Dear Mr. Svirk:
I have reviewed the information submitted to this office in your inquiry concerning the necessary filing of an
application for a minor development permit under the Coastal Area Management Act. Based on the information
provided,I have determined that the activity you propose is exempt from needing a minor development permit as
long as it remains consistent with the information dated received by DCM on 8/5/2016 and 8/8/2016,and meets
the conditions specified below. If your plans should change and your project will no longer meet these
conditions,please contact me before proceeding.
Maintenance&Repair
1. The maintenance and repair work authorized under this exemption specifically includes the repairs
necessary to restore the existing home to its pre-damaged condition,prior to the fire event which took
place during July 2016.No increases to the total floor area,including roof overhangs,enclosures,etc.are
authorized under this exemption.Any proposals to include any expansion(s)or additions will require a re-
evaluation.
2. The development must not involve removal,damage,or destruction of threatened or endangered animal
or plant species.
3. The development must not alter naturally or artificially created surface drainage channels.
4. The development must be consistent with all applicable use standards and local land use plans in effect at
the time the exemption is granted.
6. This permit does not authorize expansion of the existing structure.
This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other State,
Federal or Local authorization. This exemption expires 90 days from the date of the letter.

A visual inspection was completed by a representative of this office at the above address on August 5,
2016. The purpose of the visit was to examine the existing floor framing to determine whether it was
adequate to support a second floor load.The contractor was present for the inspection.No destructive
testing was performed by this office during inspection.
According to the contractor the existing roof will be completely removed and replaced. On the road
side of the two-story residence,existing attic space will be converted to a bedroom. During inspection,
it was observed that the floor framing was comprised of 2x8 at 16"on center spanning approximately
12'clear. Additionally, in another section of the attic space there were 2x6 floor joists at 16" on center
spanning roughly 9'.
After an analysis was completed,all in-place floor framing is considered adequate to support the
intended floor load. Therefore,this office certifies that the in-place framing meets or exceeds the
intent of the 2012 NC Residential Building Code.
