Please accept the new square footage calculation for this project as 789 sf, as calculated and shown below: Roof Overhang: only calculate the portion over the waterward end = 18 sf and the right side = 25 sf and part of the back returning back to the pier = 10 sf for Subtotal = 53 + existing platform 16x24 = 384 + existing platform 5x32 = 160 + existing platform 6x32 = 192 Total = 789 sf We appreciate your assistance. "There is currently no roof or overhang on this dock. (A roof was previously permitted but was not built.) We are requesting to add a roof with a 12" overhang to the existing 16' x 24' platform. The currently built platform area for this dock (including the existing 16' x 24' platform) totals 736 sf. The proposed 12" overhang square footage is 84 sf. Adding the roof with the overhang to the existing platform would create a total of 820 sf of platform/shaded area on this dock (736 + 84 = 820). This is the layout and overhang measurement Roy and I discussed several times and he agreed to provided Anne Deaton determined that in this particular case no adverse shading impacts would be created by the overhang and the additional platform/shaded area. I discussed this project with Anne and Jimmy Harrison at DMF. Their final determination was that due to normal low water depths at this site, an SAV survey would not be needed to determine that no adverse shading impacts would be created by the proposed overhang. This email is in reference to my request for a general permit to add a roofed gazebo to an existing platform on a shared pier located at 2407 and 2409 Evans Street in Morehead City. This is the project that you and I discussed on several occasions last summer and fall regarding the potential for adverse shading impacts that might be created by the proposed roof overhang. The owner now has a contractor available to do the work and has asked me to proceed. I spoke with Heather this afternoon. I understand she will be talking with you as she was not involved in our previous discussions. She asked me to send you the attached project drawing, narrative, and related email. The attached plan limits the roof overhang to 12" in accordance with our last discussion. Subsequent discussions with DMF staff regarding this particular project resulted in a determination that the proposed roof overhang would not create adverse shading impacts due to their confidence of the lack of SAVs based on water depths at this particular project site. Best and Sons, LLC is requesting a general permit for improvements to an existing shared pier located at 2407/2409 Evans Street in Morehead City. The shared pier was permitted under GP 76646, issued on June 15, 2020. (Please note that a previously existing shared pier shown on Carteret County GIS 2020 aerial photos was removed and replaced with the current structure shown on the enclosed drawing.) The existing pier provides dockage for 4 boats. Boat lifts, tie pilings, two finger piers measuring 5' x 32' (160 sf) and 6' x 32' (192 sf) and a 16' x 24' (384 sf) platform have been constructed. A roof over the platform was permitted by the general permit but was not constructed. The currently proposed improvements consist of the addition of a roofed gazebo to be constructed on the existing 384 sf (16' x 24') platform. The proposed gazebo will measure 16' x 24' with a roof measuring 18' x 26' that will provide a 12" overhang. The gazebo would be within the 400 sf component as measured from the pilings. As constructed, existing platform/shaded area associated with the pier totals 736 sf. Addition of the requested roof would add 84 sf, for a total shaded area of 820 sf. It is our understanding that limits on platform area square footage contained in the general permit are based in large part on limiting potential adverse shading impacts to submerged aquatic vegetation (SAVs). The general area of the project in Bogue Sound contains significant SAVs. However, due to the unique characteristics of this specific project site no adverse shading impacts to SAVs are anticipated from the requested roof overhang. The distance from the floor of the existing platform to the substrate is 12', with low water depths of 7' to 8' at the platform location. Aerial photos of the project site also indicate deeper water than normally found in areas with SAVs present. It is believed that the proximity of the site to the old Atlantic Beach bridge has resulted in scouring of this specific location, creating deeper water depths than typically found. Adverse shading impacts that might result from this specific proposal have been discussed with staff of the NC Division of Marine Fisheries (DMF). While DMF staff agreed that SAVs are not normally found in these water depths and were unlikely to be present at the project location, Anne Deaton initially determined that even with these depths, an onsite assessment that no SAVs are present at the site would be needed to rule out adverse shading impacts from this particular project. However, after further discussion among DMF staff Ms. Deaton determined that an SAV survey was not needed. She did not indicate any objection to the construction of the proposed roofed gazebo.
