concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area
Management"
Issued to Chester and Lee Miller authorizing development in the Estuarine Shoreline Area of Environmental Concern
(AEC) at 153 Atkinson Road, in Surf City, Pender County as requested in the permittee's application dated November
3, 2019, and workplan drawings received by DCM on November 12, 2019. This permit, issued on November 21, 2019,
is subject to compliance with the application and site drawings (where consistent with the permit), all applicable
regulations and special conditions and notes set forth below. Any violation of these terms may subject permittee to a
fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: Remove fire debris and clear and grade lot.
(1) All proposed development and associated construction must be done in accordance with the application package dated
November 3, 2019 and received by the Division of Coastal Management on November 12, 2019. This permit does not
authorize the creation of any new structures (i.e. dwellings, driveways, docks, etc.). Any additional development
will require a modification to this permit.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. This permit must be on the project Jason Dail W � §

(5) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Disturbed areas shall be vegetated and stabilized (planted and
mulched)within 14 days of construction completion.
(6) Any proposed for grading within the 30' buffer from the Normal High Water level must be contoured to prevent
additional stormwater runoff to the adjacent marsh and/or canal. This area shall be immediately vegetatively
stabilized, and must remain in a vegetated state.
(7) No structures shall be located within the 30' Coastal Shoreline buffer.
(8) This permit does not authorize the excavation or filling of any wetlands or open water areas.
(9) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third-party.

Local Permit Officer can assist you in preparing your application and project drawings.Once

SEND THE FOLLOWING ITEMS TO THE ADJOINING PROPERTY
OWNERS: CERTIFIED/RETURN RECIEPT MAIL IS RECOMMENDED
1. A letter stating you have applied for a CAMA permit and are required to notify them
of your intended project. (Attached please find an example of this letter which states
information about where to send comments or objections).
2. A copy of the application drawing(s) showing your project.
3. A copy of the completed application.
BRING THE FOLLOWING TO YOUR LOCAL CAMA PERMIT OFFICER:
1. A $100.00 check payable to: NC DEQ
2. The completed, signed application, including, if applicable the signed AEC Hazard
Notice, signed by the property owner(Agent signature not acceptable).
3. The project drawing(s) showing your proposed development.
4. Copies of the letters mailed to the adjoining property owners.
5. The certified mail receipts from the post office showing that you have mailed the letters
to adjoining property owners.
6. A copy of the property survey (if applicable).
7. A copy of your Zoning Certificate and/or Improvements Permit, for installation of your
septic system (if applicable).
This process usually takes approximately two (2) weeks from the date that we receive your
complete application. A review period of 25 days is provided by law and an additional 25-day
period can be imposed when such time is necessary to complete the review of the proposed
project. Under those circumstances, you will be notified of the need for an extended review
period. If you have any questions about the Minor Permit application, your project drawing(s),
or any other aspect of the N. C. Coastal Area Management Act (CAMA), please contact the
CAMA Local Permit Program Officer.
