Road, in Harrellesville , as requested in the permittee's application dated 4/28/20 (MP-1, 3) and 6/13/20 (MP-
2), including attached workplan drawings (2), Page 1 of 3 dated 5/21/20 and Sheet 3 of 3 dated 4/8/20.
This permit, issued on August 19, 2020 , is subject to compliance with the application (where
consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation
of these terms may be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
Shoreline Stabilization - Bulkhead
1) The bulkhead shall not extend waterward more than 4 feet from the existing bulkhead at any point
along its alignment at the time of construction.
2) No vegetated wetlands or open water shall be excavated or filled, even temporarily, outside of the
approved bulkhead alignment.
3) The alignment of the authorized bulkhead shall be staked by the permittee and verified by a
representative of the Division of Coastal Management within a maximum of 30 days prior to the start
of construction.

This permit action may be appealed by the permittee or other Signed by the authority of the Secretary of DEQ and the Chair
qualified persons within twenty (20) days of the issuing date. of the Coastal Resources Commission.

Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2023

ADDITIONAL CONDITIONS
4) The bulkhead shall be solid and constructed of treated wood, concrete slabs, metal or vinyl sheet piles,
or other suitable materials approved by Division personnel.
5) The bulkhead shall be constructed prior to any backfilling activities.
6) The bulkhead shall be structurally tight so as to prevent seepage of backfill materials through the
structure.
7) The fill material shall be clean and free of any pollutants except in trace quantities.
8) Unless altered herein, all backfill material shall be obtained from a high ground source and confined
behind the permitted bulkhead.
9) No backfill material is to be placed within 30 feet of the normal water level, except that which will be
used to backfill the area behind the permitted bulkhead.
10) All fill material to be placed below normal water level shall be confined behind the permitted bulkhead.
Sedimentation and Erosion Control
11) In order to protect water quality, runoff from construction shall not visibly increase the amount of
suspended sediments in adjacent waters.
12) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to
ensure that eroded materials do not enter adjacent wetlands, watercourses or properties.
13) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of any phase of
grading on cut or filled slopes. At a minimum, a silt fence shall be properly installed immediately
landward of the bulkhead cap immediately following completion of backfrlling activities.
General
14) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
15) All debris associated with the removal or construction of the permitted development shall be contained
within the authorized project area and removed to an appropriate upland location
16) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General
Permit 198000291 (Action ID SAW-2020-01113).

NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Watet
Quality Certification 4175 and assigned the project DWR Project No. 2020-0854 issued 8/18/20.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at [phone] prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal water level.
NOTE: An application processing fee of $250 was received by DCM for this project.

space to aleviate the erosion and faliure of the upper retaining wall. The upper failed reatining wall will be removed and a
grade to the new bulkhead will be established. Flexamat overlay to protect new slope grade.

Hey all,
I mentioned to you that we were looking to pull back the bulkhead to 2 foot in front of existing. I spoke to the applicant
today and he provided information that was not immediately clear in the permit application that the stone block
bulkhead requires a 4 foot base in order to the uplands in place. Mr. Rochevot will provide me with an engineer's
justification and I will pass along., With that new information we are comfortable with the 4 foot in front of existing. Mr.
Rochevot also told me that the upland retaining wall is gone now after the storm and he is concerned that the house
may slide off the foundation due to the eroding slope that was held up by the retaining wall. So he would appreciate
any expediency you can offer. Josh I know after our discussion that you authorized 2 foot in front of existing, so let me
know if you are able to amend your permit to accommodate after review of the engineer's justification.

Afternoon Mr. Rochevot,
Thank you for the discussion earlier this afternoon. Based on a review of the permit file I do see the 2 layer stone
sections at the base totaling 4ft from existing, but I cannot find an engineered justification for the proposed
design. Since you did mention in our talk that you have that information I would greatly appreciate it if you could email
it to me in this correspondence so I can make it part of the file record. I will then pass it along to the USAGE and other
agencies so they can review the additional information. In that email to the agencies I will also provide that the upland
retaining wall is now totally gone and there is concern that the house may be in danger of sliding off the foundation.

SUBJECT: Jack Rochevot.; 145 Apache Road Major Permit Recommendations
The applicant proposes to install 65.8 linear feet of new bulkhead 4 feet out from Normal
Water Level, remove a failing upper retaining wall, slope and regrade the property. The
property is located at 145 Apache Road, Harrellesville, Hertford County adjacent to the
Chowan River.
The development proposal involves the Public Trust Area (PTA), Estuarine Shorelines'
(ES), Public Trust Shorelines (PTS), and Estuarine Waters (EW) Areas of Environmental
Concern.
I have reviewed the Rules of the Coastal Resources Commission (CRC) as they pertain to
this project and my findings are as follows:
15A NCAC 07H .0208 USE STANDARDS k
(a) addresses General Use Standards, and subparagraph (1) requires that uses which are
not water dependent shall not be permitted in coastal wetlands, estuarine waters, and
public trust areas. Restaurants, residences, apartments, motels, hotels, trailer parks,
private roads, factories, and parking lots are examples of uses that are not water
dependent. Uses that are water dependent include: utility crossings, wind energy facilities,
docks, wharves, boat ramps, dredging, bridges and bridge approaches, revetments,
bulkheads, culverts, groins, navigational aids, mooring pilings, navigational channels,
access channels and drainage ditches.

Consistent: The proposed bulkhead is listed as water dependent according to this
rule.
(a) (2) (A) requires that the location, design, and need for development, as well as the
construction activities involved shall be consistent with the management objective of the
Estuarine and Ocean System AEC (Rule .0203 of this subchapter) and shall be sited and
designed to avoid significant adverse impacts upon the productivity and biologic integrity
of coastal wetlands, shellfish beds, submerged aquatic vegetation as defined by the Marine
Fisheries Commission, and spawning and nursery areas.
Consistent: The development meats the intent of this rule.
(a) (2)(B) requires that the development shall comply with state and federal water and air
quality
Consistent: This development will not violate water and air quality.
(a) (2) (C) requires that the development shall not cause irreversible damage to
documented archaeological or historic resources as identified by the N.C. Department of
Cultural resources.
Consistent: There are no known archaeological or historic resources on the
property.
(a)(2)(D) requires that the development shall not increase siltation.
Consistent: It does not appear that this development will measurably increase
siltation.
(a) (2) (E) requires that the development shall not create stagnant water bodies.
Consistent: It does not appear that the development will create stagnant water
bodies.
(a)(2)(F) requires that the development shall be timed to avoid significant adverse impacts
on life cycles of estuarine and ocean resources.
Consistent: The development will have minimum adverse effects on life cycles or
estuarine resources.
(a)(2)(G) requires that the development shall not jeopardize the use of the waters for
navigation or for other public trust rights in public trust areas including estuarine waters.
Consistent: The development proposal minimal effects on navigation.

(b) Specific Use Standards
(b)(7) Addresses Bulkheads.
(b)(7)(A) requires that bulkhead alignment, for the purpose of shoreline stabilization, shall
approximate the location of normal high water or normal water level.
Possible Inconsistency: The proposed bulkhead is to be placed an average of 4 foot
below Normal Water Level most of which is due to the width of the blocks proposed
to be used as bulkhead material. An engineers need for the distance has been
submitted.
(b)(7)(B) requires that bulkheads shall be constructed landward of coastal wetlands in
order to avoid significant adverse impacts to the resources.
Consistent: The propose bulkhead will not be constructed near wetlands.
(b)(7)(C) requires that bulkhead backfill material shall be obtained from an upland source
approved by the Division of Coastal Management pursuant to this Section, or if the
bulkhead is a part of a permitted project involving excavation from a non -upland source,
the material so obtained may be contained behind the bulkhead.
Consistent: The applicant has indicated that the fill will be obtained from an upland
location.
(b) (7) (D) requires that bulkheads shall be permitted below normal high water or normal
water level only when the following standards are met:
(i) the property to be bulkheaded has an identifiable erosion problem, whether it results
from natural causes or adjacent bulkheads, or it has unusual geographic or geologic
features, e.g. steep grade bank, which will cause the applicant unreasonable hardship under
the other provisions of this Rule.
Consistent: The property has a steep grade bank with identifiable erosion problems
as the upland retaining wall keeps failing.
(ii) the bulkhead alignment extends no further below normal high water or normal water
level than necessary to allow recovery of the area eroded in the year prior to the date of
application, to align with adjacent bulkheads, or to mitigate the unreasonable hardship
resulting from the unusual geographic or geologic features.
Consistent: There has been recent erosion on this property.
(iii) the bulkhead alignment will not adversely impact public trust rights or the property of
adjacent riparian owners

Consistent: The proposed bulkhead will not increase erosion on the adjacent
riparian property owner's properties as both currently have bulkheads.
(iv) the need for a bulkhead below normal high water or normal water level is documented
by the Division of Coastal Management; and
Inconsistent: The need for a bulkhead that far below NWL is not documented by the
Division of Coastal Management.
(v) the property to be bulkheaded is in a non -oceanfront area.
Consistent: The proposed bulkhead is in a non -oceanfront area.
(b)(7) (E) requires that where possible, sloping rip rap, gabions, or vegetation shall be used
rather than bulkheads.
Constant: The proposed development of a bulkhead is consistent with the intent of
this rule.
Based on my review of the applicable subsections of the North Carolina Administrative
Code, the permit application, and plans, I recommend a Major Permit be issued to Jack
Rochevot with the condition that the bulkhead be no farther than 4 feet out in front of the
old to accommodate for the engineer approved slope.

Consistency Determination: The request is consistent with/not in conflict with the Hertford
County Land Use Plan (LUP) certified by the CRC on February
24, 2011.
Overview: The .23 acre subject property has 61 linear feet of shoreline along the Chowan River.
The upland portion of the property has an elevation of approximately 25 feet above Normal Water
Level (NWL). The site is primarily vegetated with yard grasses and trees. A steep, eroding hillside
slopes down to NWL. According to the NC FRIS website, the property is located primarily outside
of a Floodzone, with the shoreline located in the AE (7) Floodzone.
Existing site improvements consist of a single-family house with associated driveway and parking
and a failing upland retaining wall. Existing shoreline improvements consist of a deteriorated
bulkhead located along NWL.
Installation of 61 linear feet of concrete block bulkhead with 6 foot long return walls, grading to a
2.5:1 slope and installation of a flexmat concrete block mat overlay are proposed. The bulkhead
will be 6 feet in height and installed 4 feet waterward of NWL. A 4 inch French drain will be
installed 3 feet above the bottom of the bulkhead. The failing upland retaining wall will be removed
and fill will be placed and graded to the bulkhead. The flexmat will be placed along the slope to
prevent erosion and provide for vegetation.

The waters of the Chowan River in this area are classified as Primary Recreation, Fresh Water
(B) and Nutrient Sensitive Waters (NSW) and are closed to shellfish taking. Submerged Aquatic
Vegetation (SAV) was not observed within the project area. A review of potential historic,
geological or archaeological resources was not provided.
Anticipated impacts resulting from this project are expected to include: the filling of 242 sq. ft. of
Public Trust Area/Estuarine Waters Areas of Environmental Concern (AEC) and 2,659 sq. ft. of
High Ground within the Estuarine Shoreline AEC.
Basis for Determination:
The Hertford County Land Classification Map identifies the site area as 'Rural'.
As indicated on Page 70 for "Areas of Environmental Concern", "(a)ny development impacting the
Chowan River Shoreline and Estuarine system AEC shall follow all applicable state and federal
regulations, policies, and rules that pertain to any development requiring a CAMA permit."
The following LUP policies may be applicable to this request:

Policy 22; Page 65.
"The County will continue to enforce the Flood Damage Prevention
Ordinance to help mitigate risk from flooding."
Water Quality Policies:
Policy 26, Page 66.
"All new development shall give consideration to conserving the
biological, economic, and social values of coastal wetlands, estuarine
waters and public trust areas, and protect public rights of navigation and
recreation in public trust areas."
Policy 29, Page 66.
"Generally, development will not be permitted if it lowers water quality for
any existing uses of the water (such as swimming, fishing, or drinking)."

A North Carolina Division of Marine Fisheries (DMF) Fisheries Resource Specialist has
reviewed the CAMA Permit application for proposed actions that may impact fish and fish
habitats. The proposed project is located at 145 Apache Road, Harrellsville, within
Hertford County. The applicant is proposing to install a new concrete bulkhead waterward
of the normal water line (NWL), fill and grade an eroding steeply -sloped hillside to the
shoreline, then stabilize the hillside with a "flexomat" vegetated concrete block mat. The
water classification for this site is Primary Recreation, Freshwater (B) and Nutrient
Sensitive Waters (NSW). Submerged aquatic vegetation (SAV) was not observed within the
project area, and is closed to shellfishing.
The proposed project is located within a portion of the Chowan River that has been
designated as Anadromous Fish Spawning Area (AFSA) by the DMF and the NC Wildlife
Resources Commission (WRC). AFSAs are areas where evidence of spawning of
anadromous fish species has been documented by direct observation of spawning, capture
of running ripe females, or indication of eggs or early larvae. Anadromous species within
this area include, but are not limited to, alewife, American and hickory shad, blueback
herring, and striped bass. In order to minimize potential negative impacts to these
important species during these critical life stages, DMF recommends a moratorium of 15
February through 30 September be included in the permit conditions.

Hey all,
I mentioned to you that we were looking to pull back the bulkhead to 2 foot in front of existing. I spoke to the applicant
today and he provided information that was not immediately clear in the permit application that the stone block
bulkhead requires a 4 foot base in order to the uplands in place. Mr. Rochevot will provide me with an engineer's
justification and I will pass along. With that new information we are comfortable with the 4 foot in front of existing. Mr
Rochevot also told me that the upland retaining wall is gone now after the storm and he is concerned that the house
may slide off the foundation due to the eroding slope that was held up by the retaining wall. So he would appreciate
any expediency you can offer. Josh I know after our discussion that you authorized 2 foot in front of existing, so let me
know if you are able to amend your permit to accommodate after review of the engineer's justification.

Dear Mr. Howell:
Reference the application of John W. Rochevot for a Department of the Army permit to construct
a 60 foot long concrete bulkhead and grade a steep escarpment, on property located at 145
Apache Road, adjacent to the Chowan River, in Harrellesville, Hertford County, North Carolina.
The Federal agencies have completed review of the proposal as presented by the
application and your field investigation report.
We recommend that the following conditions be included in the State authorization:
1. All work authorized by this permit must be performed in strict compliance with the
attached plans, which are a part of this permit. Any modification to these plans must be approved
by the US Army Corps of Engineers (USACE) prior to implementation.
2. Except as specified in the plans attached to this permit, no excavation, fill or mechanized
land -clearing activities shall take place at any time in the construction or maintenance of this
project, in such a manner as to impair normal flows and circulation patterns within waters or
wetlands or to reduce the reach of waters or wetlands.
3. The bulkhead will not be positioned farther waterward than 2 feet from the normal water
level elevation contour at any point along its alignment.
4. Except as authorized by this permit or any USACE approved modification to this
permit, no excavation, fill or mechanized land -clearing activities shall take place at any time in
the construction or maintenance of this project, within waters or wetlands. This permit does not
authorize temporary placement or double handling of excavated or fill material within waters or
wetlands outside the permitted area. This prohibition applies to all borrow and fill activities

connected with this project.
5. All mechanized equipment will be regularly inspected and maintained to prevent
contamination of waters and wetlands from fuels, lubricants, hydraulic fluids, or other toxic
materials. In the event of a spill of petroleum products or any other hazardous waste, the
permittee shall immediately report it to the N.C. Division of Water Quality at [phone],
Ext. 526 or [phone] and provisions of the North Carolina Oil Pollution and Hazardous
Substances Control Act will be followed.
6. The permittee shall employ all sedimentation and erosion control measures necessary to
prevent an increase in sedimentation or turbidity within waters and wetlands outside the permit
area. This shall include, but is not limited to, the immediate installation of silt fencing or similar
appropriate devices around all areas subject to soil disturbance or the movement of earthen fill,
and the immediate stabilization of all disturbed areas. Additionally, the project must remain in
full compliance with all aspects of the Sedimentation Pollution Control Act of 1973 (North
Carolina General Statutes Chapter 113A Article 4).

PROJECT SUMMARY:
The applicant proposes to install a new concrete bulkhead waterword of Normal Water Level
(NWL), fill and grade an eroding steeply slope hillside to the shoreline and then stabilize the
hillside with a flexomat vegetated concrete block mat.
Project Setting
The property proposed for development is located at 145 Apache Road (SR1460) in
Harrellesville and consists of 0.23 acres adjacent to the Chowan River. The upland portion of
the property has an elevation of +/- 25 feet above NWL and contains a single family residence
and failing upland retaining wall. A steep, eroding hillside slopes down to an existing
deteriorated bulkhead located along NWL. The property to the northwest is a residential
property with a bulkhead and single family dwelling and the property to the southeast is a
vacant lot with a bulkheaded shoreline.
Vegetation on the site includes, but is not limited to, indigenous yard grasses, loblolly pine
(Pinus taeda), and red maple (Acer rubrum). Soil types include Craven Fine Sandy Loam
(CrA).
The shoreline with a length of 60.64 feet currently contains an old wooden bulkhead and failing
retaining wall. The water classification for this site is Primary Recreation, Fresh Water (B) and
Nutrient Sensitive Waters (NSW). Submerged aquatic Vegetation (SAV) was not found within
the project area.
Development Proposal
The applicant proposes to replace the existing wooden bulkhead with a new interlocking block
bulkhead that is 6 feet in height and 4 feet out from the existing bulkhead. The applicant then
proposes to remove the failing upper retaining wall and place 450 cubic yards of fill to grade the
lot into a new slope of 2.5:1 and cover it with flexamat overlay to prevent erosion and provide
vegetation. The applicant also proposes to install a 4-inch French drain 3 feet above the
bottom of the new bulkhead.
Anticipated Impacts
The proposed development will result in the filling of 2,659 square feet of Estuarine
Shorelines and 241.8 square feet of Estuarine Waters Area of Environmental Concern.
Temporary turbidity will occur during construction.

wall. Backfill from top of new wall to top of slope to achive a ./- 40 degree angle on slupe.Place flexamat on new slope to
prevent erosion and provide vegitation.
Utilizing Interlocking bin blocks, stone and filter cloth to construct the bulkhead, a crane to set blocks, excavator and skid steer
loader to place stone,backfill and flexamat. Equipment will be stored on the vacant lot on east side while construction takes
place. Material will be delivered and placed with no long term storage of material as the available work space Is limited.
With the sequence of conctruction events as listed above there will be no negative environmental effects. After project
completion the elimination of erosion and shore line deteriation will be markedly Improved and the use of the waterfront area
will become more functional.

The reason the concrete block bulkhead wall is 4 feet thick at the base is that the wall is designed as a gravity wall and
depends on the mass or weight of the concrete and the weight of the backfill material over the back 2 foot portion
of the wall to offset the overturning moment from the slope it is retaining.

proposes to install a new concrete bulkhead, fill, and grade an eroding steeply slope
hillside to the shoreline and then stabilize the hillside with a flexomat vegetated concrete
block mat at 145 Apache Road in Hertford County.
A copy of the entire application may be reviewed at the office of the Division of
Coastal Management, located at 401 S Griffin St, Ste 300, Elizabeth City, NC, 252-264-
3901 during normal business hours. Comments mailed to Braxton Davis, Director, DCM,
/400 Commerce Avenue, Morehead City, NC 28557, prior to 07/21/20, will be considered
in making the permit decision. Later comments will be considered up to the time of permit
decision. Project modification may occur based on review & comment by the public, state

The NC Division of Coastal Management hereby acknowledges receipt of your application.
for State approval to install a new concrete bulkhead, fill, and grade an eroding steeply slope
hillside to the shoreline and then stabilize the hillside with a flexomat vegetated concrete block
mat at 145 Apache Road in Hertford County.
It was received complete on June 15, 2020 and appears to be adequate for processing at this time.
The projected deadline for making a decision is August 29, 2020. An additional 75-day review
period is provided by law when such time is necessary to complete the review. If you have not
been notified of a final action by the initial deadline stated above, you should consider the review
period extended. Under those circumstances, this letter will serve as your notice of an extended
review. However, an additional letter will be provided on or about the 75th day.
If this agency does not render a permit decision within 70 days from June 15, 2020, you may
request a meeting with the Director of the Division of Coastal Management and permit staff to
discuss the status of your project. Such a meeting will be held within five working days from the
receipt of your written request and shall include the property owner, developer, and project
designer/consultant.
NCGS I I3A-119(b) requires that Notice of an application be posted at the location of the proposed
development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted
at the property of your proposed development. You should post this notice at a conspicuous point
along your property where it can be observed from a public road. Some examples would be:

Re: Major Permit application at 145 Apache Road for bulkhead and
grading slope of lot
Dear Mr. & Mrs. Rochevot:
The NC Division of Coastal Management hereby acknowledges receipt of your application on
April 30, 2020, for State approval for the development of the referenced project. An initial
screening of the submittal package has been conducted as per 15A NCAC 07J.0204 (copies
enclosed). This revealed certain deficiencies, which must be corrected before the application
package can be accepted as complete. To assist you in expediting the permitting process as
much as possible, I am notifying you of these deficiencies immediately so that they can be
quickly corrected to facilitate my detailed review.
Because the deficiencies are easily correctable, I am not returning the original application
package. Please make the needed changes, and submit the appropriate documentation. With
the retained copy of the application, I can commence the detailed review. Please understand
that the subsequent detailed review may reveal additional areas where further information
or documentation is required to demonstrate compliance with the rules directly applicable
to the proposed development. If this occurs, you will be notified of such issues separately.
Our initial screening has identified the following deficiencies:
1. Not all questions on the application have been answered, or indicated as "not
applicable." Please address the following items:
■ Form DCM-MP-1:
- Number 3, about the state road number please enter in 1460 as this
is a state road and that is the corresponding number.
- Number 31, about planning jurisdiction this should be Hertford
County not Harrellesville please correct.
- Number 4.e, about vegetation on the tract, please add deciduous
trees.
- Number 31, about man-made features please add bulkhead and
failing retaining wall as these are also man-made features.

2. Adequate Work Plans or Drawings have not been submitted. Please address the
following items:
■ Plats must be to scale and not greater than 1 inch to 200 feet
■ Each drawing must have a simple Title Block and it must:
- Identify the project or work
- Provide the name of the Applicant
- Provide the date of plat preparation
- Indicate the date of any revisions
- Identify the drawer of the plat
■ A Plan View must be submitted that:
- Distinguishes between existing and proposed features; specifically,
existing retaining wall and the new proposed bulkhead and graded
area.
- Indicates the Shoreline
- Indicates Current Ebb and Flow directions with arrows
- Indicates Creeks
- Indicates Bulkheads
- Indicates Fill Areas
- Indicates Water Depth contours or spot elevations
- Indicates North direction with arrow
- Indicates Property Boundaries
- Indicates Adjacent Property Owners' Names
- Indicates exact location of Fill Retention Bulkheads or Dikes
- Indicates approximate location of Normal Water Level
- Indicates the 30 foot buffer area
- Indicates the 75 foot Estuarine Shorelines AEC
■ A Location Map must be provided to adequately locate the project site.
3. A Narrative Description of the proposed development must be provided. Please
submit a narrative that addresses the full activities of the project, along with
appropriate needed justification for permitting development activities tlgaggj m

To expedite our response to your permitting request, we will commence the detailed review
of your application for a permit pending the receipt of the additional information requested
above. However, the statutorily provided 75/150 days allowed for review cannot commence
until such time as we have received a complete application package. Once your application
has been accepted as complete, you will receive a separate notification letter.
If it is not possible to render a permit decision within 70 days of the date when your
application is received complete, you may request a meeting with the Director of the Division
of Coastal Management and permit staff to discuss the status of your project. Such a meeting
will be held within five working days from the receipt of your written request and shall
include the property owner, developer, and project designer/consultant.
I am also sending a copy of this letter to you by Email to try to expedite the review process.
Our procedures provide for the processing clock to not be suspended if within 3 working
days of the Email, or within 5 working days from the date of this letter, we receive a reply
from you that adequately addresses the issues that have been raised.
