This permit, issued on June 10, 2020, is subject to compliance with the application and drawing dated and received by DCM on May 18, 2020 (where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject the permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void. This permit authorizes: Single-family residence with amenities. (1) All proposed development and associated construction must be done in accordance with the permitted site drawing dated received by DCM on May 18, 2020. (2) Any change or changes in the plans for development, construction, and/or land use activities will require re-evaluation and modification of this permit. Disturbed areas shall be vegetated and stabilized (planted and mulched)within 14 days of construction completion. (5) Any proposed for grading within the 30' Coastal Shoreline buffer (as measured from the Normal High Water level) must be contoured to prevent additional stormwater runoff to the adjacent marsh and/or canal. This area shall be immediately vegetated and stabilized and must remain in a vegetated state. (6) This permit does not authorize the excavation or filling of any wetlands, even temporarily. (7) No impervious coverage/built upon area, including but not limited to the house (including eaves), foundation pad, covered decking, etc. shall extend into the 30-feet coastal shoreline buffer. (8) The amount of impervious surface/coverage on this property shall not exceed 25% within 575 feet of the Normal High Water line. (9) All structures shall comply with the NC Building Code, including the Coastal and Flood Plain Construction Standards of the N. C. Building Code, and the Local Flood Damage Prevention Ordinance as required by the National Flood Insurance Program. If any provisions of the building code or a flood damage prevention ordinance are inconsistent with any of the following AEC standards, the more restrictive provision shall control. In reviewing your application, we have discovered that additional information is needed to complete the review process.Accordingly, I am requesting that you submit the following additional information to this office: 1) The site plan drawing/survey submitted with the application package should show either the normal high water line (as delineated by the NC Division of Coastal Management)or the mean high water line (surveyed, and based on elevation). In addition, the site plan drawing should also show the location of all wetlands on or adjacent to the property, as well as the 30'Coastal Shoreline buffer and 575' Area of Environmental Concern (AEC), both of which are measured from the normal/mean high water boundary. These items are required for permitting purposes. Please revise the site plan drawing to reflect these requirements. If you decide you'd like me to locate the normal high water line and coastal wetlands line for you, please let me know and I will put it on my calendar. A revised plan will be required once this information has been obtained. Also, please keep in mind that no impervious coverage is permissible with the 30' Coastal Shoreline buffer(i.e. pool coping, pool or any imp. Decking around pool). 2) Based on information provided in your permit application packet,there is approximately 6,518 square feet of built upon area or other impervious coverage associated with the proposed project, on a lot measuring approximately 20,300 square feet in size. Please be advised based on the size of the lot,the maximum amount of built upon area would be 5,075 square feet. Any proposal to place more than 5,075 sq. ft. of impervious coverage within 575' of the normal high water line will result in a permit denial. Additional design may be required to satisfy permitting requirements. In accordance with the Department of Environment and Natural Resources regulations, we note that the application, as received in our office on April 24, 2020, is incomplete for processing. Upon resubmission of a complete application, a local decision will be made in 25 days, provided this period is not extended as provided by law.
