Statement of Compliance and Consistency
This permit is subject to compliance with this application and permit conditions. Any violation of these terms may
subject the permittee to a fine or criminal or civil action; and may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for
compliance. The applicant certifies by signing this permit that: 1) prior to undertaking any activities authorized by this
permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the
local land use plan and all local ordinances, and 2) a written statement from the adjacent riparian property owner(s)
has been obtained, or proof of delivery of certified mail notification of the adjacent riparian property owner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

CAMA General Permit
Dear Mr. Connell:
We respectfully submit this application for a CAMA General Permit on behalf of
Craven County for the subject project. The project installs approximately 22.3
miles (117,630) LF of buried fiber optic cable to establish connectivity of critical
water distribution assets with the existing County buried fiber optic network.
The proposed fiber line will be installed in NCDOT right-of-way for two primary
roadways (NC-55; NC-101) and seventeen secondary roadways. Per previous
communication with the NCDEQ Division of Coastal Management, four (4)
stream/wetland horizontal directional drill (HDD) crossings involving Deep
Branch, Hancock Creek, and East Prong Morton Mills Pond are permitted under
the CAMA Dredge and Fill General Permit. The crossings will occur in NCDOT
right-of-way under an encroachment agreement, which is currently under
review.
Included in this submittal are the following documentation:
• One (1) copy of a full size set of final design plans
• One (1) copy of Landowners of Record and one (1) notification letter for
Venture IV Building property owners
• One (1) copy of signed CAMA Agent Authorization
