l) This Transfer must be attached to copies of the following permit documents, which includes all
application forms and workplan drawings:
a. The New Permit 18-21 issued on 3/3/21;
2) Copies of all referenced documents shall be readily available on site when a Division representative
inspects the project for compliance. In accepting this transfer, the new permittee agrees that all
conditions and stipulations of the active permit remain in force.

This permit action maybe appealed by the permittee or other
qualified persons within hventy (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2024

Ms. Meghan Zehringer Project Engineer for National Gypsum Company is requesting to transfer State Permit
No. 18-21. It was originally issued to National Gypsum Company on February 11, 2021 for maintenance
dredging of the berth footprint previously authorized in State Permit 102-94. State Permit 102-94 was
renewed twice, modified on November 17, 2003, and expired on December 31, 2007, The active permit,
State Permit No.18-21 expires on December 31, 2024. The requested transfer is to a corporate entity (Gold
Bond Building Products, LLC) created by the parent company, National Gypsum Company (New NGC, Inc.)
to separate product lines.
Ms. Zehrnger has submitted a check for $100.00 (no. 920644) for the transfer. This Office has no objection
to the transfer and renewal of State Permit No.18-21. A copy of the deed is included with this request.

Just recently, National Gypsum Company separated its product lines into independent corporate entities to
enhance the focus on product lines. To do this, all their facilities processing Gold Bond products were shifted
under a new corporate entity named Gold Bond Building Products, LLC. The Wilmington facility was not sold,
it was just renamed to reflect the new entity (the operational control of the facility has not changed).
Due to this change, we would like to change the entity name/contact person on the permits that were
recently issued for the maintenance dredging at this facility (the permit numbers are provided below). Please
let us know if this is possible and if so, what the process is to change the entity/contact on the permits?
