Noah,
I just saw this come in so I'll go ahead tell you, "yes," please, send certified so you can get things rolling.
Then you can track the certified mail tracking number and even print out the tracking record and/or provide
Heather a copy of the tracking report. Once they receive the document, we start a 10 day clock. If we don't
receive a response from them in 10 days, on the 11th day, we may likely be able to issue the permit
pending the project meets all the criteria in the rules for the proposed development.
If it comes back undeliverable, we will need to verify the correct mailing address was used. Then we may
attempt alternative methods such as email with a receipt for delivered and read that can be printed out.

We emailed copies to one neighbor and hand delivered the one that we have returned. We sent them
out around March and I resent it later in the month but did not receive a response. We would like to
get this process -moving forward, would we need to send it via certified mail?

Please contact the Division's Field Representative for this area, Heather Styron. She will be able to assist
you with the notification and permit process. You may reach Heather by email at
Heather. M.Styron a(),ncdenr.,aov; or by her mobile work phone at 252.725.3903.
We will need to know the process in which you attempted to notify the adjacent property owner. If you
used the 10-Day Form," which is required to be sent via certified or registered mail, then we can assist
you with the tracking process to see if the notification is in process of being delivered, has been delivered,
or is being returned to sender. If you sent by regular USPS first class postage, we might need to ask you
to send it again on the 10-day form through certified or registered mail.
The adjacent riparian property owner's lack or refusal to send a notification back may not necessarily
prevent a project from occurring, but it can delay a project until there is sufficient notification attempts
made to show a good faith effort has been made.
