Issued to Michael Augins authorizing development in the Ocean Hazard Area of Environmental Concern (AECs) at
502 North Shore Drive, Surf City, Pender County as requested in the permittee's application, dated March 13, 2019,
and received by DCM on March 21, 2019. This permit, issued on April 5, 2019, is subject to compliance with the
application and drawing dated and received by DCM on March 21, 2019 (where consistent with the permit), all
applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject the
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: The placement of beach compatible fill material along the ocean side of the existing residence
and general fill placement throughout the property,as well as repairs to existing swimming pool and decking.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s)dated received by DCM on March 21, 2019.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, and/or land use activities will require re-evaluation
and modification of this permit.
(4) A copy of this permit shall be posted or available on site throughout the construction process. Contact this office at(910)
766-7221 for a final inspection at completion of work.

This permit action may be appealed by the permittee or other qualified persons 1
within twenty (20) days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspected for Jason Dail

(5) This CAMA permit authorizes a one-time sand deposition (i.e. truck sand) event for dune re-construction
following Hurricane Florence. No dune re-construction shall be performed until the area has been monitored and
certified clear of turtles by the Topsail Island Turtle Monitoring Program (applicable from April 1st - Nov 15th of any
year). PRIOR TO ANY BEACH BULLDOZING ACTIVITES (BEYOND APRIL 1, 2019), THE PERMITTEE SHALL
CONTACT THE NC DIVISON OF COASTAL MANAGEMENT AND OBTAIN PERMISSION TO PERFORM THESE
ACTIVITES WITHIN THE APRIL 1 THROUGH NOVEMBER 15th MORATORIUM.
(6) Any equipment/machinery used for dune reconstruction purposes(i.e. front end loaded,dump truck, bull dozer,etc.)
shall be brought onto the beach at an existing authorized location, not across a stabilized dunes/berm or across
individual private property outside of the properties authorized under this permit.
(7) The constructed and/or reinforced dune shall approximate a natural, average-sized feature in height and width.
Multiple dunes are not allowed.
(8) A gradual slope of 3:1 or flatter should be maintained on the ocean-facing dune side.
(9) The sand deposition activities shall not exceed the lateral bounds of the permittee's property.
(10) The proposed sand deposition activities shall not significantly increase erosion on neighboring properties and shall
not have a significant adverse effect on important natural or cultural resources.
(11) Equipment used to push beach sand or construct beach dunes shall not be operated waterward of the mean low
water elevation contour.
(12) Any and/or all storm debris in the immediate vicinity of the subject property, such as lumber, tires, etc. shall be
removed prior to the placement of fill.
(13) This permit does not authorize any retaining walls, bulkheads or other vertical containment structures on the subject
property.
(14) This permit does not authorize any new development seaward of the First Line of Stable Natural Vegetation.
(15) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third-party.
(16) In issuing this authorization, the State and Federal Governments do not assume any liability for the following:
(a) Damages to other permitted or unpermitted activities or structures caused by the authorized activity; and
(b) Damage claims associated with any future modification, suspension, or revocation of this authorization.
