AREA OF ENVIRONMENTAL CONCERN — ORW AEC
Dear Mr. and Mrs. Ramey and Sasser:
I have reviewed the information submitted to this office in your inquiry concerning the necessary filing of an application for a minor
development permit under the Coastal Area Management Act. Based on the information provided, I have determined that the activity
you propose is exempt from needing a minor development permit as long as it remains consistent with your site drawing dated received
by DCM on 1/25/2013, and meets the conditions specified below. If your plans should change and your project will no longer meet
these conditions, please contact me before proceeding.
REPAIR AND MAINTENANCE
1. The development must not involve removal, damage, or destruction of threatened or endangered animal or plant species.
2. The development must not alter naturally or artificially created surface drainage channels.
3. The development must be consistent with all applicable use standards and local land use plans in effect at the time the
exemption is granted.
4. The proposed development shall remain consistent with the attached work plan.
This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other State, Federal or Local
authorization. This exemption expires 90 days from the date of the letter.

Mr. Jason Dail
Field Representative
Division of Coastal Management
NC Department of Environment and Natural Resources
Dear Mr. Dail,
This message is to supply you with the information requested in order that we may replace the
concrete pad beneath our duplex beach house located at 1747/1749 New River Inlet Road, North
Topsail Beach, NC 28460. Our purpose in replacing the original concrete pad beneath the building is
that the original pad was improperly constructed so that it did not properly drain after a rain and the
concrete had cracked.
The contact information for the owners of the duplex building is as follows:

The project is to remove and replace the concrete pad that is under the duplex house. The surface
area of the pad is approximately 2080 square feet.
You will find attached copies of email letters from the adjacent property owners stating that they have
no objections to this project.
We look forward to hearing from you so that, weather permitting, we can replace the concrete pad
next week. Please call me at the above number if you have further questions or need additional
information. Will you notify the Town of North Topsail Beach that CAMA approval has been given for
us to complete this project?
Thank you for your help.
Sincerely,
Preston Sasser
Letter (email) statements from the adjacent property owners to 1747/1749 New
