HomeMy WebLinkAboutPN16-12 Issued by WiRO PN16-12 Pender County Permit Number CAMA MINOR DEVELOPMENT PERMIT Coastal Management ENVIRONMENTAL QUALITY as authorized by the State of North Carolina, Department of Environmental Quality and the Coastal Resources Commission for development in an area of environment concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area Management" Issued to Jeff Beaudoin authorizing development in the Estuarine Shoreline (ORW) Areas of Environmental Concern (AECs) at 106 Olde Point Loop, in Hampstead, Pender County as requested in the permittee's application package, dated August 26, 2016 and received by DCM on September 15, 2016. This permit, issued on November 4, 2016, is subject to compliance with the application and site drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void. This permit authorizes: Residential home construction with driveway and amenities. (1) All proposed development and associated construction must be done in accordance with the permitted work plat drawings(s)dated received by the Division of Coastal Management on November 3, 2016. (2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations, applicable local ordinances and FEMA Flood Regulations. (3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and modification of this permit. (4) A copy of this permit shall be posted or available on site. Contact this office at (910) 766-7221 for a final inspection at completion of work. (Additional Permit Conditions on Page 2) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. C. Building Code, and the Local Flood Damage Prevention Ordinance as required by the National Flood Insurance Program. If any provisions of the building code or a flood damage prevention ordinance are inconsistent with any of the following AEC standards, the more restrictive provision shall control. (6) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective sedimentation and erosion control measures. Disturbed areas shall be vegetated and stabilized (planted and mulched)within 14 days of construction completion. (7) The amount of impervious surface/coverage on this property shall not exceed 30%within 75 feet of the Normal High Water line. (8) This permit does not authorize any development within 30 feet of the normal high water line. (9) This permit does not authorize the excavation or filling of any wetlands or open water areas. I stopped by the site yesterday (10/27)for a follow up site visit after receiving the revised plan you submitted on Oct. 26, 2017. Based on my findings from yesterday's site visit, I have determined the existing bulkhead alignment to be the approximately location of the normal high water line. Please revise the site plan to reflect this determination and submit the information back to me at your convenience. BTW, I have attached photos taken from the site yesterday which confirms this determination. Although the photos were taken during low tide, you can see the staining on the wall representing a twice daily flood. As always, please feel free to call with any questions. The decision to extend a permit issuance date was due to the apparent location of the "approximately location of high water line per Pender County GIS", as shown on the proposed work plan drawing dated received by DCM on September 19, 2016. Based on site conditions, it does not appear that the high water line shown on the attached drawing is accurate. At this time, and in order to make a permit decision based on accurate information, a revised site plan is required depicting the approximation of the normal high water line, either by surveyed elevation, or by field indicators such as vegetation.
