Dredge Area Clarification and Removal of Backfill for Living Shoreline
Dear Mr. Bodnar,
Please accept the following information in response to comments received for the maintenance
dredging and living shoreline proposed for Atlantic Harbor, in Carteret County. Comments received
include the following concerns:
Multiple agencies have identified concerns with proposing backfill excavated from (1) the
maintenance dredge alignment and (2) from the granite rock sill installation.
The USACE- Wilmington District voiced concerns regarding the proposed dredging footprint
exceeding the currently authorized limits of the federal channel for Atlantic Harbor.
In response to these comments, Carteret County agrees to remove the proposed backfill from the
living shoreline project component. All excavated material will be placed on White Point and will be
contained within an earthen control berm in addition to the silt fencing currently shown on the permit
drawings. The earthen berm will be constructed from dry on-site material excavated from above mean
high water (MHW) and will provide a minimum (steepest) slope of 3-ft horizontal to 1-ft vertical. The
berm will be placed so that the outside (seaward) toe of fill approaches no closer than 30-ft from the
post-construction mean high water contour and will not encroach upon the USACE easement shown
on sheet 4 of the permit drawings. The silt fencing will be installed along the outside edge of the
earthen control berm.
In response to the USACE concerns, please find a revised sheet 2, 3, and 4 of the permit drawings to
clarify the proposed dredging footprint will not exceed the currently authorized limits of federal
project. The revisions shown include the following clarifications:
Clarification of the dredge limits between stations 25+00 and 29+00, in the harbor
entrance.
Clarification in the Maintenance Dredge Control Table (sheet 3) of the maximum
channel width along stations 26+00 through 32+00. The revised channel widths
decrease at station 26+00 from 56-ft to 40-ft, and at stations 27+00 through 32+00
from 190-ft to 170-ft.

Please note that the varying channel widths and impact areas shown on the attached sheets are a
reflection of the use of varying side slopes (i.e. stepper 3:1 side slopes are utilized in the narrower
channel throat, and shallower 5:1 slopes used in more open-water areas).
