HomeMy WebLinkAbout51-20 Camden CountyFPetmit Class Permit Number 51-20 STATE OF NORTH CAROLINA Department of Environmental Quality and Coastal Resources Commission Permit for X Major Development in an Area of Environmental Concern pursuant to NCGS 113A-118 X Excavation and/or filling pursuant to NCGS 113-229 Issued to Camden County, PO Box 190, Camden, NC 27921 Authorizing development in Camden County at adi. to the Pasquotank River, at the end of Milltown Rd.. 0 Beach Tree Dr., in Shiloh, as requested in the permittee's application dated 12/20/19 (MP-1) and 2/17/20 (MP-2,4), incl art workplan drawings (4), Sheets 1 of 2 dated 1/10/20, Sheet 2 of 2 dated 2/17/20 & Sheets SI&S2 of 2 all dated "Revised 2/24/20". This permit, issued on May 4, 2020 , is subject to compliance with the application (where consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be subject to fines, imprisonment or civil action; or may cause the permit to be null and void. In -Water Work Moratorium 1) In order to reduce the potential for negative effects on the spawning migration of anadromous fish, no in -water work shall be permitted between February 15 and September 30 of any year without the prior approval of the Division of Coastal Management, in consultation with appropriate resource agencies. Groins 2) The groin shall be constructed in accordance with the alignment depicted on the attached workplan drawings. (See attached sheets for Additional Conditions) This permit action may be appealed by the permittee or other Signed by the authority of the Secretary of DEQ and the Chair qualified persons within twenty (20) days of the issuing date. of the Coastal Resources Commission. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. Davis, Director Division of Coastal Management This permit and its conditions are hereby accepted. )On4P/ /l2l.44dJL_$ignature of Permittee Camden County Permit No. 51-20 Page 2 of 5 ADDITIONAL CONDITIONS 3) The alignment of the authorized groins shall be verified by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. 4) The permitted groins shall be constructed of treated wood, plastic lumber, metal or vinyl sheet piles or other suitable materials approved by Department personnel. 5) The groin to the east shall have a minimum setback distance of 15 feet between any parts of the structure and the adjacent property owner's area of riparian rights. Boat Ramp 6) Unless specifically altered herein, this permit authorizes one concrete boat ramp, as indicated on the attached workplan drawings. 7) The boat ramp shall be poured entirely within a watertight containment structure. Live concrete shall not be allowed to contact waters of the State or waters that will enter waters of the State. 8) Placement of fill materials below normal water level shall be limited to the ramp structure. 9) Excavation and ground disturbing activities, associated with the placement of the boat ramp, above and below the normal water line shall be limited to that absolutely necessary to establish adequate ramp slope and provide a ramp no greater in size than specified in the attached permit application and workplan drawings. 10) This permit authorizes only the pier and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structure, whether floating or stationary, shall become a permanent part of this boat ramp without permit modification. No non -water dependent uses of structures shall be conducted on, in or over Public Trust waters without permit modification. 11) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S. Coast Guard, through regulation or otherwise, on the authorized facilities. At minimum, permanent reflectors shall be attached to the structure in order to make it more visible during hours of darkness or inclement weather. 12) This permit does not authorize any formalized boat slips. 13) No attempt shall be made by the permittee to prevent the full and free use by the pub"ic of all navigable waters at or adjacent to the authorized work. 14) The pier shall have a minimum setback distance of 15 feet between any parts of the structure and the adjacent property owner's area of riparian access. Shoreline Stabilization - Bulkhead 15) The bulkhead shall be constructed in accordance with the alignment depicted on the attached workplan drawings. Camden County Permit No. 51-20 Page 3 of 5 ADDITIONAL CONDITIONS 16) Unless altered herein, no open water shall be excavated or filled, even temporarily. 17) The alignment of the authorized bulkhead shall be staked by the permittee and verified by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. Failure to initiate construction within 30 days, or erosion of the shoreline by adverse weather conditions, shall require the alignment to be re -staked by permittee and verified by DCM within a maximum of 30 days prior to the new expected start of construction. 18) The bulkhead shall be solid and constructed of treated wood, concrete slabs, metal or vinyl sheet piles, or other suitable materials approved by Division personnel. 19) The bulkhead shall be constructed prior to any backfilling activities. 20) The bulkhead shall be structurally tight so as to prevent seepage of backfill materials through the structure. 21) The fill material shall be clean and free of any pollutants except in trace quantities. 22) Unless altered herein, all backfill material shall be obtained from a high ground source and confined behind the permitted bulkhead. 23) No backfill material is to be placed within 30 feet of the normal water level, except that which will be used to backfill the area behind the permitted bulkhead. (Move this one up so its not so close to 24) Spoil Disposal 24) No spoil material shall be placed within 30 feet of the normal water line, except that which will be used to backfill the area behind the permitted bulkhead, once properly dried. 25) All excavated materials shall be confined above normal water level and landward of regularly or irregularly flooded marsh behind adequate dikes or other retaining structures to prevent spillover of solids into any marsh or surrounding waters. 26) Spoil from the authorized boat ramp grading shall be dewatered before use as backfill. All remaining backfill material shall be obtained from a high ground source and confined behind the permitted bulkhead. 27) The spoil disposal area shall be inspected and approved by a representative of the Division of Coastal Management prior to the commencement of any dredging activities. Rio Rap 28) ' This permit authorizes the removal of the existing rip rap located within the authorized boat ramp footprint. Camden County Permit No. 51-20 Page 4 of 5 ADDITIONAL CONDITIONS 29) The alignment of the authorized rip rap shall be staked by the permittee and verified by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. Failure to initiate construction within 30 days, or erosion of the shoreline by adverse weather conditions, shall require the alignment to be re -staked by permittee and verified by DCM within a maximum of 30 days prior to the new expected start of construction. 30) The rip rap authorized to be placed within the footprint of the derelict boat ramp shall not extend waterward beyond the normal water level at any point along its alignment at the time of construction. 31) The rip rap shall consist of clean rock or masonry materials such as, but not limited to, granite, marl, or broken concrete. It shall be of a size sufficient to prevent its movement from the approved alignment by wave or current action. Sedimentation and Erosion Control 32) In order to protect water quality, runoff from construction shall not visibly increase the amount of suspended sediments in adjacent waters. 33) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses or properties. 34) The permitted activity shall be conducted in such a manner as to prevent a significant increase in turbidity outside of the area of construction or construction -related discharge. Increases such that the turbidity in the waterbody is 25 NTU's or less in all saltwater classes are not considered significant. 35) 'A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of any phase of grading on cut or filled slopes. At a minimum, a silt fence shall be properly installed immediately landward of the bulkhead cap immediately following completion of backfilling activities. General 36) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the written approval of the Division of Coastal Management. 37) The permittee shall maintain the authorized work in good condition and in conformance with the terms and conditions of this permit. The permittee is not relieved of this requirement if he or she abandons the permitted activity without having it transferred to a third party. 38) ' The permittee and/or his or her contractor shall meet with a representative of the Division prior to project initiation. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General Permit 198000291 (Action ID SAW-2020-00549). Division of Water Resources authorized the proposed project by way of General Water Quality Certification 4175 and assigned the project DWR Project No. 2020-0407. NOTE: Future development of the permittee's property may require a modification of this permit. Contact a representative of the Division at (252) 264-3901 prior to the commencement of any such activity for this determination. The permittee is'further advised that many non -water dependent activities are not authorized within 30 feet of the normal water level. NOTE: An application processing fee of $400 was received by DCM for this project. This fee also satisfied the Section 401 application processing fee requirements of the Division of Water Resources. The responses I received (see below) indicate that they stand by their original moratorium request of February 15 through September 30, and that no in -water work shall occur during that time period. Typically, DMF would be amenable to relief from a moratorium when there is minimal work to do to complete the project, and/or timing of the work is near the beginning or end of the moratorium period. No additional minimization/avoidance measures have been included in the relief request, it appears that the majority (if not the entirety) of the in -water work has yet to occur, and we are roughly in the middle of the moratorium period (rather than the beginning or end). Furthermore, as noted by WRC's response, there was no urgency conveyed in the original project documents that would indicate a necessity to complete the project as soon as possible. Taking all of this into consideration, NCDMF stands by our original moratorium request of February 15 through September 30. We would also like to note that this moratorium on applies to in -water work, and that other aspects of the project may proceed. DMF does not object to the modification of the ADA portion of the project as indicated in the May 27, 2020 email. NCWRC acknowledged the importance of a moratorium in this area and supported the February 15 —September 30 moratorium requested by NCDMF. If the moratorium wasn't important we would not have requested it within our comments dated April 14, 2020. The permit application when circulated did not present the project with an immediate need. Consideration is sometimes given to projects with regard to project completion when the project has been ongoing and needs minimal time within the moratorium to complete, if the project changes, or if the project includes measures to minimize impacts. We are now in the middle of the moratorium and the project has not started. The applicant has not provided any project details different than what was circulated previously. Therefore, the NCWRC stands by our original statements, including support of NCDMF's comments and concerns. Only in -water work is subject to the moratorium. Other aspects of the project can proceed. We do not object to the modification of the ADA portion of the project as described in the May 27, 2020 email below. Thank you for the opportunity to provide comment. At present the facility is inaccessible to the public with general use not available. There exists a demand from the local citizens to utilize the facility, in the immediate future. The general contractor is prepared to mobilize to commence construction. Estimated duration of construction is approximately 20 working days; weather/access permitting. The applicant would like to propose an amendment to the walkway on -grade from the existing parking space to the elevated pier/walk. The proposed concrete slab -on -grade is proposed to provide an ADA compliant surface in materials which are less conducive to corrosion over time. The proposed development is located at a Camden County and CAMA public water access site known as the Milltown Road River Access. It is located at the end of Milltown Road (SR 1113); however, it is addressed as 0 Beech Tree Drive, Shiloh, Camden County, and is adjacent to the Pasquotank River. The development proposal involves the Public Trust Area (PTA), Estuarine Waters (EW), and Estuarine Shoreline (ES) Areas of Environmental Concern (AEC's). I have reviewed the Rules of the Coastal Resources Commission (CRC) as they pertain to this project and my findings are as follows: 1 SA NCAC 07H. 0208 Use Standards Paragraph (a) addresses General Use Standards, and sub -paragraph (1) precludes uses that are not water dependent within the EW and PTA and lists uses that may be considered water dependent. Projects requiring dimensions greater than those stated in this Rule shall be permitted only if the greater dimensions are necessary for safe use, to improve public access, or to support a water dependent use that cannot otherwise occur. Size restrictions do not apply to marinas. Consistent: The proposed development is consistent with the intent of this rule. Subparagraph (6)(C) states that piers and docking facilities over coastal wetlands shall be no wider than six feet and shall be elevated at least three feet above any coastal wetland substrate as measured from the bottom of the decking. Subparagraph (6)(G) states that pier and docking facility length shall be limited by: (i) not extending beyond the established pier or docking facility length along the same shoreline for similar use; (This restriction does not apply to piers 100 feet or less in length unless necessary to avoid unreasonable interference with navigation or other uses of the waters by the public); Consistent: The proposed development is consistent with the intent of this rule. (ii) not extending into the channel portion of the water body; Consistent: The proposed development is consistent with the intent of this rule. (iii) not extending more than one-fourth the width of a natural water body, or human -made canal or basin. Measurements to determine widths of the water body, canals or basins shall be made from the waterward edge of any coastal wetland vegetation that borders the water body. The one-fourth length limitation does not apply in areas where the U.S. Army Corps of Engineers, or a local government in consultation with the Corps of Engineers, has established an official pier -head line. The one-fourth length limitation does not apply when the proposed pier is located between longer piers or docking facilities within 200 feet of the applicant's property. However, the proposed pier or docking facility shall not be longer than the pier head line established by the adjacent piers or docking facilities, nor longer than one-third the width of the water body. The management objective is to ensure that shoreline development is compatible with the dynamic nature of coastal shorelines as well as the values and the management objectives of the estuarine and ocean system. Other objectives are to conserve and manage the important natural features of the estuarine and ocean system so as to safeguard and perpetuate their biological, social, aesthetic, and economic values; to coordinate and establish a management system capable of conserving and utilizing these shorelines so as to maximize their benefits to the estuarine and ocean system and the people of North Carolina. Consistent: The proposed development is consistent with the intent of this rule. (d) Use Standards. Acceptable uses shall be those consistent with the management objectives in Paragraph (c) of this Rule. These uses shall be limited to those types of development activities that will not be detrimental to the public trust rights and the biological and physical functions of the estuarine and ocean system. Every effort shall be made by the permit applicant to avoid, mitigate or reduce adverse impacts of development to estuarine and coastal systems through the planning and design of the development project. In every instance, the particular location, use, and design characteristics shall comply with the general use and specific use standards for coastal shorelines, and where applicable, the general use and specific use standards for coastal wetlands, estuarine waters, and public trust areas described in Rule .0208 of this Section. Development shall be compatible with the following standards: (1) All development projects, proposals, and designs shall preserve and not weaken or eliminate natural barriers to erosion including peat marshland, resistant clay shorelines, and cypress -gum protective fringe areas adjacent to vulnerable shorelines. Consistent: The proposed development is consistent with the intent of this rule. (2) All development projects, proposals, and designs shall limit the construction of impervious surfaces and areas not allowing natural drainage to only so much as is necessary to adequately service the major purpose or use for which the lot is to be developed. Impervious surfaces shall not exceed 30 percent of the AEC area of the lot, unless the applicant can effectively demonstrate, through innovative design, that the protection provided by the design would be equal to or exceed the protection by the 30 percent limitation. Redevelopment of areas exceeding the 30 percent impervious surface limitation may be permitted if impervious areas are not increased and the applicant designs the project to comply with the intent of the rule to the maximum extent feasible. Overview: The .18 acre property has approximately 72 liner feet of shoreline along the Pasquotank River. Water depths are 4 feet below Normal Water Level (NWL) a distance of 40 feet from the shoreline. The site elevation is approximately 6 feet above Normal Water Level (NWL). Site vegetation consists of yard grasses, bushes and a tree. The site is primarily outside of a floodzone, with AE Floodzone located along the shoreline. The site is a public water access. Existing site improvements consist of a gravel approach/parking area and a 16 foot by 20 foot concrete parking pad, and a 5 foot wide by 38 foot long wooden walkway. Existing shoreline improvements consist of 21 linear feet of bulkhead and riprap, an 11 foot wide by 34 foot long concrete boat ramp with groins, a 12 foot wide by 40 foot long boat ramp with groins, and'a 5 foot wide by 42 foot long pier. The pier and parking area are connected by the wooden walkway. Both concrete boat ramps are deteriorated and the pier is unusable due to storm damage. The existing boat ramps, bulkhead, walkway and pier will be removed and replaced. The existing boat ramps will be broken up into usable riprap pieces that will be stockpiled on the site and later placed within the footprint of the removed 11 foot wide by 34 foot long ramp. The end of the new boat ramp will extend 40 feet waterward of NWL. Sidewall groins/jetties will protect the new concrete boat ramp from undercutting and scour. The new bulkhead will be located landward of NWL within the existing alignment, and additional riprap will be added. The waters of the Pasquotank River are classified as Joint Waters and SB in this area and are closed to shellfish harvesting. No Submerged Aquatic Vegetation (SAV) was observed growing within the project area. There are no known archaeological sites on or near this property. A review of historic resources was not provided. Anticipated Impacts resulting from this project are expected to include: the excavation of 990 sq. ft. of Public Trust Area/Estuarine Waters Areas of Environmental Concern (AEC); the disturbance of 3,166 sq. ft. of Estuarine Shoreline AEC, and; the shading of 235 sq. ft. of Public Trust Area/Estuarine Waters AEC. Basis for Determination: The site is designated as "Low Density Residential' on the Camden County Future Land Use Map (FLUM). As indicated on Page 198, the conservation class includes estuarine shorelines and estuarine and public trust waters. The proposed project is located at the end of Milltown Road; however, it is addressed as 0 Beech Tree Drive, Shiloh, Camden County. The applicant is proposing to remove the existing 40' by 12' and 34' by 11' boat ramps, to be replaced by one 55' by 18' boat ramp. The existing ramp will be broken into riprap, which will be use as fill. Prior to boat ramp installation, two permanent 55' groins/jetties will be constructed to serve as sidewalls to the ramp and provide protection from undercutting and scour. A temporary sheet -pile cofferdam will be installed at the waterward end of the ramp footprint that will tie into the groins/jetties in order to enable dewatering of the ramp area during construction. The end of the ramp will be approximately 40' waterward of the normal water line (NWL) where water depths are approximately 4 feet below NWL. The existing 21' section of bulkhead will be removed and replaced within the approximate existing alignment and additional riprap will be added to the area. The applicant then proposes to replace the wooden walkway and pier in the approximate existing locations. The pier section will be 5' wide for the first 18' and increase to 6.5' for the remaining 25' of length. The pier will then have a step down to a 20 square foot kayak launch platform. This portion of the Pasquotank River has been designated as Anadromous Fish Spawning Area (AFSA) for various fish species. Evidence of anadromous fish spawning in AFSAs is through direct observation, capture of running ripe females, or indication of eggs or early larvae. Anadromous fish species found within this area include alewife (Alosa pseudoharengus), blueback herring (Alosa aestivalis), and striped bass (Morone saxatilis). An AFSA moratorium on in -water work is recommended from 15 February through 30 September. This moratorium reduces the potential negative effects on .�c *�� activities, to include spawning migrations and nursery functions. We've even supported going until October 31 for some projects in the past that were similarish in nature. The shorelines in this system are rather productive and there is a slough nearby. If it was just a ramp, I would say they could pour a slab and push in, utilize curtains and be done. To facilitate ramp installation, a temporary sheet pile coffer dam will be installed at the water -ward end of the ramp that will tie into the groins/jetties to enable dewatering of the work area. Impervious area associated with the site will not be increased. The Pasquotank River in this area is classified SB by the Environmental Management Commission, is considered Joint Waters, and is designated an Anadromous Fish Spawning Area (AFSA) by the NC Division of Marine Fisheries (NCDMF) and NCWRC. The NCWRC has reviewed the permit application and understands the need to rehabilitate the access area to improve user experience. It is located at the end of Milltown Road (SR 1113); however, it is addressed as 0 Beech Tree Drive, Shiloh, Camden County, and is adjacent to the Pasquotank River. This water access site is currently closed due to damages to the facility. The property is t7,761 ft' in size with elevations that approximate 6' above normal water level (NWL). The majority of the highground area is gravel approach/parking with a 20'x16' concrete pad for handicap parking. Areas that are vegetated contain maintained yard grasses, groundsel bushes and one Live Oak tree. Based on available information, no archaeological sites are on or near this property. The shoreline is t72' in length and contains two deteriorating concrete boat ramps. The eastern ramp measures t34'x11' and abruptly ends at NWL while the western ramp measures ±40' x12' with t20' of that length extending waterward of NWL. Both boat ramps have groins incorporated into their sides as structural components. The remaining shoreline has been hardened with granite riprap as well as a 21' section of bulkhead located landward of the riprap. This bulkhead extends from the western boat ramp groin to a bulkhead return along the western property line. A t38'x5' ground level wooden walkway extends from the parking area adjacent to the western ramp to the shoreline where it then piers out ±42' into the Pasquotank River. This pier is not currently usable due to storm damage and has been blocked off from use. The waters of the Pasquotank River in this area are considered Joint Waters, classified as SB and are closed to shellfish taking. There is t2.2 miles of open water to the west of the site. The bottom substrate is made up of fine sands and water depths within the project area range from 0.5' to t4' below NWL. Submerged Aquatic Vegetation (SAV) was not observed growing within the project area. The adjacent riparian property to both the east and west are residential in nature with single- family dwellings, bulkheaded shorelines and docking facilities. Development Proposal Camden County is proposing to renovate the water access site by first removing both existing concrete boat ramps. These ramps will be broken up into usable riprap pieces that will initially be stockpiled on -site and later placed within the former footprint of the eastern ramp. In place of the two boat ramps, the applicant is proposing to install one 55' long x 18' wide concrete ramp. Prior to the boat ramp installation, two permanent vinyl 55' groins/jetties will be constructed to serve as side walls to the ramp and to provide protection from undercutting and scour. A temporary sheet -pile cofferdam will then be installed at the waterward end of the ramp Milltown Road Boat Ramp Camden County Introduction / Existing Conditions Received MAR 9 - T020 CAMA Narrative updated 2-17-2020 DMEC The Site is an approximately 0.18 acre parcel of land on the Pasquotank River that is owned by the County of Camden in Shiloh, North Carolina. The listed address of the property is 0 Beech Tree Drive and is located at the intersection of Milltown Road and Beech tree Road. This has been known as the Milltown Road Boat Ramp Property and is referred to as such in the permit request package. Existing on the Site is a gravel drive, upland concrete pad, 2 concrete boat ramps (in disrepair), shoreline stabilization rip rap and sheet pile bulkhead systems for shoreline stabilization and for concrete ramp support. The County wishes to renovate the facility so that it provides a safe and useable resource for the general public. Please refer to the accompanying CAMA Exhibits that include: Quible & Associates, P.C. Sheets 1 and 2 (Existing Conditions and Proposed Work) along with Project Cross -Sections by Michael D. O'Steen, P.E. The Existing Conditions Sheet includes water depths (relative to NWL) and other existing conditions, which includes rip rap under water that is not visible on aerial photos. There are some scattered rip rap pieces further waterward of the rip rap shown, but the mapped location of the material is a best fit line at the waterward toe. There was no rooted SAV or associated rhizomes found within the proposed project area or anywhere in surface waters adjacent to the Site. Additionally, no ripped up SAV was found in wrack along this shoreline. This is not mapped as a potential SAV area and there has been no evidence suggesting SAV has grown in this area in the recent past. Proposed Work Both of the existing concrete ramps will be removed prior to construction of a single, new ramp. The existing ramps will be broken into useable rip rap pieces that will be used on the site. This material will initially be stockpiled on -site before placed in its final location on -site within the footprint of the eastern existing ramp. The timber bulkheads that are planned to be removed will be disposed of at an approved County -owned landfill. Additionally, the boardwalk/pier will be disposed of at the same C&D landfill to the extent necessary. The County preference is to keep the existing pier pilings in place if they are structurally suitable, but please note that this permit request involves complete replacement in the event preservation is not adequate. Prior to excavation/grading and any new concrete work for the ramp, the ramp protection groins will be constructed using timber piles and vinyl sheeting (55 ft each side, 110 ft total). After this, a temporary sheet pile cofferdam will be driven around the end of the ramp footprint and will tie into the side permanent retaining wall/bulkheading to enable dewatering of the ramp area during construction. A compacted granular soil will constitute the sub -base which will underlie crushed stone of thicknesses determined appropriate by a geotechnical engineer. The ramp will be surfaced with a reinforced concrete slab and the end coffer dam sheeting will be removed upon completion. The purpose of the ramp protection groins is two -fold and has become a common practice for several ramps that we have been involved with (design, permitting and construction). The ramp will be surfaced with a reinforced concrete slab and the temporary coffer dam sheeting will be removed upon completion. The end of the ramp will be ±40' waterward of NWL where water depths are ±4' below NWL. A 30'x18' concrete approach will be added to the ramp within the graveled highground area. The existing 21' section of bulkhead located landward of NWL will be removed and replaced within the approximate existing alignment and additional riprap added to the area. The applicant then proposes to replace the wooden walkway and pier in the approximate existing locations. The wooden walkway over land measures 38'x5' and the pier section will be 43' in length. The pier will be 5' wide for the first 18' and then increase to 6.5' in width for the remaining 25' of length. The pier will then stepdown to a 4'x5' kayak launch platform. Anticipated Impacts • The construction of the groin sidewalls, boat ramp and temporary cofferdam will result in the excavation/grading of ±990 ft' of Estuarine Waters and Public Trust Area AEC's. • The proposed pier and platform will result the shading of ±235 ft' of Estuarine Waters and Public Trust Area AEC's. • It is estimated that the project will result in ±3,166 ft' of land disturbance within the Estuarine Shoreline AEC for the removal and replacement of the ramps and bulkhead as well as the boardwalk replacement. • Impervious area will not be increased by the redevelopment. After construction, these groins will primarily protect the concrete ramp from undercutting/scour, but will also prevent excessive siltation from covering the ramp surface. Longshore current -driven undercutting of ramps is the main problem we have seen with unprotected concrete poured in place or in push slab types of construction. There will be minor grading and shaping inside the coffer dam area since the existing ramp is significantly shorter than the new proposed one The total amount of material (silty sand dominated sediment) to be excavated for the ramp is 7.5 cu yds based on an analysis of the slope of the new ramp compared to existing conditions. This material will be incorporated onto the site and is not intended to be hauled off. There is no proposed dredging outside of the footprint of the new ramp. The boardwalk/pier will be re -built in the location shown on the plan which is essentially in the same location as the existing one. The boardwalk section is over land and is 38 ft long x 5 ft wide. We refer to the section over water as the pier section which is 43 ft long (the outer 25 ft is 6.5 It wide). The reason for the 6.5 ft wide portion of pier is to be able to extend the pier width over the approximately 1.5 ft wide ramp bulkheading to help with launching, retrieval and temporary staging of boats. As previously noted, the County would like to keep the existing pilings to the extent they can, but we would like to permit a complete replacement of this and the shoreline parallel section of bulkhead shown on the plan (21 ft) in the event that the pilings are no longer structurally suitable.
