as authorized by the State of North Carolina, Department of Environment,
and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statutes, "Coastal Area Management"
Issued to Stuart and Bonnie Myers authorizing development in Ocean Hazard Area of Environmental Concern (AEC)
at 748 New River Inlet Road, in North Topsail Beach, Onslow County as requested in the permittee's application, dated
November 8, 2012, and received by DCM on November 13, 2012. This permit, issued on December 17, 2012, is
subject to compliance with the application and site drawing (where consistent with the permit), all applicable regulations
and special conditions and notes set forth below. Any violation of these terms may subject permittee to a fine,
imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: Construction of a dwelling with decking, driveway, parking and amenities.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received on November 13, 2012.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at
completion of work.
(5) The structure(s) must set back a minimum of 60 feet from the first line of stable natural vegetation (FLSNV), as determined
by the DCM, the LPO, or other assigned agent of the DCM.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. From the date of an appeal, any
work conducted under this permit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permit officer when the '
project is inspected for compliance. Any maintenance work or project Jason Dail

(6) The permittee is required to contact the Local Permit Officer (910) 796-7221, shortly before he plans to begin
construction to arrange a setback measurement that will be effective for sixty (60) days barring a major shoreline
change. Construction must begin within sixty (60) days of the determination or the measurement is void and must
be redone.
(7) All buildings constructed within the ocean hazard area shall comply with the NC Building Code, including the
Coastal and Flood Plain Construction Standards of the N. C. Building Code, and the Local Flood Damage
Prevention Ordinance as required by the National Flood Insurance Program. If any provisions of the building code
or a flood damage prevention ordinance are inconsistent with any of the following AEC standards, the more
restrictive provision shall control.
(8) Any structure authorized by this permit shall be relocated or dismantled when it becomes imminently threatened by
changes in shoreline configuration. The structure(s) shall be relocated or dismantled within two years of the time
when it becomes imminently threatened, and in any case upon its collapse or subsidence. However, if natural
shoreline recovery or beach renourishment takes place within two years of the time the structure becomes
imminently threatened, so that the structure is no longer imminently threatened, then it need not be relocated or
dismantled at that time. This condition shall not affect the permit holder's right to seek authorization of temporary
protective measures allowed under CRC rules.
(9) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third -party.
(10) All pilings associated with the proposed uncovered deck, located on the seaward side of the proposed pool, shall
be structurally independent of the primary structure. The deck may be cosmetically attached; however, the structure
(deck) shall have its own supporting pilings and bracing system.
(11) The total square footage of decking within 60 feet of the FLSNV shall be limited to 500 square feet or less.
(12) All buildings constructed within the Ocean Hazard area shall comply with the NC Building Code, including the
Coastal and Flood Plain Construction Standards of the N. C. Building Code, and the Local Flood Damage
Prevention Ordinance as required by the National Flood Insurance Program. If any provisions of the building code
or a flood damage prevention ordinance are inconsistent with any of the following AEC standards, the more
restrictive provision shall control.
(13) All buildings must be elevated on pilings with a diameter of at least 8 inches in diameter if round, or 8 inches to a
side if square; and the first floor level of the sills and joists must meet the 100-year flood level elevation.
(14) All pilings shall have a tip penetration greater than eight feet below the lowest ground elevation under the structure.
Dune disturbances will be allowed only to the extent necessary for development and if the dune's protective value
is not weakened or reduced. Disturbed dune areas will be immediately stabilized. (15) The total square footage of the proposed structures shall not exceed 4,911 square feet.FC`c

1. The N.C. Residential Code specifies that "Exterior walls of structures in the 120 and 130 mph
zones shall be anchored to the footing..." All builders building residential structures in these

wind zones should be familiar with the code specifications in Chapers 44 and 45. The purpose

of this section is to expand on these code requirements with our general recommendations.

2. There should be a continuous anchorage load path for all houses in the high wind zones.

This load path should include the following areas:
A. Crawl Space Foundation - Crawl space foundations are anchored to the continuous

footing below grade. The foundation anchors should be installed continuous from the footing to
the double sill plate as shown on our plans and per code requirements. At that point, the double
wall plate acts as the connecting element for the foundation anchors and the structural wall

sheathing. Generally the 1/2" wall sheathing attaches to the double sill plate with two rows of 8d
nails @ 3' O.C. Staggered.

B. Piling Foundation - The 8x8 Pilings are generally anchored to the ground with the piling

C. Walls - The walls are generally anchored using the 12' structural sheathing. This

sheathing is generally attached with 8d nails @ 3" O.C. at all edges and 12' O.C. intermediate.

All panel edges are blocked with 2x4 blocking and the sheathing attaches to these blocks with
two rows of 8d nails @ 3" O.C. Staggered. Care must be taken to locate structural sheathing
breaks at least 12' away from all construction joints. This is to allow the structural sheathing to

D. Roof - The wall sheathing generally continues to the double top plate and attaches
with two rows of 8d nails @ 3. O.C. Staggered. Then the roof rafters or roof trusses anchor to
the double top plates and wall sheathing with hurricane anchors. The roof truss anchors are

sized per the uplift value shown on the sealed truss shop drawing. Roof rafters are anchored
per the values shown in the N.C. Residential Code. Common hurricane anchors in our area are

Simpson MTS 12 Twist Straps and H10 Hurricane Clips, but you should size your anchors

specifically for your application. For stick built roofs, use (2) MTS 12 Twist Straps for all hip
beams and valley beams for anchorage.
This summary explains the general anchorage methods for our area. There are many other

methods for anchorage such as continuous threaded rod, etc. These may be substituted if

properly designed by a qualified design professional.
3. All exterior walls should be treated as walls that require continuous anchorage. Also, some
interior walls that carry roof loads must be anchored as well.
4. All porches should have a continuous anchorage load path as well. This load path should
extend from footing to roof continuously as described for the house.

MOISTURE INTRUSION AND CONTROL:
1. General - Moisture intrusion protection is the responsibility of the builder. We feel that this is a
very important issue. We recommend that the builder do the best job possible in this area. Make
cn
sure to properly flash all possible moisture intrustion areas. Please consider the following items
when coming up with your own plan to protect against moisture intrusion.
2. House Wrap - If house wrap is used, make sure to install it per all manufacturer's

requirements. Make sure that the chosen wrap is compatible with the siding to be installed. When

appropriate, we prefer 301b. felt paper that has been carefully installed. Make sure to lap the joints
properly and attach properly.

3. Window Flashing - Make sure to pay careful attention to the window installation and flashing

as this is a high potential area for leaks. Install flashing per the manufacturer's recommendations

and per the best practices known by the building contractor.

4. Avoid Too Tight Construction - If you build a building perfectly fight, you may create a

situation where if moisture gets in, it can't get ouL Make sure to leave a drainage plain for any

moisture that gets behind the siding. Also, avoid plastic vapor barriers on the inside of wood

framed walls as this can cause a place for moisture to stop and condense.
5. Moisture Damage Prevention - If there is a potential for moisture damage in the future, you

should take measures to prevent it To do this, we recommend using a Borate Treatment for
untreated wood. Some pest control companies apply borate treatments, such as BoraCare, to

framing in place. You can also purchase borate treated lumber from lumber suppliers.

6. Crawl Space Areas - In our moist environment, crawl spaces can cause moisture problems if

conventionally vented. We recommend using a sealed crawl space with a dehumidifier or

conditioned space. The builder or other subcontractor is responsible for the design of the crawl

AVOIDING MOISTURE DAMAGE 1N PILINGS:

1. Treatment at Cuts - Al pilings should be Southern Yellow Pine pressure treated with CCA

treatment to a treatment of at least 0.8 pd. Any location where the piling has been rut or

damaged should be treated with a site applied preservative, such as Cuprinoi Green #10 Wood
Preservative.
2. Treatment at Holes or Concrete Contact - Where pilings are in contact with collar footings or
grade beams with embedded rebar, there is a Potential for moisture damage. To prevent damage

to pilings, treat any holes or areas of concrete contact, particularly at grade level, with coal tar
roofing cement meeting ASTM D5643 (See AWPA M4-06 for more treatment details). Another
