as authorized by the State of North Carolina,Department of Environment,
and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statutes,"Coastal Area Management"
Issued to Brett Deselms authorizing development in the Estuarine Shoreline Area of Environmental Concern (AEC) at
6042 6th Street, in Surf City, Onslow County as requested in the permittee's application package, dated received
February 28, 2013. This permit, issued on March 14, 2013, is subject to compliance with the application and site
drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below.
Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be
null and void.
This permit authorizes: Construction of a single-family residence within amenities.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s)dated received February 27, 2013.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. From the date of an appeal, any
work conducted under this permit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permit officer when the
project is inspected for compliance. Any maintenance work or project Jason Dail
modification not covered under this permit, require further written permit CA LOCAL PERMIT OFFICIAL

(5) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Disturbed areas shall be vegetate and stabilized (planted and
mulched)within 14 days of construction completion.
(6) The amount of impervious surface/coverage shall not exceed 30% within 75 feet of the Normal High Water line. In
this case, all impervious coverage on the property shall be limited to less than 2,605 square feet. The two
engineered stormwater infiltration systems shall be installed and functional prior to issuance of the Certificate of
Occupancy.
(7) Any proposed for grading within the 30' buffer from the Normal High Water level must be contoured to prevent
additional stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and must
remain in a vegetated state.
(8) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of the Normal High Water line.
(9) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third-party.

The Division of Coastal Management hereby acknowledges receipt of your application,submitted on behalf of Brett
Deselms,for development activities on property located at 6042 6th Street, Surf City, Onslow County. However, your
application lacks information necessary for complete processing.The attached checklist indicates the deficiencies of
your application. If you respond within three working days from the date of this fax or E-mail,or within five days from
the receipt of this letter with the required additional information, processing of your application will promptly continue
and will not be placed on hold. If you are not able to respond within three or five days,your application will not be
accepted as complete for processing.
• Please provide a revised map showing the location of the Normal High Water(NHW) line and the 75'Area of
Environmental Concern (AEC).The map you previously provided does not show the location of neither.
• Please provide a profile, or side view drawing of the proposed development. On the drawing, please show the
location of normal high water, 30' coastal shoreline buffer, 75'AEC and the proposed development.
• Please provide a copy of the certificate of elevation for this property.
• On the application package (page 1), please revise#2) Coastal Shoreline AECs:to include the amount of
impervious or built upon services within the AEC.
• NOTE THAT IF THE AMOUNT OF IMPERVIOUS IS GREATER THAN 30%WITHIN THE AEC,THIS PROJECT WILL
REQUIRE AN ON-SITE STORMWATER COLLECTION SYSTEM and THIS SYSTEM WILL NEED TO BE LABELED AND
SHOWN ON THE SITE PLAN DRAWING.This is specifically stated in 15A NCAC 07H .0209 (d)(2): (2)All
development projects, proposals, and designs shall limit the construction of impervious surfaces and areas not
allowing natural drainage to only so much as is necessary to adequately service the major purpose or use for
which the lot is to be developed. Impervious surfaces shall not exceed 30 percent of the AEC area of the lot,
unless the applicant can effectively demonstrate, through innovative design, that the protection provided by the
design would be equal to or exceed the protection by the 30 percent limitation. Redevelopment of areas
exceeding the 30 percent impervious surface limitation may be permitted if impervious areas are not increased
and the applicant designs the project to comply with the intent of the rule to the maximum extent feasible.
