FACTS
FINAL AGENCY DECISION
1. This is the Town of Holden Beach CAMA Land Use Plan adopted February 16,
2021 by the Town of Holden Beach, North Carolina.
2. Holden Beach is located within southern Brunswick County in southeast North
Carolina between the towns of Oak Island and Ocean Isle Beach.
3. Holden Beach is requesting certification of the CAMA Land Use Plan which can
be found on the NC Division of Coastal Management website.
4. Holden Beach adopted the Land Use Plan by resolution on February 16, 2021 after
a duly advertised public hearing. The public had the opportunity to provide written comments on
the plan up to thirty (30) calendar days after local adoption. No comments were received.
CONCLUSIONS OF LAW
1. The Holden Beach CAMA Land Use Plan has met the substantive requirements
outlined within the Land Use Planning Requirements effective February 1, 2016.
2. There are no conflicts evident in the Holden Beach CAMA Land Use Plan with
either state or federal law or the State's.Coastal Management Program.
3. The elected body of Holden Beach made a final decision on the contents of the
Holden Beach Land Use Plan and provided opportunity for the public to provide written comment
following local adoption of the plan, as required by N.C.G.S. § 113A-110 and 15A NCAC 7B
.0802 and .0803, and the Holden Beach Land Use Plan was submitted to the NC Division of
Coastal Management without written objection or comment from the public.
DECISION
For the reasons stated herein, Holden Beach's request for certification of the Holden
Beach CAMA Land Use Land Use Plan is GRANTED.

Certification the Holden Beach CAMA Land Use Plan
Recommendation
Certification of Holden Beach CAMA Land Use Plan with the determination that the Town has
met the substantive requirements outlined in the 15 NCAC 78 Land Use Plan Guidelines
and that there are no conflicts with either state or federal law or the State's Coastal
Management Program.
Overview
The Town of Holden Beach {hereinafter "Holden Beach") is located within southern
Brunswick County in North Carolina, between the towns of Oak Island and Ocean Isle Beach.
Holden Beach's Land Use Plan is a tool to help local decision-makers achieve the
community's long-term vision. This process allows public officials, staff, and other
stakeholders to be proactive rather than reactive in maintaining Holden Beach's character
as a family oriented coastal community.
This plan builds on the previous land use plans prepared by Holden Beach in 1980, 1985,
1990, 1997, and 2009. The plan encompasses all geographic areas in the community;
considering issues of future land use, development, and natural resource protection. The
plan is long-range in nature and looks beyond current land use issues to address potential
future land use and environmental issues over the next 10 to 20 years and beyond.

The Holden Beach Board of Commissioners held a duly advertised public hearing to consider
the proposed Land Use Plan and voted unanimously, by resolution to adopt the Land Use
Plan on February 16, 2021. The public had the opportunity to provide written comments on
the plan amendment up to thirty (30) calendar days after local adoption. No comments
were received.

RESOLUTION 21-02
RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE TOWN OF
HOLDEN BEACH, NORTH CAROLINA, ADOPTING THE 2019 TOWN OF
HOLDEN BEACH LAND USE PLAN
WHEREAS, Town drafted a Land Use Plan with the assistance of its consultant
Cape Fear Council of Governments, and conducted a· series of public workshops and
meetings as part of a comprehensive public participation program; and
WHEREAS, the 2019 Land Use Plan was unanimously recommended for approval
by the Town's Planning and Zoning Board on September 17, 2019; and
WHEREAS, the Division of Coastal Management's (DCM) Wilmington District
Planner found the 2019 Land Use Plan to be consistent with the rules of the Coastal
Resources Commission; and
WHEREAS, at a duly advertised meeting on December 15, 2020 the Town Board
of Commissioners held a public hearing on the draft 2019 Land Use Plan; and
WHEREAS, the adopted Plan will be sent to the Coastal Resources Commission
for review and certification. ·
NOW, THEREFORE, BE IT RESOLVED THAT the Town Board of
Commissioners of the Town of Holden Beach have adopted the draft 2019 Holden Beach
Land Use Plan; and
BE IT FURTHER RESOLVED that the Town Manager of Holden Beach is
hereby authorized to submit the adopted 2019 Land Use Plan to the State for certification
as described above.
