New Bern , as requested in the permittee's application dated 4/17/20,
including attached workplan drawing (1) dated 2/17/20.
This permit, issued on July 23, 2020 , is subject to compliance with the application (where
consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation
if these terms may be subject to fines, imprisonment or civil action; or may cause the permit to De nun anti voia.
Residential Marina Expansion
This permit authorizes only the finger pier expansion and uses located in or over the water that are
expressly and specifically set forth in the permit application. No other structure, whether floating or
stationary, shall become a permanent part of this residential marina without permit modification. No
non -water dependent uses of structures shall be conducted on, in or over Public Trust waters without
permit modification.
2) No sewage, whether treated or untreated, shall be discharged at any time from any boats using the
residential marina. Any sewage discharge at the residential marina shall be considered a violation of
this permit for which the permittee is responsible. This prohibition shall be applied and enforced
throughout the entire existence of the permitted structure.

This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2023
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
3) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S.
Coast Guard, through regulation or otherwise, on the authorized facilities. At minimum, permanent
reflectors shall be attached to the structure in order to make it more visible during hours of darkness or
inclement weather.
4) This permit does not authorize any new formalized boat slips. The residential marina is authorized for
no more than 13 formalized boat slips.
5) The residential marina shall display a sign showing the location of the nearest pumpout facility,
including other appropriate waste disposal information, at the entrance and exit from the main pier.
6) No attempt shall be made by the permittee to prevent the full and free use by the public of all navigable
waters at or adjacent to the authorized work.
7) The authorized structure and associated activity shall not cause an unacceptable interference with
navigation and shall not exceed the dimensions shown on the attached permit drawings.
8) This permit does not authorize the interference with any existing or proposed Federal project, and the
permittee shall not be entitled to compensation for damage to the authorized structure or work, or injury
which may be caused from existing or future operations undertaken by the United States in the public
interest.
Easement
9) An Easement from the Department of Administration's State Property Office may be required under
N.C.G.S. 146-12(e). The permittee shall contact the State Property Office prior to the initiation of
construction of any structures over state-owned submerged lands to determine if such an easement will
be required. Any required easements shall be obtained, and a copy provided to the Division of Coastal
Management, prior to the construction of any new boat slips or other docking facilities authorized under
this permit.
USACE Conditions
10) The permittee understands and agrees that, if future operations by the United States requires the
removal, relocation, or other alteration of the structure or work authorized by this permit, or if in the
opinion of the Secretary of the Army or his authorized representative, said structure or work shall cause
unreasonable obstruction to free navigation of the navigable waters, the permittee shall be required,
upon due notice from the Corps of Engineers, to remove, relocate or alter the structural work or
obstructions caused thereby, without expense to the United States or the state of North Carolina. No
claim shall be made against the United States or the state of North Carolina on account of any such
removal or alteration. The permittee shall notify NOAA/NATIONAL OCEAN SERVICE Chief Source
Data Unit N CS261, 1315 E West HWY-RM 7316, Silver Spring, MD 20910-3282 at least two weeks
prior to beginning work and upon completion of work.

ADDITIONAL CONDITIONS
General
11) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
12) The permittee shall maintain the authorized work in good condition and in conformance with the terms
and conditions of this permit. The permittee is not relieved of this requirement if he or she abandons the
permitted activity without having it transferred to a third party.
13) All debris associated with the removal or construction of the permitted facility shall be contained within
the authorized project area and removed to an appropriate upland location.
14) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General
Permit 198000291 (Action ID SAW-2020-00784).
NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Water
Quality Certification 4175 and assigned the project DWR Project No. 2020-0576.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 808-2808 prior to the commencement of any
such activity for this determination. The permittee is further advised that many land disturbing
activities are not authorized within 50 feet of the normal water level unless specifically exempted
by Environmental Management Commission's (EMC) Neuse River buffer regulations in
place at the time of such development.
NOTE: An application processing fee of $250 was received by DCM for this project.

repair and extend one of the finger piers and provide pilings for securing of a boat.

The following is my assessment and consequent recommendations of the above referenced proposal: This
proposal incorporates 1,950 square feet of Public Trust waters. These waters of the Neuse River are closed to
shellfish harvest. This waterbody is not a Primary Nursery Area. This area is subject to the Neuse River Basin
Riparian Buffer Rules. The proposal is within a Federal Channel setback. Assuming other state and federal
agencies concur, the Morehead City District staff recommends that the project be authorized as it is proposed
with permit conditions specifying that the authorized work not encroach further into the Federal Channel
setback.

CONSISTENCY DETERMINATION: The request is consistent with/not in conflict with the New Bern,
Bend, Trent Woods Regional Land Use Plan certified by the CRC on February 24, 2011.
Overview: The applicant proposes to extend an existing boat slip within the Neuse River, adjacent to 101
Queen Street, New Bern, Craven County. This property is currently developed with a community marina
and townhomes (ref CAMA Major Permits 21-9 7 & 101-04). The adjacent riparian properties are
developed with a residence to the south and a road right-of-way to the north. The applicant is proposing
to replace the existing 4' by 15' finger pier with a 4' by 65' finger pier. This proposed expansion would
include the installation of six new tie pilings. The existing width of the boat slip would not change. The
normal water level depths within this slip range from-10'to -11'deep. This proposal appears to be located
within a Federal Channel setback.
AECs involved include PTA (Public Trust Area) and EW (Estuarine Waters). The property is located within
a Special Flood Hazard Area, AE (8) Flood Zone, and the parcel is subject to the Neuse River Riparian Buffer
Rules. The waters of the Trent River are classified as SB; Sw, NSW, is not designated as a Primary Nursery
Area, and is closed to the taking of shellfish. There are no Coastal Wetlands within the project area, and
no Submerged Aquatic Vegetation (SAV) was observed at the site. There are no cultural resources in the
project area.
Anticipated Impacts: While this proposal appears to be located within a Federal Channel setback, this
proposal would not pose a hazard to navigation as it would be within an existing boat slip previously
authorized (ref. CAMA Major Permit #21-97). The proposed structure would shade 260 square feet of
Public Trust Area. Traditional marine construction methodology will be utilized during the construction
of this project. Turbidity impacts are not anticipated during the pile driving activities in4t%l� Lolmv[6D

Basis for Determination:
The New Bern, River Bend, Trent Woods Future Land Use Map (FLUM) designates the site as Developed
and Conservation (due to AECs). The following LUP policies may be applicable to this request:
Estuarine Systems
Policy ES 1, page 73: The municipalities will restrict development in estuarine waters and public trust areas
to those uses which will not cause significant degradation of the natural function or condition of these
waters. Uses that are water dependent and cannot function elsewhere will be permitted in estuarine
waters and public trust areas consistent with Land Use/ Zoning Ordinances.
Marinas, Piers, Docks, and Floating Home Development:
Policy MP 1, page 74. [Applies only to New Bern]: The city will permit the development of new marinas,
the expansion of existing marinas, and the development of noncommercial docking facilities to serve
individual residential lots. The City encourages participation in the NC DCM Clean Marina Program.
Land Development Policies:
Action Item LI 1b, page 77. (Applies only to New Bern and River Bend]: Residential, commercial, public,
and institutional land development in the estuarine shoreline will be allowed only if the applicable
permitting agency has determined that such development meets state and federal permitting
requirements for acceptable impacts on estuarine resources and water quality. The proposal shall also
meet local land use regulations.
Water Quality:
Policy WQ 6: Development will adhere to the Neuse Buffer Rules as an effective, low cost means of
protecting water quality.
Estuarine Water and Public Trust Area:
Action Item EW 1a, pg. 89: Only those uses which are water dependent and cannot function elsewhere
will be permitted in estuarine waters and public trust areas consistent with CAMA 7H Use Standards and
the Land Use Ordinance, including piers, marinas, docks and other water dependent uses.

Reference the application of Queens Point East Owners Association for a Department of
the Army permit to replace a 4 by 15 finger pier with a 4 by 65 finger pier, onsite an existing
Community Dock located at 101 Queen Street, in the City of New Bern, adjacent to the Neuse
River, in Craven County, North Carolina.
The Federal agencies have completed review of the proposal as presented by the
application and your field investigation report.
We recommend that the following conditions be included in the State authorization:
1. All work authorized by this permit must be performed in strict compliance with the
attached plans, which are a part of this permit. Any modification to these plans must be approved
by the US Army Corps of Engineers (USACE) prior to implementation.
2. The permittee understands and agrees that, if future operations by the United States
require the removal, relocation, or other alteration, of the structure or work herein authorized, or
if, in the opinion of the Secretary of the Army or his authorized representative, said structure or
work shall cause unreasonable obstruction to the free navigation of the navigable waters, the
permittee will be required, upon due notice from the U.S. Army Corps of Engineers, to remove,
relocate, or alter the structural work or obstructions caused thereby, without expense to the
United States. No claim shall be made against the United States on account of any such removal,
relocation, or alteration. The permittee shall notify NOAA/NATIONAL OCEAN SERVICE
Chief Source Data Unit N CS261, 1315 E West HWY- RM 7316, Silver Spring, MD 20910-
3282 at least two weeks prior to beginning work and upon completion of work.
3. The authorized structure and associated activity must not interfere with the public's right
to free navigation on all navigable waters of the United States. No attempt will be made by the

permittee to prevent the full and free use by the public of all navigable waters at or adjacent to
the authorized work for reason other than safety.

You have our approval for the impacts listed below for the purpose described in your application received by the Division
of Water Resources (Division) on April 27, 2020. These impacts are covered by the attached Water Quality General

Narrative Description:
The property is located adjacent to the Neuse River at 101 Queen Street in New Bem, Craven County.
This property is currently developed with a community marina and townhomes (ref. CAMA Major
Permits 21-97 & 101-04). The adjacent riparian properties are developed with a residence to the south
and a road right-of-way to the north.
The elevation of the adjacent high ground of the parcel is approximately 6' above the normal water
level (nwl). Vegetation on the adjacent parcel mainly consists of lawn grasses. There are no Coastal
Wetlands within the project area. The parcel has 7' of continuous shoreline along the Neuse River.
Immediate offshore water depths adjacent to the parcel range from —2' to —11' normal water level
(NWL). The subaqueous substrate is firm without shell.
This proposal appears to be located within a Federal Channel setback. There is not a cultural resource
in the project area. This waterbody is approximately 5,130' across at this location. These joint waters
are not classified as a Primary Nursery Area. Submerged aquatic vegetation was not observed at this
location. This area is closed to shellfish harvest and is classified as SB; Sw; Nutrient Sensitive
Waters. This parcel is subject to the Neuse River Riparian Buffer Rules.
Proposed Development:
The applicant proposes to extend an existing boat slip within the Neuse River, in New Bern. The
proposed development would take place adjacent to 101 Queen Street, Craven County. This proposal
is for private use at an existing community docking facility.
The applicant is proposed to replace the existing 4' by 15' finger pier with a 4' by 65' finger pier.
This proposed expansion would include the installation of six new tie pilings. The existing width of
the boat slip would not change. The normal water level depths within this slip range from -10' to -11'
deep.
Anticipated Impacts:
This proposal appears to be located within a Federal Channel setback. However, this proposal would
not pose a hazard to navigation as it would be within an existing boat slip previously authorized (ref.
CAMA Major Permit #21-97). The proposed structure would shade 260 square feet of of Public
Trust Area. Traditional marine construction methodology will be utilized during the construction of
this project. Turbidity impacts are not anticipated during the pile driving activities in the Neuse
River.
There is not a cultural resource in the vicinity of the project area. This project area is not subject
to the Neuse River Riparian Buffer Rules. These waters of the Neuse River are not classified as
a Primary Nursery Area and the presence of submerged aquatic vegetation was not observed.
This area is closed to shellfish harvest and is classified as SB; Sw; Nutrient Sensitive Waters.

Background:
Queens Point is a residential townhouse community located in the historic area of
downtown New Bern, along the Neuse River approximately 0.8 miles north of the
confluence of the Neuse and the Trent River. CAMA Major Permit #21-97 authorized
the development which was built in 1999-2000 containing 13 townhouses and a 10-slip
docking facility for the exclusive use of the townhouse owners. In 2004 three slips were
added to the marina, authorized by CAMA Major Permit #101-04.
Current Marina.
Figure 1 shows the marina prior to Hurricane Florence. It currently looks very similar,
other than the fact the gazebo at the end of the dock was destroyed in the storm.

The marina was built with shorter finger piers on the northern side of the main dock than
the ones on the southern side. This was not, however, done because of a possible
infringement on the Riparian Access Line on the northern end. As can be seen in the
survey (taken from the Craven County GIS) shown as Figure 2, the end of the main dock
is approximately in the middle of the property -- the distance from the main dock to the
northern Riparian Access Line is the same as the distance to the southern Riparian Access
Line.

Proposed Project -- Finger Pier Extension.
At the annual meeting of the Queens Point East Owners Association, Inc, held on January
27, 2019, a plan was presented to replace and extend the pier between Slip F and G, was
voted on and approved unanimously. The following is an excerpt of the minutes of that
meeting:
"Mark Homby presented a plan for the replacement and extension of the finger pier
between Slip F and G (see attachment). Motion made by Mark Homby, seconded, and
passed unanimously, subject to all CAMA and other regulatory approvals."
Figure 3 shows the proposed extension of the last finger pier on the northern side of the
marina. The proposed changes are noted in yellow. The extension to 65' will mirror the
last finger pier on the southern side of the main dock, which is also 65'. This extension
allows for a 20'+ distance from the end of the extended finger pier to the northern
Riparian Access Line.

Proposed Project Scope.
The proposed project involves (1) removing the current finger pier which is in poor
repair, (2) installing a new 65' x 4' finger pier in the same location as the original one, and
(3) installing tie pilings. Details are:
• Pilings will be 10" diameter 35' long marine grade pilings. There will also be six
(6) 12" x 40' long tie poles. Pilings will be driven 10' into the ground with a
vibrator hammer.
• The contractor will pull and reuse six (6) existing pilings along the western, near
shore side of the finger pier. One (1) existing piling will be reinstalled next to a
new 40" outer tie pole and bolted together.
• Headers will be 2" x 10" treated lumber. This lumber will be attached to the
pilings using 5/8" galvanized timber bolts.
• Every other piling/header will have cross bracing, five (5) total.
• Stringers will be 2" x 8" treated lumber. Outside stringers will be attached to
pilings using 5/8" galvanized timber bolts. Center stringers will be attached to
headers using vertical blocking.
• Decking will be 2" x 6" #1 or #2 prime lumber. This lumber will be attached to
stringers using 3" stainless steel screws.

This permit, issued on Jnlg 15, 2004 is subject to compliance with the application (where consistent

Marina Expansion
1) The marina will display a sign showing the location of the nearest pumpout facility, including other
appropriate waste disposal information, at the entrance and exit from the main pier.
2) No sewage, whether treated or untreated, shall be discharged at any time from any boats using the
marina. Any sewage discharge at the. marina shall be considered a violation of this permit for which
the permittee is responsible. This prohibition shall he applied and enforced throughout the entire
existence of the permitted structure.
(See attached sheets for Additional Conditions)
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resoiution prior to work initiation or
continuance as the. case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or'project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2007

ADDITIONAL CONDITIONS
3) This permit authorizes only the finger pier and four (4) associated tie pilings located in or over the water
that are expressly and specifically set forth in the. permit application. No other strui:ture, whether
floating or stationary, may become a permanent part of this marina without permit modification. No
non -water dependent uses of structures may be conducted on, in or over public trust waters without
permit modification.
4) The authorized structures shall have a minimum setback distance of 15 feet between any parts of the
structure and the adjacent property owner's riparian access corridor, which is detem-tined by drawing a
line parallel to the channel, then drawing a line perpendicular to the channel line that intersects with the
shore at the point where the upland property line meets the water's edge.
5) No attempt will be made by the permittee to prevent the full and free use by the public of all navigable
waters at or.adjacent to the authorized work.
6) The authorized structure and associated activity must not cause an unacceptable interference with
navigation.
7) The petmittee will maintain the authorized work in good condition and in.conformance with the terms
and conditions of this permit. The permittee is not relieved of this requirement if he abandons the
pennitted activity without having it transferred to a third party.
B) This permit does not authorize the interference .with any existing or proposed Federal project, and the
permittee will not be entitled to compensation for damage to the authorized structure or work, or injury
which may be caused from existing or future operations undertaken by the United States in the public
interest.
9) The permittee must install and maintain at his expense any signal lights or signals prescribed by the U.S.
Coast Guard, through regulation or otherwise, on the authorized facilities... At a minimum, permanent
reflectors should be attached to the structure in order to make it more visible during hours of darkness or
inclement weather.
10) ._ -This permit -authorizes an additional three (3) boat slips for a maximum of thirteen (13) boat slips.
11) Boats utilizing the docking facility will be subject to frequent wavewash from passing vessels. The
issuance of this permit does not relieve the pen nittee from taking all proper.steps to ensure the integrity
of the structure and the safety of moored boats. The permittee shall not hold the State of North Carolina
or the United States Iiable for any damage to the structure or moored boats.
NOTE: Any proposal to expand by 25% or greater the number of boat slips at, the authorized 13-slip
facility will require an additional review under the N.C. Environmental Policy Act (NCEPA).
NOTE: It is strongly recommended that the permittee. exercise all available precautions in the day-to-day
operation of the facility to prevent facility waste from entering the adjacent waters. Such
discharge, either directly or indirectly, to adjacent waters could contravene state water quality
standards, thereby violating state law.

General
12) The permittee understands and agrees that, if future 'operations by the United States requires the
removal, relocation, or'other alteration of the structure or work authorized by, this permit,,. or if in the
opinion of the Secretary the Army or his authorized representative, said structure or work shall cause
unreasonable obstruction to free navigation of the navigable waters, the petmittee will be required, upon
due notice from the Corps of Engineers, to remove, relocate or alter the structural work or obstructions
caused thereby, without expense to the United States or the state of North Carolina. No claim shall be
made against the United States or the state of North Carolina on account of any such removal or
alteration.
13) Any mitigative measures or environmental commitments specifically made by the applicant in the
Environmental Assessment for this project should be implemented, regardless of whether or not such
commitments are addressed by individual conditions of this permit.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: Future development of the permittee's property may require a modification of this permit.

.such activity for this determination.
NOTE: Any future development within 50 feet of the normal water level must be consistent with
Environmental Management Commission (EMC) Neuse River buffer regulations in place at the
time of such development.

Queens Point is a residential townhouse community located in the historic area of
downtown New Bern, along the Neuse River approximately 0.8 miles north of the
confluence of the Neuse and the Trent River. CAMA Major Permit #21-97 authorized
the development which was built in 1999-2000 containing 13 townhouses and a 10-slip
docking facility for the exclusive use of the townhouse owners.
Current Marina.
Figure 1 shows the marina prior to Hurricane Florence. It currently looks very similar,
other than the fact the gazebo at the end of the dock was destroyed in the storm.

The marina was built with shorter finger piers on the northern side of the main dock than
the ones on the southern side. This was not, however, done because of a possible
infringement on the Riparian Access Line on the northern end. As can be seen in the
survey (taken from the Craven County GIS) shown as Figure 2, the end of the main dock
is approximately in the middle of the property -- the distance from the main dock to the
northern Riparian Access Line is the same as the distance to the southern Riparian Access
Line.

Proposed Project -- Finger Pier Extension. DCM-MHD CITY
At the annual meeting of the Queens Point East Owners Association, Inc, held on January
27, 2019, a plan was presented to replace and extend the pier between Slip F and G, was
voted on and approved unanimously. The following is an excerpt of the minutes of that
meeting:
"Mark Homby presented a plan for the replacement and extension of the finger pier
between Slip F and G (see attachment). Motion made by Mark Homby, seconded, and
passed unanimously, subject to all CAMA and other regulatory approvals."
Figure 3 shows the proposed extension of the last finger pier on the northern side of the
marina. The proposed changes are noted in yellow. The extension to 65' will mirror the
last finger pier on the southern side of the main dock, which is also 65'. This extension
allows for a 20'+ distance from the end of the extended finger pier to the northern
Riparian Access Line.

Proposed Project Scope.
The proposed project involves (1) removing the current finger pier which is in poor
repair, (2) installing a new 65' x 4' finger pier in the same location as the original one, and
(3) installing tie pilings. Details are:
• Pilings will be 10" diameter 35' long marine grade pilings. There will also be six
(6) 12" x 40' long tie poles. Pilings will be driven 10' into the ground with a
vibrator hammer.
• The contractor will pull and reuse six (6) existing pilings along the western, near
shore side of the finger pier. One (1) existing piling will be reinstalled next to a
new 40" outer tie pole and bolted together.
• Headers will be 2" x 10" treated lumber. This lumber will be attached to the
pilings using 5/8" galvanized timber bolts.
• Every other pilingtheader will have cross bracing, five (5) total.
• Stringers will be 2" x 8" treated lumber. Outside stringers will be attached to
pilings using 5/8" galvanized timber bolts. Center stringers will be attached to
headers using vertical blocking.
• Decking will be 2" x 6" #1 or #2 prime lumber. This lumber will be attached to
stringers using 3" stainless steel screws.

Project Narrative
Background:
Queens Point is a residential townhouse community located in the historic area of
downtown New Bern, along the Neuse River approximately 0.8 miles north of the
confluence of the Neuse and the Trent River. The development was built in 1999-2000
and contains 13 townhouses. Shortly after the townhouses were built, a marina was
established containing 10 deeded slips for the exclusive use of the townhouse owners.
Current Marina.
Figure 1 shows the marina prior to Hurricane Florence. It currently looks very similar,
other than the fact the gazebo at the end of the dock was destroyed in the storm.

The marina was built with shorter finger piers on the northern side of the main dock than
the ones on the southern side. This was not, however, done because of a possible
infringement on the Riparian Access Line on the northern end. As can be seen in the
survey (taken from the Craven County GIS) shown as Figure 2, the end of the main dock
is approximately in the middle of the property -- the distance from the main dock to the
northern Riparian Access Line is the same as the distance to the southern Riparian Access
Line.

Proposed Project -- Finger Pier Extension.
Figure 3 shows the proposed extension of the last finger pier on the northern side of the
marina. The proposed changes are noted in yellow. The extension to 65' will mirror the
last finger pier on the southern side of the main dock, which is also 65'. This extension
allows for a 20'+ distance from the end of the extended finger pier to the northern
Riparian Access Line.

Proposed Project Scope.
The proposed project involves (1) removing the current finger pier which is in poor
repair, (2) installing a new 65' x 4' finger pier in the same location as the original one, and
(3) installing tie pilings. Details are:
Pilings will be 10" diameter 35' long marine grade pilings. There will also be six
(6) 12" x 40' long tie poles. Pilings will be driven 10' into the ground with a
vibrator hammer. RECEIVED

• The contractor will pull and reuse six (6) existing pilings along the western, near
shore side of the finger pier. One (1) existing piling will be reinstalled next to a
new 40" outer tie pole and bolted together.
• Headers will be 2" x 10" treated lumber. This lumber will be attached to the
pilings using 5/8" galvanized timber bolts.
• Every other piling/header will have cross bracing, five (5) total.
• Stringers will be 2" x 8" treated lumber. Outside stringers will be attached to
pilings using 5/8" galvanized timber bolts. Center stringers will be attached to
headers using vertical blocking.
• Decking will be 2" x 6" 41 or #2 prime lumber. This lumber will be attached to
stringers using 3" stainless steel screws.

The DCM is in receipt of your CAMA Major Permit application. It is thorough and well prepared. However, the following
items require your revisions prior to the DCM being able to accept this application as complete for processing:
1. DCM MP-1, 1: the Craven County GIS states that the mailing address for the association is 101 Queen Street
(also, please clarify who the president of the association is);
2. DCM MP-1, 4a: please revise your answer to reflect the association's shoreline (i.e. 7');
3. DCM MP-1, 4b: please revise your answer to reflect the association's high ground ownership of approximately
232 sq ft;
4. DCM MP-1, 4e: please state that there is no vegetation on this parcel;
5. DCM MP-1, 4g: please revise your answer to reflect that there are townhomes on either side of the
association's tract;
6. DCM MP-1, 4p: please state that there are no treatment systems;
7. DCM MP-1, 6b-c: please submit to -scale drawings of the existing and proposed development and a location
map;
8. DCM MP-1, 6d: please submit a copy of the deed or easement;
9. DCM MP-1, 6e: please submit $250 payable to the NCDEQ;
10. DCM MP-1, 6f: please submit the signed green cards;
11. DCM MP-1, 6g: please reference CAMA Major Permit #21-97 which authorized the townhomes and 10-slip
docking facility;

13. DCM MP-4,1g-h: please revise your answer to reflect the previously authorized ten boat slips;
14. DCM MP-4, 7b: please revise your answer to state 540 ft;

16. Project Narrative: please include the CAMA Major Permit #21-97 in the background information as well as
discussing covenants that allow for boat slip owners to modify assigned boat slips;
17. Work Plan Drawings: please submit to -scale, titled drawings of existing conditions, proposed conditions, and
proposed side -view relative to the normal water level and bottom substrate.
