This permjt, issued on August 26, 2021 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
oe suoject to lines, imprisonment or civil action; or may cause me permit to oe nun anu vtnu.
I) Unless altered herein, this permit modification authorizes the relocation of the previously permitted
docking facility and one (1) formalized boat slip to the south side of the property as depicted on the
attached workplan drawings.
2) This permit modification does not authorize any additional formalized boat slips.
(See attached sheet for additional conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2024
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
General
3) All debris associated with the removal or construction of the permitted marina shall be contained within
the authorized project area and removed to an appropriate upland location.
4) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
5) This Minor Modification shall be attached to the original Permit No. 55-21, which was issued to the
permittee on 5/6/21, as well as all subsequent modifications, refinements, and renewals, and copies of all
documents must be readily available on site when Division personnel inspect the project for compliance.
6) All conditions and stipulations ofthe active permit remain in force unless specifically altered herein.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers assigned the project Action ID SAW-2021-00526.
NOTE: The Division of Water Resources assigned the proposed project DWR Project No. 2021-0569.
NOTE: A minor modification application processing fee of $100 was received by DCM for this project.

Mr. Hoft has already received his major permit which included adding
a 6x20' floating dock with aluminum ramp that connected to a 6x20' fixed
walkway. This was going to go beside his existing 16,OOO1b lift on the southern
side of the existing 8x40 floating dock. He would now like to move this over to the
canal side and make a few changes. Instead of a floating dock we would now be
going with a fixed dock style construction. Going out from the bulkhead with a
6xl3' walkway to an 8x12' tee section. The boatlift would be on the outside of the
tee section and the dimensions are 11x13' this would make the 3rd lift on the
property. This new proposal would be no farther out than the neighbor to the
East Mr. William Waters. Mr. Waters has waived the 15' set back and has
no objections to this proposal. We have sent in a new updated drawing that goes
along with this narrative. Please let me know if you have any questions or need any
more information.

RE: Modification of State Permit #55-21, Randy Hoft,155 Pond Drive, Atlantic Beach
Please find enclosed a request from Blue Water Marine Construction representing Randy
Hoft to modify the CAMA permit issued to Mr. Hoft. The original permit, #55-21, was issued
on 5/6/2021 and is set to expire on 12/31/2024. The permit authorized the addition of a 6'
x 16 fixed pier, a 13' x 20' floating platform and 1 additional slip with 13' x 13' boatlift to an
existing 2-slip docking facility. The canal system connecting to Bogue Sound is not a PNA and
is closed to the removal of shellfish.
The applicant is proposing to relocate the previously permitted slip, boatlift, finger pier and
platform within the canal along the south side of the property instead of constructing within
the previous permitted western canal location. The existing pier currently has 400sf of
existing platform with the applicant proposing 150sf of new. The previously permitted
project authorized an additional 215 sf of new platform. The current proposal is 65sf less
than was originally authorized. The proposal is consistent with the specific guidelines found
in 15A NCAC 07H.0208. A check in the amount of $100.00 is included with the request. The
Morehead City District recommends the modification be authorized as proposed, contingent
all original conditions apply as well as the following specific conditions:
All parts of the development shall not extend more than 28' waterward of the existing
bulkhead (NHW) due to the.113' width of the canal at the most constrictive point
within the property vicinity.
All work shall be a minimum of 15' from the Waters/Hoft riparian access line due to
the adjacent neighbor did not properly waive the 15' setback.

This major was just issued in May for a third slip along the existing pier so I hope you remember it. They are now asking
for the attached modification which removes the location of the previously permitted area to the new area within the
side canal. Will this need concurrence with you? Gregg told me to ask because if it does it would go from a minor mod
