Shore Drive, Surf City, NC AREA OF ENVIRONMENTAL CONCERN—Ocean Hazard AEC Dear Mr.Afify: I have reviewed the information submitted to this office in your inquiry concerning the necessary filing of an application for a minor development permit under the Coastal Area Management Act. Based on the information provided, I have determined that the activity you propose is exempt from needing a minor development permit as long as it remains consistent with your contractor's detailed description dated received by DCM on 7/1/14, and meets the conditions specified below. If your plans should change and your project will no longer meet these conditions, please contact me before proceeding. MAINTENANCE AND REPAIR Structures may be repaired in a similar manner,size and location as the original structure. No expansions or additions are permissible. The repairs are limited to 50%of the physical value of the existing structure and the following specific conditions. 1. This exemption specifically authorizes the re-placement of house pilings (support/foundation)at the subject location. Any additional development, including girder and joist replacement, is not authorized under this exemption. No other exterior development shall occur with prior consent from the NC Division of Coastal Management. In addition,this exemption allows for the planting of vegetation along the frontal dune. 2. The development must not involve removal,damage,or destruction of threatened or endangered animal or plant species. 3. The development must not alter naturally or artificially created surface drainage channels. 4. The development must be consistent with all applicable use standards and local land use plans in effect at the time the exemption is granted. 5. The proposed development shall remain consistent with the attached work plan. This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other State, Federal or Local authorization. The dune is one of the highest that I have ever seen in Topsail. I am estimating 17 to 18 feet above sea level. The vegetation is blue running juniper and sea oats very established. I plan on reestablishing the face of the dune with vegetation which is very doable. I bought this house from an estate and has not been kept up. The main issue is that the pilings are in very bad shape and some are bulging. The need is fairly immediate.
