This permit, issued on October 4, 2021 is subject to compliance with the application (where
consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation
of these terms may be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
Excavation
1) No excavation shall take place outside of the area indicated on the workplan drawings.
2) Excavation shall not exceed -3 feet (DI), -3.5 feet (D2, D4), -4 feet (D3), -7.5 feet (D5), all below the
normal low water level. In no case shall the depth of excavation exceed the depth of connecting
waters.
3) The temporary placement or doable handling of excavated or fill materials within waters or vegetated
wetlands is not authorized.
4) No excavated or fill material shall be placed at any time in any vegetated wetlands/marsh or
surrounding waters outside of the alignment of the fill area indicated on the workplan drawings.
(See attached sheets for Additional Conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2024

5) All mechanized equipment will be regularly inspected and maintained to prevent contamination of waters
and wetlands from fuels, lubricants, hydraulic fluids, or other toxic materials. In the event of a spill of
petroleum products or any other hazardous waste, the permittee shall immediately report it to the National
Response Center at [phone] and provisions of the North Carolina Oil Pollution and Hazardous
Substances Control Act will be followed.
Dredge Material Disposal
6) No dredge material shall be placed within 30 feet of the normal high-water line.
7) All excavated materials shall be confined above normal high water and landward of regularly or
irregularly flooded marsh behind adequate dikes or other retaining structures to prevent spillover of
solids into any marsh or surrounding waters. The barriers shall be maintained and functional until the
site is graded and stabilized.
8) The dredge material disposal area shall be inspected and approved by a representative of the Division of
Coastal Management prior to the commencement of any dredging activities.
9) The permittee and/or their contractor shall take all necessary precautions to ensure that the dredge
material is properly contained during transport to the disposal site, and that all the proper coordination
has taken place with the local or state governments to ensure that any damage to public streets caused by
transport of the dredge material has been addressed.
Maintenance Clause
10) The Division of Coastal Management shall be notified in writing at least two (2) weeks in advance of
any maintenance excavation work authorized by this permit, and such notification shall include:
A. The number of the original permit.
B. A statement that no dimensional changes are proposed.
C. A copy of the original permit plans with cross -hatching indicating the area to be maintained, the
area to be used for dredge material disposal, and the estimated amount of material to be removed.
The location, design and holding capacity of the dredge material disposal site shall be approved
by a representative of the Division prior to the initiation of any maintenance dredging activities.
D. The date of map revision and the permittee's signature shown anew on the original plan.
Sedimentation and Erosion Control
11) In order to protect water quality, runoff from construction shall not visibly increase the amount of
suspended sediments in adjacent waters.
12) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to
ensure that eroded materials do not enter adjacent wetlands, watercourses or properties.

13) In order to further protect the endangered West Indian Manatee, Trichechus inanalus, the applicant must
implement the U.S. Fish & Wildlife Service's Guidelines, and strictly adhere to all requirements therein.

General
14) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
15) All construction debris associated with the removal or construction of the permitted development shall
be contained within the authorized project area and disposed of in appropriate waste receptacles in an
upland location.
16) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General
Permit 198000291 (Action ID SAW-2008-00407-071).
NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Water
Quality Certification 4175 and assigned the project DWR Project No. 2021-1060.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at [phone] prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal high-water level.
NOTE: An application processing fee of $400 was received by DCM for this project. This fee also
satisfied the Section 401 application processing fee requirements of the Division of Water
Resources.

Pursuant to the CAMA-Corps Programmatic Permit process, the North Carolina Division of Coastal Management
(NCDCM) has forwarded to our office a copy of the CAMA permit application, Field Investigation Report /Bio-Report for
the subject project. The attached notice requests federal agency comments on this project by September 5, 2021.
The site is located within waters adjacent to Banks Channel, located at 720 Channel Boulevard, Topsail Beach, in Pender
County, North Carolina. Approximate Coordinates in Decimal Degrees are 34.367617 N,-77.630183 W.
The applicant proposes to dredge in 5 locations surrounding their existing docking facility. Specifically, the applicant
proposes to remove a total of 170 cubic yards of material from an approximate 2,600 square foot area of shallow
bottom habitat. The applicant's stated purpose is to remove recently accumulated sediment from the areas surrounding
their docking facility, specifically within the 8 rental slips. The proposed dredge method is bucket to barge, with spoils
being offloaded into trucks at the end of Scott Avenue (located approximately 0.5 mile south of the project). Spoil
material will be transported by truck and disposed at a nearby private residential lot, located at 805 Channel Boulevard,
in Topsail Beach. The applicant anticipates work to take place in the fall of 2021, beginning around the end of October.
The project location is more than 600 feet landward of the federal channel.
Please see the attached field investigation report, application, kmz file, snip.jpg, and plans for detailed information
concerning the proposed project.
EFH:
This notice initiates the Essential Fish Habitat (EFH) consultation requirements of the Magnuson -Stevens Fishery
Conservation and Management Act. The Corps' initial determination is that the proposed project may affect, but not
likely adversely affect EFH or associated fisheries managed by the South Atlantic or Mid Atlantic Fishery Management
Councils or the National Marine Fisheries Service. The waters within the project area are NOT designated as PNA by the
NC Division of Marine Fisheries, are classified as SA Waters by the NC Division of Water Resources, and are OPEN to

Provided all local, State and Federal requirements can be met, this project appears to
be consistent and not in conflict with the Topsail Beach Land Use Plan update.
The applicant is proposing to perform new dredging activities around an existing docking
facility. The project site is located at 720 Carolina Boulevard, adjacent to Banks Channel
and Topsail Sound in Topsail Beach, Pender County.
Areas of Environmental Concern (AEC's) impacted by the proposal are ES, EW and PT.
Waters at the site are classified as SA and are open to shell fishing. The area is not a
Primary Nursery Area.
I have reviewed this proposal for consistency with the Topsail Beach Land Use Plan and
offer the following comments.
The general area of the project is classified Developed, while the AECs impacted by the
work are classified as Developed.
In general, the Topsail Beach Land Use Plan allows development in Developed classified
AECs which is consistent with the State's minimum use standards. The Topsail Beach
Land Use Plan contains some policies, which exceed the State's minimum use standards.
However, none of these more restrictive policies appear to be applicable to this project.
Provided all local, state and federal requirements can be met, this project appears to
be consistent with the Topsail Beach Land Use Plan Update.

Dear Mr. Morris:
You have our approval for the impacts listed below for the purpose described in your application dated
May 20, 2021, received by the Division of Water Resources (Division) June 30, 2021. The application
proposes to excavate a new boat basin beneath an existing docking facility. The proposed project is
located within the Banks Channel in Topsail Sound which are class SA;HQW waters by the DWR. These
impacts are covered by the attached Water Quality General Certification Number 4175 and the
conditions listed below. This certification is associated with the use of General Permit No. 198000291
once it is issued to you by the U.S. Army Corps of Engineers. Please note that you should get any other
federal, state or local permits before proceeding with your project, including those required by (but not
limited to) Sediment and Erosion Control, Non -Discharge, and Water Supply Watershed regulations.
The Division has determined that the proposed project will comply with water quality requirements
provided that you adhere to the conditions listed in the enclosed certification and to the additional
conditions itemized below.

This approval is for the purpose and design described in your application. The plans and specifications
for this project are incorporated by reference as part of this Certification. If you change your project,
you must notify the Division and you may be required to submit a new application package with the
appropriate fee. If the property is sold, the new owner must be given a copy of this Certification and is
responsible for complying with all conditions. [15A NCAC 02H .0507(d)(2)].
If you are unable to comply with any of the conditions of the attached Water Quality General
Certification or with the additional conditions itemized below, you must notify the Wilmington. Regional
Office within 24 hours (or the next business day if a weekend or holiday) from the time the permittee
becomes aware of the circumstances.
The permittee shall report to the Regional Office any noncompliance with, and/or any violation of,
stream or wetland standards [15A NCAC 02B .0200] including but not limited to sediment impacts to
streams or wetlands. Information shall be provided orally within 24 hours (or the next business day if a
weekend or holiday) from the time the permittee became aware of the non-compliance circumstances.
Additional Conditions 115A NCAC 02H .0507(c)]:
1. Moratoriums
The Permittee shall comply with any moratoriums per the NC Division of Marine Fisheries and
the NC Wildlife Resources Commission. Dredging moratoriums shall be observed as required
by the NC Division of Marine Fisheries, NC Wildlife Resources, US Fish and Wildlife and National
Marine Fisheries. If such activities should take place during periods of high biological activity
(e.g. shorebird, or sea turtle nesting), biological monitoring may be required at the request of
other state and federal agencies and coordinated with these dredging activities.
Citation: 15A NCAC 02H .0505(b); 15A NCAC 02H .0507(c)
Justification: A project that affects waters shall not be permitted unless the existing uses
(including aquatic lifepropagation and biological integrity), and the water quality to protect
such uses, are protected. Protections are necessary to ensure any remaining surface waters or
wetlands, and any surface waters or wetlands downstream, continue to support existing uses
during and after project completion. The Division must evaluate if the activity has avoided and
minimized impacts to waters, would cause or contribute to•a violation of standards, or would
result in secondary or cumulative impacts. ,
2. Turbidity Standard
The Permittee shall adhere specially to 15A NCAC 02B .0222 Tidal Salt Water Quality Standards
for Class SB Waters.(12) pH: shall be normal for waters in the area, which generally shall range
between 6.8 and 8.5 except that swamp waters may have a pH as low as 4.3 if it is the result of
natural conditions; (19) Turbidity: the turbidity in the receiving water shall not exceed 25 NTU;
if turbidity exceeds this level due to natural background conditions, the existing turbidity level
shall not be increased. [15A NCAC 02B .0222]

Justification: Surface water quality standards require that conditions of waters be suitable for all
best uses provided for in state rule (including, at minimum: aquatic life propagation, survival,
and maintenance of biological integrity (including fishing, fish, and Primary Nursery Areas
(PNAs)], wildlife, and secondary contact recreation]; and that activities must not cause water
pollution that precludes any best use on a short-term or long-term basis.
This approval and its conditions are final and binding unless contested. [G.S. 143-215.5
This Certification can be contested as provided in Chapter 150B of the North Carolina General Statutes by
filing a Petition for a Contested Case Hearing (Petition) with the North Carolina Office of Administrative

surrounding their docking facility, specifically within the 8 rental slips. The proposed dredge
method is bucket to barge, with spoils being offloaded into trucks at the end of Scott Avenue
(located approximately 0.5 mile south of the project). Spoil material will be transported by truck
and disposed at a nearby private residential lot, located at 805 Channel Boulevard, in Topsail
Beach.
The Federal agencies have completed review of the proposal as presented by the
application and your field investigation report. We recommend that the following conditions be
included in the modification to the State authorization:
1. In order to further protect the endangered West Indian Manatee, Trichechus manatus,
the applicant must implement the U.S. Fish and Wildlife Service's Manatee Guidelines, and
strictly adhere to all requirements therein. The guidelines can be found at
https://www.fws. ovg/raleigh/pdfs/ManateeGuidelines20l7.pdf
2. The permittee must install and maintain, at his expense, any signal lights and signals
prescribed by the U.S. Coast Guard, through regulations or otherwise, on authorized facilities.

3. All work authorized by this permit must be performed in strict compliance with the
submitted plans, which are a part of this permit. Any modification to these plans must be
approved by the US Army Corps of Engineers (USACE) prior to implementation.
4. Except as specified in the plans attached to this permit, no excavation, fill or
mechanized land -clearing activities shall take place at any time in the construction or
maintenance of this project, in such a manner as to impair normal flows and circulation patterns
within waters or wetlands or to reduce the reach of waters or wetlands.
5. Except as authorized by this permit or any USACE approved modification to this
permit, no excavation, fill or mechanized land -clearing activities shall take place at any time in
the construction or maintenance of this project, within waters or wetlands. This permit does not
authorize temporary placement or double handling of excavated or fill material within waters or
wetlands outside the permitted area. This prohibition applies to all borrow and fill activities
connected with this project.
6. All mechanized equipment will be regularly inspected and maintained to prevent
contamination of waters and wetlands from fuels, lubricants, hydraulic fluids, or other toxic
materials. In the event of a spill of petroleum products or any other hazardous waste, the
permittee shall immediately report it to the N.C. Division of Water Resources at (919) 733-
5083, Ext. 526 or [phone] and provisions of the North Carolina Oil Pollution and
Hazardous Substances Control Act will be followed.
7. Unless otherwise authorized by this permit, all fill material placed in waters or wetlands
shall be generated from an upland source and will be clean and free of any pollutants except in
trace quantities. Metal products, organic materials (including debris from land clearing
activities), or unsightly debris will not be used.
8. If the permittee discovers any previously unknown historic or archeological remains
while accomplishing the authorized work, he will immediately notify the Wilmington District
Engineer who will initiate the required coordination procedures.
9.The permittee shall require its contractors and/or agents to comply with the terms and
conditions of this permit in the construction and maintenance of this project, and shall provide
each of its contractors and/or agents associated with the construction or maintenance of this
project with a copy of this permit. A copy of this permit, including all conditions, shall be
available at the project site during construction and maintenance of this project. I
10. The permittee shall employ all sedimentation and erosion control measures necessary
to prevent an increase in sedimentation or turbidity within waters and wetlands outside the
permit area. This shall include, but is not limited to, the immediate installation of silt fencing or
similar appropriate devices around all areas subject to soil disturbance or the movement of
earthen fill, and the immediate stabilization of all disturbed areas. Additionally, the project
must remain in full compliance with all aspects of the Sedimentation Pollution Control Act of

11. The activity will be conducted in such a manner as to prevent a significant increase in
turbidity outside the area of construction or construction -related discharge. Increases such that
the turbidity in the waterbody is 50 NTU's or less in all rivers not designated as trout waters by
the North Carolina Division of Environmental Management (NCDEM), 25 NTU's or less in all
saltwater classes and in all lakes and reservoirs, and 10 NTU's or less in trout waters, are not
considered significant.
12. The permittee, upon receipt of a notice of revocation of this permit or upon its
expiration before completion of the work will, without expense to the United States and in such
time and manner as the Secretary of the Army or his authorized representative may direct,
restore the water or wetland to its pre -project condition.
13. Violations of these conditions or violations of Section 404 of the Clean Water Actor
Section 10 of the Rivers and Harbors Act must be reported in writing to the Wilmington District
U.S. Army Corps of Engineers within 24 hours of the permittee's discovery of the violation.

B. PROJECT DESCRIPTION
The project site is located at 720 Channel Blvd., adjacent to Banks Channel and Topsail Sound, in
Topsail Beach, Pender County. According to the permit application this property is 200' x 138' or
27,600 sq. it There is an existing commercial structure on this property, known as the Assembly
Building with a 7,200 sq. ft gravel parking area and docking facility. There is an existing bulkhead
that runs the length of the shoreline at the project site (+/- 208'). The existing docking facility
includes an access pier is 6' x 40' that connects to a Boating dock measuring approximately 7' x 140'
that runs parallel to the bulkhead and terminates 31' into Banks Channel. The normal high water at
this site is located at the base of the existing bulkhead. Banks Channel is approximately 1800' wide
at this location. Banks Channel provides access to properties to the north and south of the project
site. The vegetation on the high ground area includes bermuda grass and other ornamental plants.
There are no coastal wetlands located on, or adjacent to the project site, nor is there any SAV
present along this section of shoreline.
The Topsail Beach Land Use Plan classifies this area as developed. In the project area, the NC
Division of Water Quality classifies the waters of the Banks Channel / AIW W and Topsail Sound, as
SA. This area of Topsail Sound is M designated as primary nursery area by the NC Division of
Marine Fisheries and is o =to the harvesting of shellfish.
On June 1, 2005, CAMA Major permit 86-05 was issued to Topsail Offshore for the construction of a
docking facility at the subject property. On March 14, 2008, CAMA permit 86-05 was modified,
authorizing an extension to the previously permitted floating dock Lastly, on December 10, 2014,
the permit was modified (minor) to allow for the construction of another section of floating dock,
this one located along the southern side of the property, adjacent to the existing bulkhead.
According to the last permit modification, a total of seven (7) boat slips have been authorized. The
last known CAMA permit associated with the subject property expired on October 18, 2015.
PROPOSED PROJECT
According to the project narrative and application package, the applicant proposes to perform
dredging activities around an existing docking facility. The application states there are five (5)
target areas that require dredging at this time and those areas are identified on sheet No.14, as
Area Dl, D2, D3, D4 and D5. Areas "D1, D2 and D3", when combined, account for approximately
\2��1328 sq. ft. of shallow bottom area. These three cuts are technically one rectangular area located
along the southern side of the exiting pier, immediately adjacent to the existing bulkhead, around
the existing 6' x 18' section of floating dock. Existing water depths at D1, D2 and D3 vary from -1.0
to -3.0' at normal low water (NLW) and the applicant proposes to remove approximately -2.0' of
material, for a total of 67 cubic yards.
The proposed "D4" dredge area is located along the northern side of the property, and it too is
located immediately adjacent to the existing bulkhead. While there are no formal slips at this
location, the narrative states this site is a "turning basin" for two of their recreational slips. The
footprint for proposed dredging activities in this area is approximately 16' x 75', with a proposed
final dredge depth of -5.0, NLW. Current water depths are reported at-1.5'to -3.0' at NLW. The
amount of material removed from the D4 area would total approximately 88 cubic yards. RECEIVED

The last of the five areas to be dredged is area "D5", and this section is located along the northern
end of the existing 7' x 140' floating dock. At this location, the applicant is requesting to remove
material from an 8' x 24' area along the northern dock terminus. The application package states this
area is the berthing location for the F/V Queen Jean, which drafts approximately 5.0' of water.
Current water depths at this location are reported to be approximately 5.5' at NLW, and the
proposed is to remove approximately 2.0, bringing the total dredge depth to -7.0' at normal low
water. Total yardage removed at this location would be approximately 14 cubic yards.
The existing Tx 140' floating dock is located along the edge of the side channel that provides access
to the commercial/business shoreline of Topsail Beach, and while the US Army Corp of Engineers
does not maintain a federal channel at this location, the Town of Topsail Beach has an active CAMA
Major Permit for the side channel. Existing depths at the site transition from -1.0' (along the
bulkhead) to -12' along the outer edge of the existing Tx 140' section of floating dock, which
demonstrates a transition to deeper water along the existing floating docks cross section.
As reported in the applicant's project narrative, all material would be removed via a bucket to barge
type operation. Dredge spoil would be unloaded from the barge at the end of Scott Avenue, in
Topsail Beach, NC, which is owned and approved for use by the Town of Topsail Beach. The
material would then be transported to a private residential lot located at 805 Channel Boulevard,
Topsail Beach. The owner of the disposal site is Quinn Ventures, LLC and a copy of the permission
statement is enclosed for verification. The disposal site is not located within a CAMA Area of
Environmental Concern (AEC).
10. ANTICIPATED IMPACTS
The proposed dredging would disturb approximately 2,604 sq. R of shallow bottom area. Minor
increases in turbidity should be expected during the dredging event; However, no long term
adverse impacts are anticipated. Spoil disposal would disturb up to 6,500 sq. it (0.15 acres) of high
ground at Quinn Ventures, LLC property, Topsail Beach, NC, which is approximately 300-350' feet
from the project site. The proposed project would not exceed a final depth of -7' @ NLW and would
taper off along the edge of the maintained channel. Sedimentation and erosion control structures
would be installed to prevent transport of material off the property. As proposed, it appears that
the dredging and disposal activities would not impact coastal wetlands, SAVs or PNAs.

The Historical Society of Topsail Island is located at 720 Channel Boulevard in
Topsail Beach, North Carolina. We are a non-profit organization dedicated to the
collection, preservation, and promotion of the history of the Greater Topsail area. Our
building, located on the shores of Topsail Sound, was built in 1948 by the U.S. Navy,
and was the home of Operation Bumblebee, the Top Secret missile program operated
by the Navy between 1946 and 1948. Today our building consists of The Assembly
Building, originally used to assemble rockets, but now used to accommodate community
events and wedding parties, and The Missiles & More Museum, open to the public free
of charge, which houses displays about the USA's first missile program, and other items
of local interest, such as the Marine's Osprey program.
Our members provide financial support for our various endeavors by conducting
Autumn With Topsail, a popular fall festival, by renting the Assembly Building for private
events, by hosting a summertime Bingo operation, and by renting recreational and
commercial dock space to tourists and area fishermen.
One of the highlights of our year is our annual scholarship program where we
donate college scholarships to some of our most outstanding area high school
graduates.
The dredging project we wish to undertake involves our eight rental boat slips. In
the past two years a newly emerged silting problem has left deposits that are
threatening the viability of some of our slips. We have attached three exhibits for
information purposes. The first is an aerial photograph of our dock, and the second is a
scale drawing of the docks in the photograph, showing our pier, two floating docks, and
the areas that need to be dredged. The third is 3 pages of cross sections of the dredge
areas showing before and after low tide water depths.
The 5 areas around our docks that we wish to dredge are as follows:
Area D1. Depth at low tide approximately 1 % at high tide approximately 4 '/� . We
wish to remove approximately a depth of 2', approximately 35 cubic yards.

recreational slips. At low fide the depth varies from -1/2' to T, and at high tide

patrons to offshore bottom fishing sites. She draws 5'. At this location the low tide

Our dredge contractor will be Topsail Offshore, Inc. The dredge used will be
operated by Dave Gardner, President, using a converted landing craft retrofitted with a
bucket scoop. Dredge material will be placed in the landing craft and then transported to
Topsail Beach's Scott Avenue sound access. It will then be unloaded from the barge
onto a trailer. Unloading the dredge boat at the Town of Topsail Beach's Scott Avenue
public access has been approved by the Town. The dredge spoil will be subsequently
placed on a residential lot at 805 Channel Boulevard owned by Quinn Ventures, LLC.
The areas that we wish to dredge are a safe distance from our seawall, and they
are well within our riparian area.
It is our desire to execute the project in the fall of 2021, likely beginning in late
October.

As you know the Historical Society is preparing to submit an application to LAMA for a permit to dredge our boat slip
area. We expect to conduct the dredging operation in the fall.
We will remove approximately 170 cubic yards of material. We require an upland site on which to place the dredge
material. I understand from Steve Smith that you are interested in having fill material placed on your lot at 805 Channel
Boulevard.
Should we do so, we would propose to enter your lot from Carolina Blvd. We would require about 1/3 of the lot square
footage to unload all of the material. We would place a runoff/silt screen around the dump area before dumping.
We believe the material will be mostly sand, but there will be some fine silt. The material will be supplied free of charge.
If you wish to receive the dredge material, LAMA specifies that we must have a letter from you granting us written

The Department of Environmental Quality hereby gives public notice as required by NCGS 113A-
119(b) that the following application was submitted for a development permit in an Area of Environmental
Concern as designated under the CAMA: On June 28, 2021, Hampstead Investment Group, Inc. proposed
to construct a 5-lot residential subdivision w/section "404" wetland fill, to include infrastructure, boardwalk
& kayak launch at 139 Dogwood Ln., adj. to the AIWW in Hampstead, Pender County; And on June 30,
2021, the Historical Society of Topsail lsland proposed to perform new dredging around an existing docking
facility at 720 Channel Blvd., adj. to Banks ChannellTopsail Sound in Topsail Beach, Pender County. A
copy of the application can be examined or copied at the office of Jason Dail, N.C. Dept. of Environmental
Quality, Division of Coastal Management, 127 Cardinal Drive Ext., Wilmington, NC 28405, (910-796-7221)
during normal business hours.
Comments mailed to Braxton C. Davis, Director, Division of Coastal Management, 400 Commerce
Avenue, Morehead City, NC 28557-3421, prior to July 27, 2021 will be considered in making the permit
decision. Later comments will be accepted and considered up to the time of permit decision. Project
modification may occur based on review and comment by the public and state and federal agencies. Notice of

I received the hard copy of LAMA major permit application package you submitted last week and wanted to advise you
of a pre -filing requirement from the NC Division of Water Resources, concerning the dredge project. This is something
relatively new that the DWR has started doing but is required, and will need to be completed before I can accept your
CAMA application package as complete. Following the link below to request the pre -filing and once completed, print and
either mail or email me a copy so that I can attach to your CAMA permit application. Also, you'll need to revise your
narrative to include the two statements that I've italicized below. Please let me know if you have any questions.
