APPLICATION FOR CAMA MINOR DEVELOPMENT PERMIT In 1974, the North Carolina General Assembly passed the Coastal Area Management Act and set the stage for guiding development in fragile and productive areas that border the state's sounds and oceanfront.Along with requiring special care by those who build and develop,the General Assembly directed the Coastal Resources Commission (CRC) to implement clear regulations that minimize the burden on the applicant. This application for a minor development permit under CAMA is part of the Commission's effort to meet the spirit and intent of the General Assembly.It has been designed to be straightforward and require no more time or effort necessary from the applicant. Please go over this folder with the Local Permit Officer (LPO) for the locality in which you plan to build to be certain that you understand what information he or she needs. Under CAMA regulations,the minor permit is to be issued within 25 days once a complete application is in hand. Often less time is needed if the project is simple.The process generally takes about 18 days.You can speed the approval process by making certain that your application is complete and signed,that your drawing meets the specifications given inside and that your application fee is attached. Other permits are sometimes required for development in the coastal area. While these are not CAMA-related, we urge you to check with the Local 10400Ilk Permit Officer to determine which of these you may need.A listing is included - on page 2 of this folder. I have determined that the activity you propose is exempt from needing a minor development permit as long as it remains consistent with your submitted site drawing received on February 10, 2011 and meet the conditions specified below. If you plans should change and your project will no longer meet these conditions, please contact me before proceeding. MAINTENANCE AND REPAIR-(G.S. 113-103(5)(6)(5) and 7K.0209) -Structures may be repaired in a similar manner, size and location as the original structure. No expansions or additions are permissible. The repairs are limited to 50%of the physical value of the existing structure and the following specific conditions: 1. The project consists of the repair of the existing beach access, as shown on the attached drawing. 2. The proposed repairs shall be consistent with all other applicable local ordinances and North Carolina Building Code standards. 3. The accessway must not exceed six feet in width and shall provide only pedestrian access to the ocean beach. 4. The accessway must be constructed so as to make negligible alterations to the frontal dunes. This means that the accessway must be constructed on raised posts or pilings of five feet or less in depth, so that wherever possible only the posts or pilings touch the frontal dunes without any alteration to the dunes.
