This permit, issued on September 8, 2021 , is subject to compliance with the application (where consistent with the permit), all applicable regulations, special conditions and notes set forth below. Sheetpile Groins 1) This minor modification authorizes the shoreward shore perpendicular sections of the sheetpile coffer dam originally authorized for the placement of the boat ramp to remain in place as groins. Unless altered herein, all other portions of the coffer dam shall be removed in their entirety upon project completion. 2) The sections of the sheetpile coffer dam greater than 25 feet waterward of normal water level shall be cut off to grade upon project completion. 3) The groins, as depicted on the attached workplans, shall not extend more than 25 feet waterward of the normal water level at the time of completion. This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. All work must cease when the permit expires on December 31, 2024 In issuing this permit, the State of North Carolina agrees that your project is consistent with the North Carolina Coastal Management Program. Signature of Permittee Charles Sprague Permit No. 35-21 Page 2 of 2 ADDITIONAL CONDITIONS 4) The alignment of the authorized groins shall be verified by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. 5) The permitted groins shall be constructed of treated wood, plastic lumber, metal or vinyl sheet piles or other suitable materials approved by Department personnel. 6) The height of the permitted groins shall not exceed twelve (12) inches above normal water level. General 7) All debris associated with the removal or construction of the permitted development shall be contained within the authorized project area and removed to an appropriate upland location. 8) The permittee and/or his or her contractor shall meet with a representative of the Division prior to project initiation. 9) This Minor Modification shall be attached to the original Permit No. 35-21, which was issued to the permittee on 3/31/21, as well as all subsequent modifications, refinements, and renewals, and copies of all documents must be readily available on site when Division personnel inspect the project for compliance. 10) All conditions and stipulations of the active permit remain in force unless specifically altered herein. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: The U.S. Army Corps of Engineers assigned the project Action ID SAW-2020-02011. NOTE: The Division of Water Resources assigned the proposed project DWR Project No. 2020-1309. Prescott Marine, Inc regarding the design of the underwater portion of the proposed boat ramp, it was determined that the original design which used longitudinal placement of hog slats would be unstable and require ongoing maintenance and disturbance of the site. It is therefore proposed to (1) use a coffer dam to properly access the ramp site; (2) re -orient and add hog slats to a transverse layout and (3) add permanent above- and below -water jetties to maintain the stability of the project. We have met with the current DCM Field Representatives and discussed best practices and options as set forth in the attached overhead and side view drawings dated 7/16/2021. We are open to any suggestions or proposals that will help move this project to completion. The project proponent hereby certifies that all information contained herein is true, accurate, and complete to the best of my knowledge and belief. X 7017t. boat ramp on his property at 401 Beards Creek Rd. in Arapahoe, NC. Also included in this permit was the construction of a 1217t. x 29.517t. cover boat lift and an uncovered 1617t.X2017t. boat lift. On 29 July, 2021 the Washington District office received a request to modify CAMA Major Permit No. 35-21 to allow for 2 sides of the sheet pile coffer damn to remain in place, creating a jetty on either side of the ramp. The first sections from NWL out 25 Ft. waterward, will be no more than 1 ft. above NWL. The remaining 2517t. will be cut flush with top of the ramp pad. This office recommends that CAMA Major Permit No. 35-21 be modified to allow for the jetty on either side of the new ramp. The first 25 FT. to be no more than 1 ft. above NWL and the remaining waterward portion be cut level with ramp. While this is not typical guidance provided by NCWRC for boat ramps, we do not object to the allowance of "jetties" for this project. Information and understanding of site specific conditions gathered during the site visit has led to this conclusion. Thank you for the opportunity to provide comment on this modification.
