The site provides access to Taylors Creek and
the surrounding area for fishing and boating. The site is currently owned by the Town of Beaufort. The site
totals approximately 2.3 acres.
The site currently operates as a public boat access area, open free of charge, 24 hours per day, 7 days per
week. The existing site includes a gravel parking lot with concrete handicap accessible spaces, two double
lane concrete boat ramps, floating and fixed courtesy docks, restrooms, and a boardwalk with pier. The
existing gravel parking lot requires routine maintenance to remove ruts and potholes.
The proposed improvements aim to reduce the periodic re -grading of the gravel areas and improve user
experience. The improvements include re -grading the existing gravel parking lot and paving portions of the
existing parking lot with asphalt. Some portions of the existing gravel parking lot will be removed. Other
portions of the existing gravel parking lot will be removed and replaced with a permeable gravel pavement
section, meeting the requirements of Session Law 2015-149. Current access to the site if from Lennoxville
Road. The access location will not change. The site improvements will result in a net decrease in impervious
on the site.
The existing boat ramps and docks will remain and will not be modified as part of this project. The existing
restroom building will remain and will not be modified as part of this project.
After renovation, the site will remain a public boat access area, open free of charge, 24 hours per day, seven
days per week.
The site will be closed to the public during the period of renovation.

This letter is in response to your correspondence dated 10/19/18, which was received by the
Division of Coastal Management on 10/22/18 regarding your concerns about the proposed
development by The Town of Beaufort, at 2370 Lennoxville Road, in Beaufort, Carteret County.
The proposed project consisted of upland redevelopment of the existing boating access area.
The proposed project has been determined to comply with the Rules of the Coastal Resources
Commission and as such, a permit has been issued to authorize the development. I have
enclosed a copy of the permit. The agent for the Town of Beaufort, the NC Wildlife Resources
Commission, has been in contact with you to discuss your objections. Of the two objections
you noted in your correspondence, the Town of Beaufort was not able to accommodate the
Front Street connection. The second objection, concerning the trip hazard near the boat ramp,
has been amended to include pervious pavers at grade with the adjacent sidewalk.
If you wish to contest our decision to issue this permit, you may file a request for a Third Party
Appeal. The Chairman of the Coastal Resources Commission will consider each case and
determine whether to grant your request to file for a Contested Case Hearing. The hearing
request must be filed with the Director, Division of Coastal Management, in writing and must
be received within twenty (20) days of the disputed permit decision.
If you wish to object to the actions taken on this permit application, you may request an appeal

We recently received a letter from the NC Wildlife Resources Commission dated October 2, 2018 about the
proposed application for a CAMA Major permit to the parking lot of the Beaufort Boat Access Area, located at
2370 Lennoxville Road in Beaufort NC, which specifies the proposed work that was included in the application.
This letter included instructions that should we object to this proposal, that we should send to you our written
comments within 30 days of receipt of the notice letter you sent us as District Manager of the Division of Coastal
Management. This letter serves as our official response to your letter and we are anticipating that you will
seriously consider our objections in reaching a final decision to this application.
Although the information in the application is substantial, it is NOT as complete nor as inclusive as necessary,
and does not account for the total impact on our adjoining property, located immediately adjacent and to the
west of this site. This is the basis of our objection.
There are two issues which need inclusion in this application which entails an addition to the stated scope of
work. 1) the existing drainage basin located near the end of the wooden walkway which serves the public pier
on the most western portion of this site needs to be completed and includes the addition of the finished
walkway to the edge of the asphalt pavement on Front Street (this walkable area was never completed when
Front Street was realigned with Lennoxville Road and pedestrians use this area regularly. This unfinished
condition is dangerous to both walkable traffic as well as vehicular traffic in this immediate area due to be
unleveled, eroding from weather, and otherwise unfinished). 2) The proposed installation of rip rap between
the sidewalk and the apron as shown on drawing CD-4.0 (noted as 4/CD-8.3) should NOT be as planned and
should be a permanent surface due to the ongoing erosion which makes this specific area significantly unleveled
and dangerous to walkable traffic. This specific area is a high walkable traffic area due to the existing trash
receptacles located immediately beside it in addition to regular walkable traffic which utilizes the public sitting,
picnicking and grilling area in this location.
We thank you in advance for your serious consideration to these important issues and their inclusion into the
final application. We anticipate that these requests are beneficial to the overall project and their inclusion will
further enhance the publics use and safety when utilizing the Boat Ramp area.

I have spoken with Mr. Knight and with the Town of Beaufort to discuss the two issues raised by the Beaufort
Landing Village Home Owners Association in their objection letter dated October 19, 2018.
Issue #1 concerns a wooden walkway from the Town of Beaufort pier toward Front Street. The objection
letter asks to a connection be made from the existing walk to the pavement of Front Street. After discussions
with the Town, we do not think this objection is relevant to the project under consideration (parking lot
paving). The area in question is on the same parcel as the parking lot, but is not within the work area of this
project. Also, there are not currently any sidewalks along this section of Front Street to connect the walkway
to for accessibility. Furthermore, there is an accessible path from the BAA parking lot to the Town's pier.
Issue #2 concerns rip rap that was proposed to be installed between the boat ramp and the sidewalk to the
Town's pier. The rip rap was proposed to address some erosion that has occurred in this area. The HOA is
concerned that the rip rap installation may create a tripping hazard for pedestrians if they happen to step off
of the sidewalk. We propose to install a permeable paving grid over the existing base material, with the top of
the grid flush with the concrete surfaces. The grip will be filled with washed stone. The area of this
installation currently has crushed stone on the surface, so the installation will not change the impervious
surface amounts. The area above the Town pier, is above the normal high water line. It is completely within
the 70' AEC buffer, and a portion is within the 30' CAMA buffer. I have attached a picture of the existing area
showing the stone surface and a PDF with two revised sheets, showing the area to receive grid paver and
another with a detail of the installation.
Please let me know if these revisions will be acceptable and if you need any further information from the
Wildlife Commission.

Lying and being situate in the Town of Beaufort, Carteret
County, North Carolina and being more particularly described as
follows:
Beginning at a point located the following two courses
and distances from a PE nail located at the
intersection of Lennoxville Road and the former Front
Street Extension said PE nail having North Carolina
State plan co-ordinates of N=358,169.27 and
E=2,711,856.76 (NAD 183) (1) S 28*27102" E 41.95 feet
and (2) S 17*21.531, W 429.70 feet to the point and
place of beginning. From said point and place of
beginning run thence S 17*21153" W 60.69 feet to a
survey nail located in a bulkhead at the high water
mark of Taylor's Creek; thence N 25'27'22" W 14.94 feet
to a point; thence N 62'23121"W 70.98 feet to a survey
nail set in a bulkhead at the high water mark of
Taylor's Creek; thence N 17'21153" E 42,46 feet to an
iron pipe in the former Front Street southern right of
way; thence with the former Front Street southern right
of way S 68048146" E 80.18 feet to the point and place
of beginning. The above described parcel is shown on
that survey prepared by Powell Surveying Company, dated
December 11, 2008 captioned "Proposed Land Trade and
Use Easement For Front Street Village and the Town of
Beaufort" reference to said survey being made for more
certainty of description. The foregoing described tract
being known as the "Park Parcel".
Grantor reserves an easement over the Park Parcel for the
placement of a fire lane which will serve Grantor's property
located immediately to the north and east of the Park Parcel.
This easement shall run with the title of the properties and
shall be binding on the parties, their successors and assigns.
The location of the fire lane on the Park Parcel shall be
determined by mutual agreement of the parties. Grantor shall be
responsible for all costs associated with the installation,
maintenance and/or repair of the fire lane.
Additionally, Grantor reserves an easement for utilities to serve
its adjoining property within the Park Parcel provided that the
utilities do not materially interfere with use of the Park Parcel
by the Grantee as a public park. Grantor shall pay for the
installation of any utilities and shall restore the surface of
any disturbed area as nearly as possible to its original
condition.

Please find enclosed a CAMA Major Permit application for renovations to the parking area at the Beaufort Boat Access
Area. The is located at the intersection of Front Street and Lennoxville Road in Beaufort. The project will decrease the
overall amount of impervious surface on the site.
Enclosed are one set of plans for the project (11"x17"), application forms MP-1 and MP-3, a project narrative, a
statement of environmental policy compliance, a copy of the Agent Authorization, and a copy of the deed for the
property.
An electronic funds transfer has been made for the $400.00 permit fee. A copy of the confirmation is attached.
The two adjoining property owners have been sent a copy of the application and plans for the project via certified mail.
The signed returned receipt cards for both adjoining property owners are attached.

Dear Sirs:
The NC Division of Coastal Management hereby acknowledges receipt of your application for State
approval for development of your project at 2370 Lennoxville Road in Beaufort, Carteret County. The
application was received as complete on 10/18/18, and appears to be adequate for processing at this
time. The projected deadline for.makdng a decision is 1/1/19. An additional 75-day review period is
provided by law when such time is necessary to complete the review. If you have not been notified
of a final action by the initial deadline stated above, you should consider the review period extended.
Under those circumstances, this letter will serve as your notice of an extended review. However, an
additional letter will be provided on or about the 75th day.
If this agency does not render a permit decision within 70 days from 10/18/18, you may request a
meeting with the Director of the Division of Coastal Management and permit staff to discuss the
status of your project. Such a meeting will be held within five working days from the receipt of your
written request.and shall include the property owner, developer, and project designer/consultant. .
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed
development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at
the property of your proposed development. You should post this notice at a conspicuous point along
your property where it can be observed from a public road. Some examples would be: Nailing the
notice card to a telephone pole or tree along the road right-of-way fronting your property, or at a
point along the road right-of-way where a private road would lead one into your property. Failure
to post this notice could result in an incomplete application.
An onsite inspection will be made, and if additional information is required, you will be contacted by
the appropriate State or Federal agency. Please contact me if you have any questions and notify me
in writing if you wish to receive a copy of my field report and/or comments from reviewing agencies.

Project Narrative
The North Carolina Wildlife Resources Commission proposes to renovate the parking area at. the Beaufort
Boat Access Area at 2376 Lennoxville Road, Beaufort, NC. The site provides access to Taylors Creek and
the surrounding area for fishing and boating. The site is currently owned by the Town of Beaufort. The site.
totals approximately 2.3 acres.
The site currently operates as a public boat access area, open free of charge, 24 hours per day; 7 days per
week. The existing site includes a gravel parking lot with concrete handicap accessible -spaces, two double
lane concrete boat ramps, floating and fixed courtesy docks, iestrooms, and a boardwalk with pier. The
existing gravel parking lot requires routine maintenance to remove ruts and potholes.
The proposed improvements aim to reduce the periodic re -grading of the gravel areas and improve user
experience. The improvements include re -grading the -existing gravel parking lot and paving portions of the
- ---existing parking lot with asphalt. Some portions of the existing gravel parking lot.will be removed. Other
portions of the existing gravel parking lot will be removed and replaced with a permeable gravel pavement
section, meeting the requirements of SessionLaw 2015-149. Current access to the site if from Lennoxville
Road. The access location will not change. The site improvements will result in a net decrease in impervious.
on the site.
The existing boat ramps and docks will remain and will not be modified as part ofthis'project. The existing
restroom building will remain and will not be modified as part of this project.
After renovation, the site will remain a public boat access area, open free of charge, 24. hours per day, seven
days per week.
The site will be closed to the public during the period of renovation.
