HomeMy WebLinkAboutSC_19-22_ Dill Issued by WiRO SC19-22 Surf City Permit Number CAMA MINOR DEVELOPMENT PERMIT NORTH CAROLINA as authorized by the State of North Carolina, Department of Environmental Quality • Environmental Quality and the Coastal Resources Commission for development in an area of environment concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area Management" Issued to Robert Dill authorizing development in the Ocean Hazard Area of Environmental Concern (AECs) along 1010 S. Shore Drive, Surf City, Pender County as requested in the permittee's application, dated April 22, 2019, and received by DCM on April 30, 2019. This permit, issued on May 16, 2019, is subject to compliance with the application and drawing dated received by DCM on April 30, 2019 (where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject the permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void. This permit authorizes: Dune reconstruction along the ocean front shoreline at 1010 S.Shore Drive, Surf City. (1) All proposed development and associated construction must be done in accordance with the permitted work plat drawings(s)dated received by DCM on April 30, 2019. (2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations, applicable local ordinances and FEMA Flood Regulations. (3) Any change or changes in the plans for development, construction, and/or land use activities will require re-evaluation and modification of this permit. (4) A copy of this permit shall be posted or available on site throughout the construction process. Contact this office at(910) 766-7221 for a final inspection at completion of work. (6) No sand deposition or ground disturbing activities shall take place seaward of the crest of the existing sand berm or crest of the frontal dune, whichever is present and/or most restrictive. All fill material associated with this proposal shall be confined to the area between the existing sand berm and the residence. (7) Any equipment/machinery used for dune reconstruction purposes(i.e. front end loaded, dump truck, bull dozer,etc.) shall remain landward of the crest of the sand berm or frontal dune,which ever is most restrictive. (8) Any fill material hauled to the site and deposited in the authorized location shall be consistent with native sands and shall be free of debris and any other non-compatible material. A sample of the fill material shall be inspected by a DCM representative prior to deposition. (9) The constructed and/or reinforced dune shall approximate a natural, average-sized feature in height and width. Multiple dunes are not allowed. (10) This permit does not authorize"broadening"of the dune in a seaward direction. (11) A gradual slope of 3:1 or flatter should be maintained on the ocean-facing dune side. (12) This permit does not authorize any beach bulldozing activities. (13) The sand deposition activities shall not exceed the lateral bounds of the permittee's property. (14) The proposed sand deposition activities shall not significantly increase erosion on neighboring properties and shall not have a significant adverse effect on important natural or cultural resources. (15) Any and/or all storm debris in the immediate vicinity of the subject property, such as lumber, tires, etc. shall be removed prior to the bulldozing activity. (16) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise disposed of to a third-party. (17) In issuing this authorization, the State and Federal Governments do not assume any liability for the following: (a) Damages to other permitted or unpermitted activities or structures caused by the authorized activity; and (b) Damage claims associated with any future modification, suspension, or revocation of this authorization.
