as authorized by the State of North Carolina, Department of Environment,
and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statutes,"Coastal Area Management"
Issued to Robert Siefker authorizing development in both the Estuarine Shoreline Area of Environmental Concern
(AEC) and Ocean Hazard AEC at 2020 N. Shore Drive and 105 Jennifer Lane, in Surf City, Onslow County as
requested in the permittee's application package, dated June 22, 2013 and received by DCM on June 24, 2013. This
permit, issued on July 17, 2013, is subject to compliance with the application and site drawing (where consistent with
the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may
subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: Relocation of an existing single family dwelling. The dwelling would be re-located from 2020 N.
Shore Drive, Surf City, NC,to 105 Jennifer Lane, Surf City, NC.Additionally,this permit authorizes renovation of the lot
located at 2020 N. Shore Drive,to include: removal of the concrete slab/house foundation, removal of pilings and other
debris. Lastly,this permit authorizes dune re-establishment.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s)and application packet dated received by the Division of Coastal Management on June 24, 2013.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons /`
within twenty (20) days of the issuing date. From the date of an appeal, any
work conducted under this permit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permit officer when the
project is inspected for compliance. Any maintenance work or project Jason ail

(5) All unconsolidated material resulting from associated grading, demolition and landscaping (on both lots) shall be
retained on site by effective sedimentation and erosion control measures. Disturbed areas shall be vegetated and
stabilized (planted and mulched)within 14 days of construction completion.
(6) The oceanard side of the lot must be restored to its predevelopment condition to such an extent that is possible after
the removal of the structure including: complete removal of all pilings, debris and sandbags, if applicable; removal of
all septic system, plumbing and electrical components' removal of all impervious surfaces; site most be stabilized
with suitable vegetation as soon as possible. All associated demolition debris must be properly disposed of and the
site returned to pre-development conditions.
(7) Any fill material brought on-site at 2020 N. Shore Drive, Surf City, NC, shall be compatible with native sand(s). The
Division of Coastal Management shall inspect and approve any fill material prior to deposition.
(8) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of Normal High Water.
(9) This permit does not authorize the excavation or filling of ANY WETLANDS or open water areas,even temporarily.
(10) This permit does not authorize the excavation of any dune(s) nor does this permit authorize the removal of sand
from the dune system or beach (both dry and wet sand beach).
(11) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third-party.
