SNOW'S CUT BULKHEAD REPLACEMENT - PROJECT NARRATIVE
The North Carolina Wildlife Resources Commission proposes the replacement of
a 500' bulkhead at the Snow's Cut Boating Access Area in New Hanover County. The
existing site serves the local area as an access point to the Intercoastal Waterway. The
access area is open 24 hours a day, 7 days a week free of charge to the boating public.
The area is unmanned and receives routine maintenance at two-week intervals during
boating season. The current overall condition of this site is good, however, the
bulkhead seawall along the northern edge of the property has deteriorated rapidly in
recent years.
The current wall was built in 2002. The location of this wall is on a heavily used
saltwater boating channel. The exposed environment gets constant wind and tidal
currents as well as regular wave action from boat wakes. The wall has several structural
pilings and sheeting that has been destroyed by wood eating marine organisms such as
shipworms. On the land side, several of the tie-back rods are exposed and have rusted
out, no longer supporting the structure.
The proposed improvements would remove the existing timber wall and replace it
with a vinyl sheet pile wall. The wall would be 500' linear feet and maintain the same top
of wall elevation. The vinyl sheet pile wall will have round treated timber pilings and
treated whalers. The existing stone at the base of the wall will only be moved as needed
to drive pilings and sheet piles, and then moved back in place.
The proposed improvements also include fixing the existing fishing pier.
Approximately half of the existing fishing pier will be removed. The current pier is
approximately 2045 square feet and would be reduced down to approximately 1 ,080
square feet. Due to the harsh marine environment and heavy usage, this pier is a
constant maintenance issue for NCWRC staff. Existing decking boards and outside
railings will be removed as needed so that the contractor can access the bulkhead
beneath. Once the new wall has been built, the pier will be rebuilt in the same location
with new lumber where needed.
Although no surveys have been conducted, no known Submerged Aquatic
Vegetation has been observed in the area.

ADJACENT RIPARIAN LANDOWNERS STATEMENT
General Statute 113-229 requires that riparian landowners with property adjoining a proposed
excavation and/or fill project be given thirty (30) days in which to comment on the project.This form allows the
adjacent riparian landowner to express either:
1) objection to the project
2) no objection to the project and the desire to waive the right to the 30-day period so that application
processing can progress more rapidly. The adjacent riparian landowner may also choose to not
sign the form at all.

the plans submitted by The North Carolina Wildlife Resources Commission, wherein said applicant requests a
permit to excavate, fill, or otherwise alter the land or water adjacent to my property.
I have no objection to the project as presently proposed and hereby waive the right of
objection as provided in G.S. 113-229.
