and the Coastal Resources Commission for development in an area of environment
concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area
Management"
Issued to Charles and Elizabeth Watson authorizing development in the Estuarine Shoreline Area of Environmental
Concern (AEC) at 125 Bland Drive, in Surf City, Pender County as requested in the permittee's application letter, dated
August 21, 2018, email dated October 18, 2018 and drawing dated received by DCM on October 18, 2018. This permit,
modified on October 22, 2018, is subject to compliance with the application letter, email, and site drawing (where
consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of
these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: Construction of an irrigation system and landscaping.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s)dated received by the Division of Coastal Management on October 18, 2018.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty(20) days of the issuing date. This permit must be on the project urtney Spe s 0 U °O

(5) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Disturbed areas shall be vegetated and stabilized (planted and
mulched)within 14 days of construction completion.
(6) Any proposed for grading within the 30' buffer from the Normal High Water level must be contoured to prevent
additional stormwater runoff to the adjacent marsh and/or canal. This area shall be immediately vegetatively
stabilized, and must remain in a vegetated state.
(7) No structures, with exception of the authorized irrigation system, shall be located within the 30' Coastal Shoreline
buffer.
(8) This permit does not authorize the excavation or filling of any wetlands or open water areas.
(9) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third-party.

Enclosed is the application we discussed to modify our existing LAMA minor permit to include
grading, irrigation and general landscaping
This proposed project impacts the area noted on the enclosed physical survey that is surrounded by
Tree 1, Tree3,Tree 4, Tree 5, Tree 6 and the "proposed deck". The project will include removal of Tree
2, installation of an irrigatidt, system,grading and sod. The water front will be protected by the
existing sea wall and the addition of a temporary silk fence.

Thanks for your help with our project.
Attached is amended site survey. Supply lines in red. The supply lines will be 8 to 10 feet from the bulk head. We have
no desire to disturb the trees between the irrigation lines and the sea wall. I hope this meets your needs.
