Mr. Dougher is applying for a CAMA Minor permit to install a new Bulkhead 2' waterward from the old
shoreline at 111 White Heron Dr on the canal leading out to the Currituck Sound, in Currituck County,
North Carolina.
As the adjacent riparian property owner to the aforementioned project, I am required to notify you of
the development in order to give you the opportunity to comment on the project.

Re: Objection to the Issuance of CAMA Minor Permit #86198 for the Construction of a new bulkhead at 111
White Heron Lane, Currituck County, N.C., adjacent to a canal connecting to the Currituck Sound.
Dear Mrs. Perry -Webber
This letter is in response to your objection as an adjacent riparian property owner to a permit request from Caps
Marine on behalf of the applicants, Kenneth & Roberta Dougher to construct a new bulkhead located at 111 White
Heron Lane, Currituck County, N.C., adjacent to a canal connecting to the Currituck Sound.
Under the Coastal Area Management Act (CAMA), the Coastal Resources Commission (CRC) has established Rules
for General Permits for this type of development that are found in 15A NCAC 07H.1100.
The Division of Coastal Management has reviewed your objection, along with all aspects of this development
proposal for consistency with the aforementioned Rules, which describe the CRC's standards and guidelines for this
type of development. Our review of the proposed development has found it to be consistent with the Rules of the
CRC and the State's Coastal Management Program, and that all pre -requisites have been satisfied. For this project,
no alteration to the existing swale is being proposed. Therefore, the Division of Coastal Management issued General
Permit #86198A on 9-29-2021 (copy attached) for the proposed development.
If you wish to appeal this permit decision, you must file a Third Party Hearing Request Form with the Director of the
Division of Coastal Management within 20 days of the permit issuance date. If you choose to pursue an appeal,
please contact this office so that we can provide you with the appropriate forms and addresses.

Morning Robert,
My concerns as of now are that the swale in between my property and the adjacent one not be filled or blocked or
otherwise altered. It is the main drainage source for rain and storm water for the street. Also my property has not been
improved by the water. There is also a boat ramp. Any new projects would need to be carefully reviewed as future
improvements on my property need to be considered for the future.
I have a contractor who is going to clean up the vines, dead trees and debris in the next month. We will have a better
idea of how the bank near that property looks.
Thanks so much for your consideration with this. I hope to build a home in the next couple of months.

development but when an application is received will be following our objection protocol as discussed
during my phone conversation with you on 8-13-2021. If a decision is made authorizing the
development you will be notified.
If you would, please reply to this email with the reasons for your objection. This is so we have a record
of exactly what portion of the project you wish to object to and we will be able to more closely review
that section of the rules to verify if the proposed development meets or does not meet the rules of the
