and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statutes,"Coastal Area Management"
Issued to Wayne Barefoot, authorizing development in the Estuarine Shoreline (AEC) at 7099 7th Street, in the Old
Settlers Beach subdivision, in Surf City, Onslow County as requested in the permittee's application, dated June 29,
2011. This permit, issued on July 19, 2011, is subject to compliance with the application and site drawing (where
consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of
these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes:the filling and grading of the vacant lot.
. (1) All proposed development and associated construction must be done in accordance with the work plat drawings(s) dated
and received on June 29, 2011.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at 910-796-7215 for a final inspection at
completion of work.

within twenty (20) days of the issuing date. From the date of an appeal, any
work conducted under this permit must cease until the appeal is resolved. This DCM WILMIIN

project is inspected for compliance. Any maintenance work or project Holley Snider

(5) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10),and shown on the permitted plan drawing,all
development/construction shall be located a distance of 30 feet landward of Normal High Water.
(6) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Prior to any land-disturbing activities,a barrier line of filter cloth must
be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area
has been properly stabilized with a vegetative cover.
(7) Any proposed for grading within the 30' buffer from the Normal High Water must be contoured to prevent additional
stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized,and must remain in
a vegetated state.
(8) All other disturbed areas shall be vegetatively stabilized(planted and mulched)within 14 days of construction
completion.
(9) All original permit conditions remaining effect.Any proposed change to the approved original plans for development,
construction,or land use activities will require a re-evaluation and modification of this permit.
(10) Pursuant to 15A NCAC, Subchapter 7J.0406(b),this permit may not be assigned,transferred, sold or otherwise
disposed of to a third-party.

In 1974, the North Carolina General Assembly passed the Coastal Area
10 Management Act and set the stage for guiding development in fragile
4 and productive areas that border the state's sounds and oceanfront. Along
with requiring special care by those who build and develop, the General
Si Assembly directed the Coastal Resources Commission (CRC) to imple-
ment clear regulations that minimize the burden on the applicant.
This application for a minor development permit under CAMA is part
" of the Commission's effort to meet the spirit and intent of the General
Assembly. It has been designed to be straightforward and require no
. .� i I more time or effort necessary from the applicant. Please go over this

CAMA MINOR PERMIT NOTICE
Pursuant to NCGS 113A-119(b), the North Carolina Division of Coastal Management, an
agency authorized to issue CAMA permits in areas of environmental concern, hereby gives NOTICE
that on June 29, 2011 Carrie Coonce applied for a CAMA permit to construct a beach access
walkway with platform, a new deck on existing home, and landscaping at 201 Caswell Beach Rd.,
adjacent to the Atlantic Ocean, in Caswell Beach, Brunswick Co., and Wayne Barefoot applied for a
CAMA permit to fill and grade lot at 7099 7rh St., adjacent to the canals off Stump Sound, in Surf City,
Pender County. These applications may be inspected at the address below. Public comments
received by, July 21, 2011 will be considered. Later comments will be accepted and considered up
to the time of permit decision. Project modifications may occur based on further review and
