This letter is in regard to the town's request to extend the deadline for completion of the Town of
Bridgeton's CAMA Workbook Land Use Plan. We are aware of the progress being made on the
plan and the upcoming public input sessions. This letter serves as a formal approval for the
requested extension. The MOU previously signed will now be effective until April 30, 2008.
Also, enclosed you will find a land suitability map for the town. This analysis helps identify
areas where higher intensity development should be encouraged and/or discouraged. It will be
used when creating the town's future land use map. The criteria used for the map analysis and
the weights of each of the criteria are outlined on a separate sheet and included with the map.
The criteria and ratings are the default weights that DCM assigns for all communities. If you
have any questions about the map, or how to use the map, please feel free to contact me at 252-
808-2808. I am happy to assist you with completion of this project.

As follow-up to your conversation with Commissioner Spano, we would like to formally
request an extension of our deadline to complete the update of our CAMA Land Use Plan
to April 1, 2008.
A workshop has been held with the Bridgeton Board of Commissioners and further ones
are being planned to incorporate the Town's vision and long-range plans into this update.
Also, please find enclosed a xerox copy of our Zoning Map. You will note that the map
has been amended several times for requested voluntary annexations and changes that
affect the map. The Division of Community Assistance is in the process of updating our
official map, which may include a pending annexation request that is currently in process
that involves an additional 185.113 acres, known as the Clyde Nelson, et. al tract of land.
Once the updated map is complete, we will send you a xerox copy of it.
Thank you for all your assistance and considering our deadline extension request to April
1, 2008.

Memorandum of Understanding
This memorandum shall serve as an agreement of intent between the Town of Bridgeton
and the North Carolina Department of Environment and Natural Resources/Division of
Coastal Management (DENR/DCM).
WHEREAS; The Town of Bridgeton has elected to prepare a Workbook Land Use Plan,
in accordance with 15A NCAC 7B and 15A NCAC 7L; and
WHEREAS; the North Carolina DENR/DCM shall provide a template/manual to assist
the Town in preparation of the Workbook Land Use Plan; and
WHEREAS; the North Carolina DENR/DCM shall assist the Town in producing a Land
Suitability Analysis by preparing environmental composite and land suitability maps with
input from the Town; and
WHEREAS; the Town shall provide one (1) reproducible copy of the DRAFT Workbook
Land Use Plan and one (1) digital/CD copy for distribution and State review of the plan.
DENR/DCM will copy and distribute the draft plans for State review; and
WHEREAS; the Town shall provide one (1) reproducible copy of the locally adopted
Workbook Land Use Plan to DENR/DCM for. certification by the Coastal Resources
Commission (CRC) and one (1) digital/CD copy. DENR/DCM will copy and distribute
the plan to the CRC for certification; and
WHEREAS; DENR/DCM shall reproduce ten copies of the certified Workbook Land
Use Plan for use by the Town, including any color maps.
THEREFORE, the signatures of both parties signify that this agreement shall be in effect
for twelve months, or for a longer period if -extended by mutual agreement.

RESOLUTION DELEGATING AUTHORITY TO THE TOWN OF BRIDGETON
TO ADOPT AN INDIVIDUAL LAND USE PLAN INDEPENDENT OF CRAVEN
COUNTY AS ALLOWED UNDER THE COASTAL AREA MANAGEMENT ACT
OF 1974
WHEREAS, §113A-110(c) of the Coastal Area Management Act (CAMA)
provides that either the County or the Coastal Resources Commission (CRC)
may delegate responsibility to a municipality to prepare and adopt a CAMA Land
Use Plan independent of the County Land Use Plan; and
WHEREAS, the Craven County Commissioners were advised that the Town of
Bridgeton has requested authority from Craven County to prepare a CAMA Land
Use Plan independent from the Graven County CAMA Land Use Plan; and
WHEREAS, the Town of Bridgeton is recognized as an incorporated municipality
by the State of North Carolina and is located in the County of Craven;
NOW, THEREFORE BE IT RESOLVED that the County of Craven has delegated
authority to the Town of Bridgeton to prepare and adopt its own CAMA Land Use
Plan for areas within its planning jurisdiction.

Dear Maureen:
Please find enclosed a copy of the Resolution adopted by the Craven County Board of
Commissioners delegating authority to the Town to adopt our own land use plan and also
the original Memorandum of Understanding approved by the Board of Commissioners at
their regular scheduled meeting of April 10, 2007.
Please return a copy of the Memo to us once Mr. Jones has had a chance to review and
sign.
