3.0 PROPOSED PROJECT/PURPOSE AND NEED
3.1 PURPOSE AND NEED
There was an existing conduit and fiber optic cable line that crossed the Intercoastal Waterway which provided
telecommunication services for the 919 area code and 911 emergency service capabilities to areas within
Currituck County that are located south of the Intercoastal Waterway. This conduit and fiber optic cable line was
a legacy cable which provided vital communication services to the Currituck County communities. The cable line
was snagged by a trawler crossing the Intercoastal Waterway, and as a result, interrupted vital communication
services. Currently, there is a temporary cable in place. The purpose of the proposed project is to install a
permanent replacement conduit and fiber optic cable line located along existing NCDOT right-of-way of Worth
Guard Road and Waterlily Road.
3.2 PROPOSED PROJECT
The proposed project entails the installation of a 4-inch HDPE telecommunication conduit and fiber optic cable
line for a distance of 667.8 linear feet to replace a damaged section of an existing cable line. A horizontal
directional drill will be used to install the cable line 15-feet below the Intercoastal Waterway and tie into the
remaining undamaged cable line. Proposed boring locations will be approximately 16 square feet each and have
been located within existing NCDOT right-of-way. A proposed temporary 200 square foot drill rig staging area is
proposed located on the south side of the Intercoastal Waterway within existing NCDOT right-of-way.
Proper sedimentation and erosion control methods will be utilized during all phases of construction and
installation as described in accordance with the requirements of the North Carolina Department of Environment
and Natural Resources: Erosion Control Planning and Design Manual and local codes. All work will take place
during dry conditions and can be facilitated from high, non -jurisdictional, stable ground. All erosion and sediment
control measures will be checked for stability and operation following every runoff producing rainfall, but in no
case less than once every week. Any needed repairs will be made immediately to maintain all measures designed.
An erosion control inspections report is required and will be kept by the owner's representative. Temporary
seeding and permanent seeding will occur to restore impacted areas. The project will meet all relative
requirements of Best Management Practices and Engineered Stormwater Control Structures as outlined through
State and Local Stormwater Rules. Measures will be taken to prevent oil, tar, trash, debris and other pollutants
from entering the adjacent jurisdictional Waters of the U.S. (WOUS) and wetland features. Any excess excavated
materials not utilized as back fill will be placed and contained within upland areas and permanently stabilized to
prevent erosion into adjacent jurisdictional features. Therefore, stockpiling of excavated material within
jurisdictional WOUS and wetlands will be strictly prohibited as part of the construction of this project.

This letter is to provide you with legal notification that an application for a Coastal Area Management
Act (CAMA) General Permit will be submitted to the North Carolina Department of Environment and
Natural Resources (NCDENR) on behalf of Spectrum for the work shown on the enclosed plan. The
proposed work includes installation of approximately 837 linear feet of 4-inch plastic fiber optic cable
to replace the existing conduit that was damaged in recent months under the Intracoastal Waterway.
The fiber optic cable is essential for providing 919 and emergency 911 call capabilities to areas south
of the Intracoastal Waterway. The construction will include drilling the proposed 4-inch conduit under
the waterway and within the existing NCDOT right-of-way limits to existing utility poles. No removal
of trees or vegetation is proposed as a part of this project, and excavation will be limited to bore pits
which are typically 4-ft long by 4-wide.
North Carolina Division of Coastal Management (NCDCM) welcomes comments and any information
