The Sullivans are our next door neighbors,and for that reason we hesitate to object to their proposed 200 foot dock. In addition,we lack expertise on issues relating to land and water management. For these reasons, rather than object,we wish to lay out certain concerns that the Sullivans' proposal engenders. We leave it to you and your colleagues, Mr.Staples,to assess these concerns and others about the proposal: 1. What is the impact on marine plant life? According to the "Description and/or Drawing of Proposed Development",the proposed dock appears to stretch 200 feet from shore,then to extend 24 feet northward,and to be at least six feet in width. (It is possible the proposed dock is intended to be considerably wider than six feet;as suggested by the notation: "7 foot 6"to center of piling.")Such dimensions would appear to cover up,and block sunlight to, 1,344 square feet of marine plant life. 2. What is the impact on navigation?We see a possible danger that the proposed dock would extend so far west, in the direction of the boat channel, as to impede navigation. This is particularly of concern for persons in sailboats, kayaks and canoes,who might encounter difficulty circumventing the dock without either veering into the boat channel or else getting swamped from the waves created by ferries and other large boats passing nearby. 3. What is the likelihood of unsightly damage to the proposed dock as a result of storms?The nearby Horizons dock remained broken and degraded for over a year and a half following Hurricane Dorian's pummeling of Ocracoke. In the event the proposed dock is constructed, it would be helpful to secure a binding obligation on the part of the owners'to remove the dock within three or at the most six months of substantial storm damage. 4. Is there a danger of further changes to plans for the proposed dock that could pose additional risks to the environment?When we were first informed of the Sullivans'desire to build a dock, we were led to understand that the dock would be 70 feet in length.Anxious to avoid creating bad blood with new neighbors,we reluctantly agreed.The revised proposal for a dock more nearly three times the size of the original proposed dock raises concerns that further enlargement might be sought in the future. 5. Will there be,a prohibition on superstructures, boat houses, boat pens,or other structures built on top of the dock?When we assented to the original 70 foot dock proposal,we did so on the understanding that the Sullivans would construct,at most,a fish cleaning table on the dock. We have not been informed whether the Sullivans remain willing to accede to these limitations. 6. Will the Sullivan dock, if allowed, lead others to build long docks,which would only exacerbate the concerns outlined above? We understand and appreciate the expertise that you, Mr.Staples, and your colleagues bring to your evaluation of the Sullivans'application.We appreciate the work that you do to protect the coastline. If it would assist you and your colleagues, might we suggest that you consider requiring the Sullivans to provide independent expert analysis of particular aspects of the environmental and related impact of their proposed dock? If you believe this might be helpful in your evaluation,we would be willing to consider sharing with the Sullivans a portion of the cost of the independent analysis,considering the possible impact of the proposed dock not only on us as next door neighbors but also on Ocracoke as a whole. Sincerely, s/ Susan and Todd Colllins Cc: Drs.Stephanie and Robert Sullivan Mr. Bill Gilbert 8/23/2021 I spoke with Mrs.Collins this morning and indicated that DCM had issued a CAMA permit to Mr.Sullivan for the construction of a 100' long pier under a CAMA General permit. Mr.& Mrs.Collins had raised concerns for a previously proposed 200' long pier.
