To whom it may concern:
We are asking for an extension to dredge at 510 Woodard Road Columbia, NC due to the operator of the
excavator having COVID-19. He was not able to dredge because he was sick.We have found someone
else who can operate the excavator and it should only take one day,as long as there are no breakdowns.
We can start tomorrow on February 15, 2022.We would like an extension from February 15-17,2022.

amount. I do not believe they have access to a turbidity curtain as they always completed this project before the
moratorium date. I also believe from my conversation with them that tried to beat the date this year but were unable
to find an equipment operator until this morning,

Maria &Jimmy,
Mr. Phillip Carawan is requesting an extension on a General Permit that I issued on February 4, 2022 to dredge out a
man-made canal and basin off the Albemarle Sound in Tyrrell County. As with many projects on the Albemarle Mr.
Carawan applies for and receives a dredging permit as close to the moratorium date as possible to insure the ability to
use the man-made basin throughout the crabbing and fishing season. Unfortunately this year the equipment operator
became very sick and has been unable to come to work due to illness. Mr. Carawan has located another equipment
operator who said he could start the job tomorrow if he could be granted relief from the moratorium. I'll attach his
letter of request and respond to him with your comments.

area and previous requests with regard to dredging and other development proposals. Since there is less than 1000 CY
of material and the work is within the neck of the canal and can be completed within two days, NCWRC does not object
to allowing an extension into the moratorium until February 17.

Mr. Phillip Carawan is requesting an extension on a General Permit that I issued on February 4,2022 to dredge out a
man-made canal and basin off the Albemarle Sound in Tyrrell County. As with many projects on the Albemarle Mr.
Carawan applies for and receives a dredging permit as close to the moratorium date as possible to insure the ability to
use the man-made basin throughout the crabbing and fishing season. Unfortunately this year the equipment operator
became very sick and has been unable to come to work due to illness. Mr. Carawan has located another equipment
operator who said he could start the job tomorrow if he could be granted relief from the moratorium. I'll attach his
letter of request and respond to him with your comments.
