COMPREHENSIVE LAND USE PLAN
FACTS
1. This is the Town of Carolina Shores 2018 CAMA Comprehensive Land Use Plan
adopted July 12, 2018 by the Town of Carolina Shores, North Carolina.
2. Carolina Shores is located within Brunswick County in southeast North Carolina near the
towns of Calabash, Shallotte, and Sunset Beach.
3. Carolina Shores is requesting certification of the 2018 LAMA Land Use Plan which can
be found at

4. Carolina Shores adopted the Land Use Plan by resolution on July 12, 2018 after a duly
advertised public hearing. The public had the opportunity to provide written comments on the
plan up to thirty (30) calendar days after local adoption. No comments were received.
CONCLUSIONS OF LAW
1. Carolina Shores' 2018 CAMA Land Use Plan has met the substantive requirements
outlined within the Land Use Planning Requirements effective February 1, 2016.
2. There are no conflicts evident in Carolina Shores' 2018 CAMA Land Use Plan with
either state or federal law or the State's Coastal Management Program.
The elected body of Carolina Shores made a final decision on the contents of the Carolina
Shores Land Use Plan and provided opportunity for the public to provide written comment
following local adoption of the plan, as required by N.C.G.S. § 113A-110 and 15A NCAC 7B
.0802 and .0803, and Carolina Shores' 2018 CAMA Land Use Plan was submitted to the NC
Division of Coastal Management without written objection or comment from the public.
4. During its regularly scheduled meeting on .November 7-8, 2017, the North Carolina
Coastal Resources Commission delegated to the Director of the North Carolina Division of
Coastal Management, Department of Environmental Quality, its authority to approve Land Use
Plans pursuant to N.C.G.S. § 1 13A- 1 10(f). The conditions under which the delegation was made
are included in the November 20, 2017 letter to Braxton Davis, Director from Commission Chair
Renee Cahoon. Pursuant to that delegation, the undersigned makes.the following decision.
DECISION
For the reasons stated herein, Carolina Shores' request for certification of the Carolina
Shores' 2018 CAMA Comprehensive Land Use Land Use Plan ("2018 CAMA Land Use Plan")

Certification of the Carolina Shores 2018 CAMA Land Use Plan
Recommendation
Certification of the Carolina Shores 2018 CAMA Land Use Plan with the determination that the Town has
met the substantive requirements outlined in the 15 NCAC 7B Land Use Plan Guidelines and that there
are no conflicts with either state or federal law or the State's Coastal Management Program.
Overview
The Town of Carolina Shores (hereinafter "Carolina Shores") is located within Brunswick County in
southeast North Carolina, about 40 miles to the southwest of Wilmington and near, the towns of
Calabash, Sunset Beach and Shallotte.
This is the first "stand-alone" Carolina Shores land use plan to be Certified by the Coastal Resources
Commission. For CAMA land use planning purposes, Carolina Shores has previously been incorporated
into the Brunswick County Land Use Plan. The intent of this plan is to establish a solid foundation of the
ongoing planning program within the town and to serve as the primary policy guide for current and
long-range planning and programmatic decision -making within Carolina Shores.
The Town is requesting Certification of the Carolina Shores CAMA Comprehensive Land Use Plan. The
Carolina Shores Board of Alderman held a duly advertised public hearing to consider the proposed
Comprehensive Land Use Plan and voted unanimously, by resolution to adopt the Land Use Plan on July
12, 2018. The public had the opportunity to provide written comments on the plan up to thirty (30)
calendar days after Focal adoption. No comments were received.

RESOLUTION OF THE. BOARD OF COMMISSIONERS OF THE
TOWN OF CAROLINA SHORES, NORTH CAROLINA, ADOPTING THE
TOWN'S CAMA COM'R. 91MNSI VE PLAN
WHEREAS, from September 2016, through Julys 2018, the Town dratted a Coastal Area
Management Act (CAMA) Compxahensive� Plan with the assistance of its consultant, Holland
Consulting Planers, Inc., and. conducted a series of public worl�shops and meet-inas part of a
comprehensive public participation program under the leadership of the Planning Board; and
WHEREAS,.. on October 1.8, 2017, the Planning Board: recommended adoption of the
draft LAMA Comprehensive Plan; and
WHEREAS, at a duly advertised Regular Meeting on July 12, 2018, the Board of
Commissioners held a public hearing on the draft CAMA Comprehensive Plan;. and
WHEREAS, at the Regular Meeting on. July 12, 2018,. the Board of Commissioners of
the Town of Carolina Shores, North Carolina found the policies and Future Land Use MAp in th'e
draft CAMA Comprehensive Plan to be consistent with the. Town's desired vision for the- future
and unanimously, approved to adopt the drat CAMA Comprehensive Plan; and
WHEREAS, the adopted Plan. will be submitted as required by state law to the Southern
Re, "on District Planner for the Division of Coastal . Management under the North Carolina
Department of Environmental Quality and forwarded to the. Coastal Resources Commission; and
WHEREAS, areview of the adopted Plan by. the Executive Secretary of the Coastal
Resources Commission (CRQ will be scheduled; and the CR.0 Executive Secretary will then
consider certification of the Town's LAMA Comprehensive Plan; and
WHEREAS, a certified Town of Carolina. Shores CAMA Comprehensive Plan will be
forwarded to the Office for Coastal. Management for federal approval.
NOW, THEREFORE, BE IT RESOLVED THAT the Board of Commissioners of the
Town of Carolina Shores, North Carolina, has unanimously adopted the draft CAMA
Comprehensive. Plan; and
BE IT FURTHER RESOLVED that the Town Administrator of the Town of Carolina
Shores is hereby authorized to submit the adopted CAMA Comprehensive Plan to the State for
certification as described. above,

Notice. Is hereby given. that-. the Town of Car.
olina Shores Board of Commissioners will
conduct a public hearing on Thursday, July
121 2018, at 2:00 pm, to review adoption of
the Town of Carolina Shores Comprehensive
Land Use Plan. The meeting will be held in
the Council Room of the Carolina Shores
Town Hall located at 200 Persimmon Road,
Carolina Shares, NC 28487. All interested
j citizens are encouraged .to attend.
Following the public hearing., the Board of
Commissioners will consider adoption of the
Comprehensive Land Use Plan. Once adopt-
ed, the plan will be submitted. to the Coas#al
Resources Commission for certification.
Written objections, co.mmentO, or statements
of support shall be submitted to the Division
of Coastal Management's: District Planner,
Mike Christenbury, 127 Cardinal Drive Ext.,
Wilmington, NC 28405, no less than 30 cal-
endar days after local adoption of the plan.
