COMPREHENSIVE LAND USE PLAN
FACTS
l . This is the Town of Carolina Beach CAMA Comprehensive Land Use Plan adopted
September 8, 2020 by the Town of Carolina Beach, North Carolina.
2. Carolina Beach is located within southern New Hanover County in southeast North
Carolina south of the City of Wilmington and north of the Town of Kure Beach.
3. Carolina Beach is requesting certification of the CAMA Comprehensive Land
Use Plan which can be found at:

4. Carolina Beach adopted the Land Use Plan by resolution on January 14, 2020 after
a duly advertised public hearing. The public had the opportunity to provide written comments on
the plan up to thirty (30) calendar days after local adoption. No comments were received.
CONCLUSIONS OF LAW
1. The Carolina Beach CAMA Land Use Plan has met the substantive requirements
outlined within the Land Use Planning Requirements effective February 1, 2016.
2. There are no conflicts evident in the Carolina Beach LAMA Land Use Plan with .
either state or federal law or the State's Coastal Management Program.

3. The elected body of Carolina Beach made a final decision- on the contents of,,,,,
Carolina Beach Comprehensive Land Use Plan and provided opportunity for the public to provide
written comment following local adoption of the plan, as required by N.C.G.S. § 113A-110 and
15A NCAC 7B .0802 and .0803, and the Carolina Beach Land Use Plan was submitted to the NC
Division of Coastal Management Commission without written objection or comment from the
public.
4. During its regularly scheduled meeting on November 7-8, 2017, the North Carolina
Coastal Resources Commission delegated to the Director of the North Carolina Division of Coastal
Management, Department of Environmental Quality, its authority to approve Land Use Plans
pursuant to N.C.G.S. § 113A-110(f). The conditions under which the delegation was made are
included in the November 20, 2017 letter to Braxton Davis, Director from Commission 'Chair
Renee Cahoon. Pursuant to that delegation, the undersigned makes the following decision.
DECISION
For the reasons stated herein, Carolina Beach's request for certification of the Carolina
Beach LAMA Comprehensive Land Use Land Use Plan is GRANTED.

Subject: Certification of the Town of Carolina Beach CAMA Land Use Plan Update
Recommendation:
Certification of the Carolina Beach CAMA Land Use Plan with the determination that the
Town has met the substantive requirements outlined in the 15 NCAC 7B Land Use Plan
Guidelines and that there are no conflicts with either state or federal law or the State's
Coastal Management Program.
Overview:
The Town of Carolina Beach (hereinafter "Carolina Beach") is located within New Hanover
County in southeast North Carolina, south of the City of Wilmington and north of the Town of
Kure Beach.
The Carolina Beach CAMA Land Use Plan provides a blueprint for growth and development
over the next 20 to 30 years. The plan development process included extensive public
outreach and comment. Throughout the planning process, which lasted longer than a year,
information was gathered and analyzed and the findings were vetted by a steering
committee appointed by the Town Council. The steering committee was composed of
elected and appointed officials, representing Town Staff and various committees, as well as
residents and business owners. Prior to plan adoption, the Town held a public open house
to view the plan followed by a month -long public review and comment period.

RESOLUTION ADOPTING 2020 CAMA LAND USE PLAN
Town of Carolina Beach
Town Council
WHEREAS, from October 2018 through September 2020, the Town drafted a Coastal Area Management
Act (CAMA) Land Use Plan with the assistance of its consultant, Stewart Consulting, and
WHEREAS, this process included review of the Town's 2007 CAMA Land Use Plan, research on existing
conditions, and significant public input, including a citizen steering committee, a series of public
meetings and workshops, a Town survey, and more, and
WHEREAS, on June 11, 2020, the Planning & Zoning Commission recommended adoption of the draft
CAMA Land Use Plan, and
WHEREAS, on July 14, 2020 and August 20, 2020 the Town Council conducted two separate public
hearings on the draft plan, and
WHEREAS, the Town Council conducted a final public hearing on the CAMA Land Use Plan at its duly
advertised regular meeting on September 8, 2020, and
WHEREAS, at its regular meeting on September 8, 2020 the Town Council determined that the policies
and future land use map in the CAMA Land Use Plan represent the Town's desired vision for the future,
NOW, THEREFORE, BE IT RESOLVED THAT the Town of Carolina Beach hereby formally adopts the 2020
CAMA Land Use Plan, and BE IT FURTHER RESOLVED that the Planning Director is hereby authorized to
submit the adopted plan to the North Carolina Division of Coastal Management for certification by the
North Carolina Division of Coastal Management.
