This permit, issued on May 6, 2021 is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may

1) Unless specifically altered herein, this Minor Modification authorizes removal of the previously
authorized finger pier on Pier #2 and the enlargement of the previously authorized kayak launch to
12ft x 20ft, all as expressly and specifically set forth in the attached letter and workplan drawings.
Any additional development activities may require a modification of this permit.
2) No attempt shall be made by the permittee to prevent the full and free use by the public of all
navigable waters at or adjacent to the authorized work.
3) The authorized structure and associated activity shall not cause an unacceptable interference with
navigation and shall not exceed the dimensions shown on the attached permit drawings.

This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2023
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
General
4) All debris associated with the removal or construction of the permitted docking facility shall be
contained within the authorized project area and removed to an appropriate upland location.
5) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
6) This Minor Modification shall be attached to the original Permit No. 76-20, which was issued on
6/29/20, as well as all subsequent modifications, refinements, and renewals, and copies of all documents
must be readily available on site when Division personnel inspect the project for compliance.
7) All conditions and stipulations of the active permit remain in force unless specifically altered herein.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers assigned the project Action ID SAW-2020-00766.
NOTE: The Division of Water Resources assigned the proposed project DWR Project No. 2017-1568. Q.
NOTE: A minor modification application processing fee of $100 was received by DCM for this project.

Dear Ms. Styron:
On behalf of the Carteret Community College and the Carteret Community College Board of Trustees we
request that the above CAMA Permit be modified to increase the area of the proposed floating dock and
decrease the length of the finger pier which it will attach to.
This is being requested to provide a more stable floating dock and keep the total platform area over water
for the property to less than the 2,000 square feet threshold. A scoping meeting was held in December
2019 for this project. We certify that all information contained herein is true, accurate, and complete to
the best of our knowledge and belief. This modification hereby requests that the certifying authority
review and take action on this CWA 401 certification request within the applicable reasonable period of
time. Holley Snider with NCDEQ Division of Water Resources has confirmed that the proposed
modification will not require written approval from DWR per DWR #20171568v2.
The revised plan sheets and Platform Dimension Table are included with this submittal.
These documents have also been mailed to the adjacent property owners via Certified Mail. The return
receipts will be submitted to your office once they are received.

RE: Modification of State Permit #76-20, Carteret Community College/Carteret
Community College Board of Trustees
Please find enclosed a request from Mr. John Wade representing Carteret Community
College/Carteret Community College Board of Trustees to modify the CAMA permit issued
for Carteret Community College. The original permit, #76-20, was issued on
6/29/2020 and is set to expire on 12/31/2023. The permit authorized shoreline
stabilization, living shoreline, upland development and three piers. This area of Bogue Sound
is not a PNA and is open to the removal of shellfish.
The applicant is proposing the removal of the previously permitted fixed finger on the
permitted 1- slip kayak pier and the enlargement of the kayak platform from a 4' x 20'
floating platform to a 12' x 20' floating platform. The previously permitted platform
calculations as well as the new proposed platform enlargement would be a total of 1,839 sf
and would remain below the allowable 2000 sf allowable platform. The proposal is
consistent with the specific guidelines found in 15A NCAC 07H.0208. A check in the amount
of $100.00 is included with the request I recommend the modification be authorized as
proposed, contingent all original conditions apply as well as the following specific
conditions:
• All original conditions shall apply and the new floating platform and finger removal
shall follow updated plans received by DCM on 3/10/2021.

Thanks for speaking with me earlier. Carteret Community College is wishing to modify their CAMA permit issued in June
2020 to increase the size of a floating dock and decrease the size of the finger pier it attaches to. The pier being
modified is identified as Pier #2. The reason for increasing the size of the floating dock is to provide a more stable
surface. The floating dock was originally proposed to be 4' x 20' and is now proposed to be 12' x 20'. This reduction of
the finger pier from 6' x 40' to 6' x 21.25' is to keep the total platform area along the shoreline to less than 2,000 sf.
The original CAMA permit application included 1,919 square feet of platform area. With this modification, there will be
a total of 1,966 square feet of platform area. I have provided the revised CAMA permit drawings and the platform
dimension table. If you have any additional questions or comments, please let me know.

This permit, issued on June 29, 2020 , is subject to compliance with the application (where
consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation
of these terms may be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
Shoreline Stabilization
1) Unless specifically altered herein, this permit authorizes the demolition of existing shoreline
protection structures and the construction of the proposed rip rap and cutoff wall shoreline
stabilization and other associated shoreline stabilization structures, all as expressly and specifically
set forth in the attached workplan drawings.
2) The authorized shoreline stabilization structures shall be constructed in accordance with the
alignment depicted on the attached workplan drawings.
3) No vegetated wetlands shall be excavated or filled, even temporarily.
(See attached sheets for Additional Conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2023
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

4) The alignment of the toe of the living shoreline sections shall not exceed the alignment as depicted in the
attached permit application and workplan drawings.
5) The living shoreline sections material shall consist of clean oyster shell, granite, marl, or broken
concrete. Sill materials shall be of a sufficient size and design to prevent its movement from the
approved alignment by wave or current action. The permittee shall be responsible for immediate
removal of any materials or debris that becomes dislodged or moves outside the authorized alignment.
6) No open water shall be excavated or filled, even temporarily, outside of the approved living shoreline
alignment.
7) The height of the permitted living shoreline shall not exceed six inches above normal high water level.
8) The living shoreline shall have at least one, ten -foot opening at every 100 feet.
9) The living shoreline sections shall be marked at 50-foot intervals with yellow reflectors extending at
least three feet above normal high-water level.
10) The living shoreline shall not extend into the adjacent riparian property to the east and the toe of the
living shoreline shall not extend greater than 25 feet waterward of the normal high water level within the
15 foot riparian corridor setback of the property to the east.
11) In accordance with commitments made by the permittee and in order to satisfy concerns of the resource
agencies, the fill associated with the Coastal Wetlands plantings is hereby deleted. Any and all
reference to the originally proposed fill for Coastal Wetland plantings is hereby considered null and
void.
12) In accordance with commitments made by the permittee, the Estuarine Waters located between the
living shoreline sections and the shoreline shall be planted with native Coastal Wetland species, all
expressly and specifically detailed in the attached narrative and workplan drawings. This Coastal
Wetland planting area shall be monitored, and replanted as necessary, for a minimum period of 5 years
after the first planting event, or until the Division of Coastal Management has notified the permittee in
writing that the planting efforts has been deemed successful. Documentation of the monitoring results
shall be provided annually to the Division of Coastal Management. If, after 5 years, the Division of
Coastal Management determines the plantings unsuccessful, remediation of the planting area may be
required.
13) The permittee is advised that submerged aquatic vegetation (SAV) habitat exists in close proximity to
the authorized project. All available precautions shall be utilized to ensure that damage to SAV habitat
does not result from the construction of the authorized living shoreline sections. The living shoreline
sections shall be located in areas with no SAV coverage at the time of construction, to the greatest extent
practicable.

ADDITIONAL CONDITIONS
NOTE: The permittee is strongly encouraged to coordinate with the NC DMF and other resource
agencies to conduct monitoring of the SAV within the area of the living shoreline sections to
further the scientific knowledge between SAV and living shorelines.
Upland Development
14) Unless specifically altered herein, this permit authorizes the grading and other land disturbing activities
associated with the development of the above referenced property, including the walkway and other
associated infrastructure, all as expressly and specifically set forth in the attached permit application and
workplan drawings.
Stormwater Manaeement
15) The Division of Energy, Mineral and Land Resources (DEMLR) has determined this project will require
a Stormwater Management permit. The permittee shall receive a Stormwater Management permit from
DEMLR prior to the initiation of any construction. Submit this plan to the Division of Energy, Mineral
and Land Resources, Land Quality Section, 127 Cardinal Drive Extension, Wilmington, NC 28405.
Any violation of the permit approved by DEMLR shall be considered a violation of this CAMA permit.
Sedimentation and Erosion Control
NOTE: An Erosion and Sedimentation Control Plan will be required for this project. This plan must be
filed at least thirty (30) days prior to the beginning of any land disturbing activity. Submit this
plan to the Division of Energy, Mineral and Land Resources, Land Quality Section, 127 Cardinal
Drive Extension, Wilmington, NC 28405.
16) In order to protect water quality, runoff from construction shall not visibly increase the amount of
suspended sediments in adjacent waters.
17) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to
ensure that eroded materials do not enter adjacent wetlands, watercourses or properties.
18) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of completion of
any phase of grading on cut or filled slopes.
USACE Conditions
19) In order to further protect the endangered West Indian Manatee, Trichechus manatus, the applicant must
implement the U.S. Fish & Wildlife Service's Guidelines, and strictly adhere to all requirements therein.

20) The alignment of the authorized shoreline stabilization structures and the living shoreline sections shall
be staked by the permittee and verified by a representative of the Division of Coastal Management
within a maximum of 30 days prior to the start of construction. Failure to initiate construction within 30
days, or erosion of the shoreline by adverse weather conditions, shall require the alignment to be re -
staked by perrittee and verified by DCM within a maximum of 30 days prior to the new expected start
of construction.
21) No vegetated wetlands shall be excavated or filled, even temporarily.
22) This permit does not authorize any excavation.
23) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
24) The permittee shall maintain the authorized work in good condition and in conformance with the terms
and conditions of this permit. The permittee is not relieved of this requirement if he or she abandons the
permitted activity without having it transferred to a third party.
25) All debris associated with the removal or construction of the permitted facility shall be contained within
the authorized project area and removed to an appropriate upland location. Turbidity curtains shall be
installed during the demolition of the existing shoreline protection structures, all as expressly and
specifically set forth in the attached workplan drawings
26) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General
Permit 198000291 (Action ID SAW-2020-00766) issued 6/26/20.
NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Water
Quality Certification 4175 and assigned the project DWR Project No. 2017-1568 v2.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 808-2808 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal high-water level.
NOTE: An application processing fee of $400 was received by DCM for this project. This fee also
satisfied the Section 401 application processing fee requirements of the Division of Water
Resources.

request that the above CAMA Permit be modified to increase the area of the proposed floating dock and
decrease the length of the finger pier which it will attach to.
This is being requested to provide a more stable floating dock and keep the total platform area over water
for the property to less than the 2,000 square feet threshold. A scoping meeting was held in December
2019 for this project. We certify that all information contained herein is true, accurate, and complete to
the best of our knowledge and belief. This modification hereby requests that the certifying authority
review and take action on this CWA 401 certification request within the applicable reasonable period of
time. Holley Snider with NCDEQ Division of Water Resources has confirmed that the proposed
modification will not require written approval from DWR per DWR #20171568v2.
The revised plan sheets and Platform Dimension Table are included with this submittal.
These documents have also been mailed to the adjacent property owners via Certified Mail. The return
receipts will be submitted to your office once they are received.
