PROJECT LOCATION/ADDRESS—Lot 4BR Long Point Estates,Pender Co.
Dear Mr. and Mrs. Spence,
I have reviewed the information you submitted to our office concerning the necessary filing of an
application for a CAMA Minor Development Permit under the Coastal Area Management Act and have
determined that the activity you propose is exempt from needing a CAMA Minor Development Permit as
long as it remains consistent with your project drawings and paperwork,dated received January 16,2020,
and it also meets the conditions specified below. If your plans should change and your project will no
longer meet these conditions, please contact me before proceeding.
SINGLE FAMILY RESIDENCES WITHIN THE ESTAURINE SHORELINE AREA OF
ENVIRONMENTAL CONCERN EXEMPTED
1. All development shall be located at least 40 feet of the mean high water mark or normal water
level from waters classified as ORW.
2. No ground disturbance or land disturbing activity shall occur within 40 feet of the mean high
water mark or normal water level from waters classified as ORW.
3. The development may not exceed a 25%built upon area within 575 feet of the mean high water
mark or normal water level of waters classified as ORW, and shall not include any stormwater
collection system.
4. The development shall be consistent with all other applicable CAMA permit standards,North
Carolina Building Code standards, local ordinances and local land use plans in effect at the time
the exemption is granted.
5. This authorization does not allow for any disturbance to any wetlands or open water areas.
Any proposal to modify or alter the development plan as proposed will require additional
authorization from the Division of Coastal Management.

This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any
other State, Federal or Local authorization. This exemption expires one(1)year from the date of the
letter.

Please find attached the final plot plan for Mr. & Mr. Spence. Their full name, Deed Information and Tax ID/PIN is on the
map. The lot does not have an address as a building permit has not yet been granted. But the Lot Number and
Subdivision is on the plat also (Lot 4BR, Long Point Estates).

Mr. Lewis,
As presented in the attached plan, the current proposal would qualify for a single-family residential exemption.A CAMA
permit would not be triggered until they encroached to within 40' of the normal/mean high water line. As for built upon
area, the overall limits is set at a maximum of 25% for the entire lot since the property is completely located within 575'
of the normal high water line.
If the design does not change, I can authorize as a CAMA exemption and will need a copy of the finalized site plan as well
as the property owners name, mailing address, property address and telephone number.

Please find attached a preliminary plot plan for the Spence's. Please advise on whether or not they need a CAMA
Permit,what kind of permit, and if they are exempt, how far can they move the house before a CAMA Permit is
required.
Also any impervious percentages that they may need to adhere to.
