Skvarla, III Secretary I have reviewed the information submitted to this office in your inquiry concerning the necessary filing of an application for a minor development permit under the Coastal Area Management Act. Based on the information provided, I have determined that the activity you propose is exempt from needing a minor development permit as long as it remains consistent with your site drawing dated received by DCM on 6/11/2013, and meets the conditions specified below. If your plans should change and your project will no longer meet these conditions, please contact me before proceeding. MAINTENANCE AND REPAIR Structures may be repaired in a similar manner, size and location as the original structure. No expansions or additions are permissible. The repairs are limited to 50% of the physical value of the existing structure and the following specific conditions. 1. This exemption specifically authorizes the replacement of wood decking support pilings on the ocean side of Building 1, Stack #14. No other exterior replacement shall occur with prior consent from the NC Division of Coastal Management. 2. The development must not involve removal, damage, or destruction of threatened or endangered animal or plant species. 3. The development must not alter naturally or artificially created surface drainage channels. 4. The development must be consistent with all applicable use standards and local land use plans in effect at the time the exemption is granted. 5. The proposed development shall remain consistent with the attached work plan. This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other State, Federal or local authorization. This exemption expires 90 days from the date of the letter. Connections of the joists on the first floor are accessible from under the structure. Joists connections to the girders/bands will be converted from galvanized hangers to wooden ledgers wherever possible. When not possible, then stainless steel hangers will be required with stainless steel nails. In addition, all support post will be changed out to be 8x8 pilings from the ground to the roof. Minimum bury of these pilings will be at least 8 feet. Existing 4x4 support posts will be altered to become railing posts or removed entirely. All Deck Pilings are 8x8 4. All Bands/Girders to be Strapped to Pilings where more than 50 % of Piling is Notched. Strapping to be Galvanized, 4" wide by 18" (min.) long by 3116" thick. Bolt Strapping with Bolts, Nuts and Washers. 5. All fasteners to be hot -dipped galvanized. 6. All Bolts to be 518" and include washers on bolt and nut sides. 7. Framing nails to be a minimum of 12d, ring shank. Nails for ledgers shall be 10d, dng shank. B. Screws to be a minimum of 2.5", gale. 9. All Pilings to be minimum 8 feet below existing grade or 16 feet below MSL, whichever Is least. 10. Pilings to be installed with a minimum 5 kips. 11. Decks girders/bands shall be bolted to pilings with hot dipped galv. 5/8" thru bolts and washers. 12. Spliced pilings/posts shall be cut as shown in the detail and thru bolted with 4"x 36"x 3/16" gals. straps on each side. 13. Hangers shall be LUS26SS (stainless steel) for all 2x6 joists. Where other sizes are needed, a similar stainless steel hanger shall be required. All nails for hangers shall be stainless steel.
