and the Coastal Resources Commission for development in an area of environment
concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area
Management"
Issued to Steve Sullivan authorizing development in the Estuarine Shoreline (ORW) Areas of Environmental Concern
(AECs) at 710 Hughes Road, in Hampstead, NC as requested in the permittee's application package, dated June 19,
2018, and received by DCM on June 19, 2018. This permit, issued on June 29, 2018, is subject to compliance with the
application and site drawing (where consistent with the permit), all applicable regulations and special conditions and
notes set forth below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may
cause the permit to be null and void.
This permit authorizes: Addition to an existing residential dwelling (decking).
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s)dated received by the Division of Coastal Management on June 19, 2018.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons >

In issuing this permit it is agreed that this project is consistent with the local Land

(5) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Disturbed areas shall be vegetated and stabilized (planted and
mulched)within 14 days of construction completion.
(6) The amount of impervious surface/coverage on this property shall not exceed 25% within 575 feet of the Normal
High Water line.
(7) No structures shall be located within the 30' Coastal Shoreline buffer, including but not limited to concrete slabs,
stepping stones, roof covers, accessory buildings, swimming pools, stomiwater drains, pump houses,etc.
(8) This permit does not authorize the excavation or filling of any wetlands or open water areas.
(9) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third-party.

CONTRACT FOR BUILDING REPAIRS
This contract is made on the 21st day of May, 2018, by and between RBE,
LLC, hereinafter referred to as RBE, and Steve & Jennifer Sullivan,
hereinafter referred to as "PROPERTY OWNER". The SPECIFICATIONS are
attached to this contract and are made part of this contract.
RBE and the PROPERTY OWNER agree as set forth below:
1. Agreement. RBE shall perform the work, which is designated in the
SPECIFICATIONS, at the PROPERTY OWNER'S premises, located at 710 Hughes
Rd, Hampstead. The SPECIFICATIONS are attached to this contract and are
made part of this contract.
2. Time of Commencement and Completion. The work shall commence within
approximately one to two weeks from signing of this contract and shall be
completed in a reasonable workmanlike manner. The intended completion date
of the work shall be approximately within five to six weeks from
commencement. The completion date may be extended due to delays
necessitated by changes in the work, labor disputes, weather, fire, permit
delays, material delays, unavoidable casualties and the like.
3. Contract Sum. The PROPERTY OWNER shall pay to RBE, subject to
additions and deductions by Change Orders; the Contract Sum is THIRTY TWO
THOUSAND AND EIGHT HUNDRED FORTY THREE DOLLARS AND NINETY SEVEN CENTS,
$32,843.97) . This amount is subject to additions and deductions by Change
Orders or necessary or unnecessary changes in work not contemplated
herein. PROPERTY OWNER shall pay to RBE the Contract Sum as follows:
A. Initial deposit of 11,000.00 to be paid at the signing of this
contract.
B. the sum of $11,000.00 when the job is 50% complete; and
C. The sum of $10,843.97 upon completion of the project. After
thirty days has elapsed from the date of final invoice, all unpaid
balances are subject to a finance charge of 2.5% per month. If legal
action is required to collect unpaid balances, homeowner shall be liable
for all fees and costs incurred.
The manner and schedule of the work shall be at the discretion of RBE.
The work completion intervals shall be determined using a reasonable man
standard.

The PROPERTY OWNER shall make prompt payment of all installments
pursuant to this contract when requested by RBE. If the PROPERTY OWNER
fails to make any payment for work or Change Order within five (5) days
after the request is made, then RBE may then recover from the PROPERTY
OWNER, payment of all work completed to date plus its loss of profit for
the entire contract. The PROPERTY OWNER shall make available their
premises at the least from 8:00AM to 5:00PM, Monday through Friday and
other reasonable times as requested by RBE.
4. Change Orders/ Extras: All requests for extra work or change of work
shall be in writing and signed by the PROPERTY OWNER. RBE shall be
required to complete the extra work or change if and only if the PROPERTY
OWNER signs a Memorandum acknowledging the extra work or change and pay
the sum due for the extra work or change in advance. Any extra work or
change shall become part of this contract.
5. Permits: Building permits will be obtained for the deck work. Permit
fees will be added to the cost of the job ad be paid as an extra or change
order.
6. Insurance: RBE shall carry insurance for Workers' compensation and
liability.
7. LIEN: RBE has the right without notice to take action to begin process
of a Mechanics Lien on the premises if unpaid balances are past due and
owing.
8. Disputes: All claims, disputes and other matters in question between
the parties to his contract arising out of or relating to this Contract or
breach thereof, shall be decided by arbitration in accordance with the
Construction Industry Arbitration Rules of the American Arbitration
Association. The award rendered by arbitrators shall be final and binding
upon both parties.
DO NOT SIGN THIS CONTRACT IN BLANK. YOU ARE ENTITLED TO A COPY OF THE
CONTRACT AT THE TIME YOU SIGN. KEEP IT TO PROTECT YOUR LEGAL RIGHTS. THE
PROPERTY OWNERS ACKNOWLEDGE RECEIPT OF A FULLY EXECUTED COPY OF THIS
CONTRACT.
THIS AGREEMENT IS EXECUTED THE DAY FIRST WRITTEN ABOVE.
