violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become

This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available

Dear Mr. Brownlow:
Marine Corps Installations East -Marines Corps Base, Camp Lejeune
(MCIEAST-MCB CAMLEJ) has received an official Easement Request on behalf of
Duke Energy (Piedmont Natural Gas) for the construction and operation of a
natural gas distribution pipeline along the right-of-way of North Carolina
Route 210 in Onslow County (Project).
MCIEAST-MCB CAMLEJ understands that construction of this pipeline will
involve horizontal directional drilling (HDD) at multiple locations to avoid
and minimize impacts to resources of environmental importance. This includes
one location where the Project crosses surface waters that are protected by
the North Carolina Department of Environmental Quality Division of Coastal
Management (NCDEQ) under the Coastal Area Management Act (CAMA):
• Stones Creek
It is our understanding that the LAMA general permit process includes a
requirement that any adjacent riparian neighbors provide prior authorization
in the form of a statement of no objection.
This letter shall serve as a formal statement of no objection, on behalf
of MCIEAST-MCB CAMLEJ for the HDD crossing to occur at Stones Creek. .The
enclosed map shows the location referred to herein, based on our clearest
understanding of the Project alignment.
