Lot 22, The Peninsula, in Surf City, Pender County as requested in the permittee's application package, dated
December 4, 2015, and received by DCM on December 4, 2015, including the permit modification request dated
February 11, 2016. This permit, modified on February 16, 2016, is subject to compliance with the application and site
drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below.
Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be
null and void. All conditions of the original permit SC15-25,dated December 21, 2015, remain in effect.
This permit authorizes: Retaining wall installation.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s)dated received by DCM on February 16, 2016.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at
completion of work.

within twenty (20)days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspected for

sedimentation and erosion control measures. Disturbed areas shall be vegetate and stabilized (planted and
mulched)within 14 days of construction completion.
(6) Any proposed for grading within the 30' buffer from the Normal High Water level must be contoured to prevent
additional stormwater runoff to the adjacent marsh and/or canal. This area shall be immediately vegetatively
stabilized, and must remain in a vegetated state.
(7) With exception of 200 sq. ft. or less of elevated, slatted uncovered wood decking and retaining walls, no other
structures shall be located within the 30' Coastal Shoreline buffer, including but not limited to concrete slabs,
stepping stories, roof covers, accessory buildings, swimming pools,stormwater drains, pump houses, etc.
(8) Development on the subject lot shall be limited to 1,400 sq. ft. or less of built upon area according to NC Division of
Energy Mineral and Land Resources permit No. SW8060128M0D.
(9) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third-party.

Attached are CAMA Minor Development Permits No. SC 15-25 MODIFIED and SC 15-25
MODIFIED V.2 for work to be done at Lot 22 Peninsula, adjacent to Topsail Sound, in Surf City.
In reviewing this file, it appears that we do not have a signed copy of the first modification
issued on February 16, 2016. I have included a 2-page white copy for you to sign and return
along with the new modification. In February, a copy was sent to your agent; this request is
simply for administrative purposes.
In order to validate the new permit, issued November 22, 2016, please sign both copies of this
permit. Retain the orange copy for your files and sign both pages of the white copy and return to
us within 20 days of receipt, in the enclosed, self-addressed envelope. A copy has been sent to
your agent, Charles Riggs, and the Inspections Dept. at Surf City. This is not a valid permit until
it is signed and returned to our office.
So, you will be returning the white copies of both 15-25 MODIFIED, and 15-25 MOD V.2.

as authorized by the State of North Carolina, Department of Environmental Quality
and the Coastal Resources Commission for development in an area of environment
concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area
Management"
Issued to Gail I. Copland authorizing development in the Estuarine Shoreline Area of Environmental Concern (AEC) at
Lot 22, The Peninsula, in Surf City, Pender County as requested in the permittee's application package, dated
December 4, 2015, and received by DCM on December 4, 2015, including the permit modification request dated
February 11, 2016. This permit, modified on February 16, 2016, is subject to compliance with the application and site
drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below.
Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be
null and void. All conditions of the original permit SC15-25, dated December 21, 2015, remain in effect.
This permit authorizes: Retaining wall installation.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s)dated received by DCM on February 16, 2016.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons (21.4..e
within twenty (20)days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspected for
compliance. Any maintenance work or project modification not covered under Dail
this permit,require further written permit approval.All work must cease when this Ci.nason
